Did Arm Hold Early Takeover Talks With Eliyan? What the Public Record Shows

The public record does not confirm takeover talks between Arm and Eliyan. It shows Arm as a 2026 strategic investor and an ecosystem partner, plus a $145 million Series C at a company-reported $1 billion valuation.

Short answer: the public record does not confirm that Eliyan drew takeover interest or that it held early takeover talks with Arm. What is documented is a financial and ecosystem relationship. Arm was named as a strategic investor in Eliyan’s January 2026 funding round, and Eliyan joined Arm’s Total Design ecosystem in late 2025. Neither fact, on its own, shows that a sale was discussed.

Below is what Eliyan has announced, what each announcement does and does not say, and how to check a takeover report like this one before treating it as fact.

What the claim says, and what is confirmed

The headline makes two separate claims. The first is that Eliyan attracted takeover interest from one or more buyers. The second is that Arm held early talks with the company about an acquisition. Neither claim is supported by an attributable news report or by a statement from Eliyan or Arm in the material reviewed. Eliyan’s own press-release archive, which is the primary public record of what the company has chosen to announce, contains no reference to a sale process or acquisition discussions.

That does not prove the report is false. Early-stage deal talks are often private and never announced. It does mean that a reader should treat the takeover claim as unconfirmed until a reliable news outlet names its sourcing or either company comments on the record.

What Eliyan does

Eliyan describes itself as a semiconductor connectivity company for AI and high-performance computing systems. Its NuLink PHY and NuGear chiplet families address links between dies, between chips, between memory and processors, and between systems. The company’s announcements describe die-to-die (D2D), chip-to-chip (C2C) and rack-to-rack connectivity, including electrical and electro-optical interconnect work.

This is specialized chip IP and interconnect technology sold to other semiconductor and systems companies. It is not a consumer networking product, and a reader comparing it with home routers or enterprise switches would be looking at the wrong market.

In January 2026 Eliyan said its 64G D2D technology is silicon-proven and outlined roadmap work toward 224G and 448G chip-to-chip interconnect. Those performance and efficiency statements come from the company. The announcement is not independent validation of the technology.

  • Expansion opportunities with six Pmod connector ports, over 30 FPGA I/O, four Analog capable 0-1.0V differential pairs to XADC, and more

The documented Arm relationship

Eliyan announced on January 28, 2026 that it had secured $50 million in strategic investments from AMD, Arm, Coherent and Meta. The company also said that existing strategic investors Samsung Catalyst Fund and Intel Capital took part. The announcement quoted Mohamed Awad, Executive Vice President of Arm’s Cloud AI Business Unit:

“The evolution of AI systems increasingly depends on scalable, energy-efficient architectures and strong ecosystem collaboration.”

That quote describes a technology partnership rationale. It says nothing about control of Eliyan or any transaction.

  • Luckfox Lyra is a cost-effective Linux micro development board based on the Rockchip RK3506G2 to provide a simple and efficient development platform. Onboard multiple high-speed interfaces including MIPI DSl, RMll, USB, etc. to meet various application scenarios.
  • The low-speed interfaces utilize Rockchip Matrix l0 design which supports multiplexing 98 function siqnals on GPlO pins, and can freely combine PWM, UART, 12C, SPl, and l2S for quick development and debugging.
  • Tripe-core ARM Cortex-A7 32-bit core, with integrated VFP to support single- and double-precision floating-point operations. Built-in ARM Cortex-M0 MCU design, supports SMP and AMP configuration. Built-in 128MB DDRL3 for multi-core applications
  • The low-speed interfaces adopt Rockchip Matrix IO design, which allows rich function signals to share the limited chip pins, making peripheral circuit adaptation more flexible. Built-in audio and video codec, supports multiple audio inputs and outputs, providing high-quality audio playback and recording functions

On November 10, 2025, Eliyan announced that it had joined the Arm Total Design ecosystem. This is a collaboration program, and membership is evidence of a working relationship, not of a sale process.

The two funding rounds compared

The two most recent financings are the clearest public record of who has backed Eliyan and at what scale. All figures are company-announced.

Item January 2026 strategic round July 2026 Series C
Announced January 28, 2026 July 29, 2026
Amount $50 million in strategic investments $145 million
Valuation Not stated in the announcement $1 billion, as reported in the company’s announcement
Named investors AMD, Arm, Coherent, Meta; existing investors Samsung Catalyst Fund and Intel Capital participated Led by Seligman Ventures; Cisco Investments and Lumentum named as new strategic investors
Stated use of proceeds Not stated in the announcement Development, ecosystem partnerships and manufacturing

Arm’s role is therefore that of a strategic investor in a funding round, alongside chipmakers, a networking-equipment supplier and a memory-adjacent investor. Investing a minority stake in a supplier is a different act from seeking control of it, and nothing in these announcements describes a change of control.

How to check a takeover report before acting on it

Readers who see a headline like this one, whether in a personal investing feed or a newsletter, can run through a short check:

  • Look for the original reporting outlet and whether it names sources or says they are people familiar with the matter.
  • Check whether either company has confirmed, denied or commented. Eliyan’s press-release archive and Arm’s newsroom are the first places to look.
  • Separate investment facts from deal facts. A funding round, a shared ecosystem membership or a supplier relationship does not establish that an acquisition was discussed.
  • Note whether the report gives a price, a valuation basis or a timeline. Vague reports with none of these are harder to verify.
  • Wait for a second independent outlet with its own sourcing before updating any view on the company.

What would change this assessment

The picture would change with an attributable report that names the parties and the stage of talks, or with a statement from Eliyan or Arm acknowledging discussions. Until then, the accurate description is narrower: Arm is an investor in Eliyan and an ecosystem partner, and Eliyan has raised $145 million at a company-reported $1 billion valuation as of July 2026. Any claim beyond that should be treated as rumour.
