Did Cheney Say Deficits Don’t Matter—and Do They Raise Your Mortgage Rate?

Federal deficits can influence rates under some conditions, but they do not directly determine a borrower’s mortgage quote. Here’s what Cheney said and what the 7% benchmark actually measures.

Not by themselves. Federal deficits can put upward pressure on interest rates in some conditions, but they do not set an individual mortgage rate, and the available evidence does not show what share of the October 2026 average was caused by deficits. Dick Cheney later described “deficits don’t matter” as an allegation about what he had said, not as a phrase he confirmed saying. Freddie Mac’s weekly 30-year fixed-rate average was 7.28% on October 1, 2026—a survey benchmark, not a rate every borrower can get.

What did Dick Cheney actually say about deficits?

In a November 9, 2007 interview, then Vice President Dick Cheney said he had “been oftentimes alleged to have made a statement that deficits don’t matter.” He added, “The conversation, as I recall, was in a political context.” He described the conversation he was recalling as concerning the increase in deficits early in the Reagan administration, when defense spending rose while taxes were cut.

That interview is Cheney’s account of the attribution. It is not a recording or independent confirmation of the private conversation. So the careful version is that Cheney was widely alleged to have said deficits do not matter, and in 2007 he disputed the shorthand by describing the context he recalled. Neither his answer nor the slogan settles what deficits do to interest rates.

How can federal deficits affect interest rates?

A federal deficit is the gap between government spending and revenue over a period; borrowing helps finance that gap. It is different from the national debt, which is the accumulated stock of past borrowing. A deficit can matter to interest rates through its effect on the resources available to borrowers, but the relationship is conditional rather than automatic.

Borrowing can compete for national saving

The Congressional Research Service explains that public borrowing can draw on national saving. If government borrowing absorbs funds that otherwise could have financed private investment, rates may face upward pressure. But how much this happens depends on interacting economic conditions, including whether private saving changes and how fiscal policy is composed.

Other channels can change the result

CRS also discusses effects on trade balances and private saving. The Treasury’s study likewise cautions that there are no simple answers: interest-rate movements reflect interacting fiscal and monetary conditions. In the foreword to that study, Treasury Secretary Donald T. Regan warned, “These findings, however, should not be construed as implying that deficits don’t matter.” The point is not that deficits are irrelevant, but that their effect cannot be read off a deficit number alone.

That is why two shortcuts both fail: “deficits never affect rates” ignores possible pressure through borrowing and national saving, while “deficits automatically set mortgage rates” treats a multi-factor relationship as a one-variable formula.

What does the 7% mortgage figure mean?

Freddie Mac’s weekly U.S. averages show that a 30-year fixed mortgage rate was around 7% in late September and early October 2026. The measure is a survey average, not a personalized lender offer or a guarantee of the rate available to a particular borrower.

The week-to-week movement is a snapshot of averages, not evidence that a particular policy or deficit change caused the rates to move. Nor is a mortgage rate a direct readout of the federal deficit. Deficits, Treasury yields, Federal Reserve policy rates, and a borrower’s mortgage quote are related parts of the financial picture, but they are not interchangeable measures.

Can we calculate how much deficits added to a 7% mortgage?

No reliable share is established here for the October 2026 Freddie Mac average. The Treasury and CRS analyses describe mechanisms and conditional effects; they do not isolate a current percentage of that mortgage rate attributable to federal deficits. A precise claim such as “deficits added 0.5 percentage points to your mortgage” would go beyond the evidence.

Historical estimates illustrate why a single number needs careful context. A corrected 2004 Washington Post account attributed a 0.12-percentage-point estimate for the 2004 deficit to Eric M. Engen, while William G. Gale and Peter R. Orszag estimated a 0.3-to-0.6-percentage-point impact for decade-long deficits equal to 1% of the economy. Those were differing historical estimates tied to different assumptions and periods—not a current consensus or a 2026 estimate. They should not be applied to today’s mortgage benchmark.

What can a homebuyer do with this information?

You cannot control the federal budget or infer your personal rate from a national weekly average. You can compare actual offers. Freddie Mac advises mortgage shoppers to obtain multiple quotes; compare the rate, term, fees or points, and the loan terms attached to each offer. A lower headline rate may not mean a better overall offer if its costs or conditions differ. Comparing quotes helps you assess lender offers; it does not answer how much deficits affected the broader interest-rate environment.
