Did Canada Cancel 30 Arms Export Permits to Israel? What the Official Record Says

Canada’s government reported 34 arms export permits suspended over 2024—not 30 canceled. Here is what suspension means, how the policy developed and what the public record does not establish.

No official source cited here confirms that Canada canceled 30 arms export permits to Israel. Government sources describe permits as suspended, not canceled. A 2025 government note reports that 34 permits were suspended over 2024; the latest dated status statement reviewed, from August 2, 2025, said relevant permits remained suspended then. That statement does not establish their status in October 2026.

Were 30 permits canceled?

The available official figures do not support the headline claim that 30 permits were canceled. Global Affairs Canada’s 2025 Question Period Notes say 34 previously issued export permits for items that could have been used in the Gaza conflict were suspended over 2024. The government’s annual report describes a limited number of suspensions. Neither source says those permits were canceled. Global Affairs Canada’s 2025 note reports the 34 suspensions.

The distinction matters: Global Affairs Canada’s 2024 strategic-goods report says a canceled permit is no longer valid for exporting the goods or technology, while an issued permit may be suspended for policy or compliance reasons and later reinstated. A suspension is therefore not the same thing as a permanent cancellation. The 2024 report explains these permit statuses.

What did Canada do, and when?

January 8, 2024: stop issuing new permits

Global Affairs Canada says the government’s approach from January 8, 2024, was to stop issuing permits for military items destined for Israel. A May 2024 briefing also said no new arms export permits had been approved since that date. The May briefing describes the then-current approach.

March 18, 2024: House of Commons motion

The House of Commons adopted a non-binding motion calling for a halt to further authorization and transfer of arms exports to Israel, among other measures. The motion is part of the policy timeline, but it is distinct from the government’s permit actions.

Summer and late 2024: suspend some existing permits

The government suspended some previously approved permits while reviewing whether the authorized items could be used in the conflict in a way inconsistent with Canadian foreign-policy objectives. A November 2024 briefing described suspensions as limited rather than a blanket decision and said individual permit details were confidential commercial information. The November briefing discusses the suspensions and related export questions.

August 2, 2025: minister’s latest dated status statement in the sources reviewed

Foreign Affairs Minister Anita Anand said no new permits for controlled goods that could be used in Gaza had been approved since January 2024, and that existing permits that could have allowed military components to be used in Gaza had been frozen during 2024 and remained suspended at the time of her statement. That is a dated statement, not confirmation of permit status in October 2026. Anand’s August 2, 2025 statement provides that status update.

What does a suspension mean in practice?

A suspended permit cannot be treated as permission to export while the suspension is in force. The government’s annual report says a permit may be suspended for policy or compliance reasons and reinstated later. A November 2024 briefing also said suspensions could be followed by reinstatement or amendment with conditions after assessment. The government’s 2025 note likewise says suspensions could be reversed after assessment.

That makes “suspended” a current restriction subject to review, rather than a statement that the permit was permanently extinguished. The sources cited here do not establish the present status of each individual permit after August 2025.

What goods and transfers are covered?

Canada’s Export and Import Permits Act governs permits for exports and brokering of controlled goods. The Act incorporates Arms Trade Treaty assessment criteria. Global Affairs Canada says the minister must deny an application where there is a substantial risk that the goods or technology would undermine peace and security or could be used to commit or facilitate serious violations of international humanitarian or human-rights law, certain terrorism or organized-crime offences, serious gender-based violence, or serious violence against women and children. Controlled goods on the Export Control List generally require a Global Affairs Canada permit, subject to applicable rules and exceptions.

Military-designed components count too

The government’s reporting scope is broader than complete weapons. “Military goods and technology” includes Group 2 of the Export Control List and its Group 9 subset. Group 2 includes items specially designed or modified for military use, including vehicles, aircraft, firearms, ammunition, military-specific imaging equipment, software, technology, and associated parts and components. Group 9 covers the full-system conventional arms listed in Article 2(1) of the Arms Trade Treaty. Global Affairs Canada’s 2024 report sets out the categories.

Direct exports and U.S. routes are not the same evidence

The report says Canada collects export data to the United States for all Group 9 goods, but for Group 2 goods only when a permit is required. Those reporting rules do not, by themselves, show whether a particular U.S.-bound item was later transferred to Israel. The sources reviewed do not provide a comprehensive count of onward transfers through third countries.

A November 2024 briefing discussed a possible U.S. Foreign Military Sale involving General Dynamics Ordnance and Tactical Systems Inc. in Quebec. The contemplated items included 50,400 120 mm high-explosive mortar cartridges and related equipment; officials said the soonest delivery would be in 2026 and that they were in contact with the company to ensure compliance with Canadian export rules. This was a possible sale and expected earliest delivery date as of November 2024, not proof that shipment or delivery occurred.

In her August 2025 statement, Anand said no mortars had been shipped from Canadian manufacturers to Israel, directly or indirectly, since before permits were suspended. That statement is specific to mortars and its stated period; it does not establish the status of every type of controlled good or all transfers after that date.

What is public—and what remains unknown?

Global Affairs Canada says it does not comment on individual permits because it must protect companies’ confidential commercial information. The sources reviewed therefore do not identify every permit holder or the exact goods covered by each suspended permit, nor do they provide a complete account of onward transfers to Israel.

The 2024 report also records $2.504 billion in Canadian exports of controlled military goods and technology to non-U.S. destinations. That is broad export context for 2024, not a figure for exports to Israel.
