Did Amazon’s Five-Day Office Policy Revive Downtown Seattle?

Amazon’s five-day office policy coincided with a sharp rise in weekday worker traffic, especially near South Lake Union. The increase was meaningful, but it did not prove downtown Seattle’s recovery was complete or Amazon-driven alone.

Amazon’s five-day office requirement coincided with a sharp rise in weekday worker traffic in downtown Seattle, especially around South Lake Union and the Denny Triangle. In January 2025, the Downtown Seattle Association (DSA) counted nearly 95,000 average daily workers downtown—about 9% more than a year earlier. That is evidence of a meaningful attendance-related boost, not proof that Amazon alone revived downtown or that businesses and offices had returned to pre-pandemic health.

What Amazon changed—and who the policy covered

Amazon moved its corporate and technology employees from a three-day-per-week office requirement, introduced in 2023, to five days per week beginning January 2, 2025. The change applied to the relevant corporate and technology workforce; it did not mean every Amazon employee in the region had to report to an office five days a week. Amazon’s Seattle presence spans multiple buildings and nearby districts rather than one downtown campus. Amazon’s Puget Sound update describes its regional presence, while GeekWire’s reporting places the policy in the context of Seattle’s downtown recovery.

That distinction matters because the clearest traffic change appeared near Amazon’s concentration of offices, not uniformly across every neighborhood people may mean by “downtown.” The cited approximate workforce of 50,000 refers to the size of the relevant Seattle corporate and technology workforce—not a verified count of people commuting to offices each day.

What the January 2025 numbers show

DSA reported nearly 95,000 average daily workers in downtown Seattle in January 2025, roughly 9% above January 2024 and the second-highest daily average since March 2020. It also counted nearly 2 million unique visitors during the month, about 94% of January 2019 and 14% above January 2024. These are separate measures: workers are not interchangeable with unique visitors, total visits, residents, transit boardings, or office occupancy. The change was more pronounced in South Lake Union and the Denny Triangle, the areas most closely associated with Amazon’s offices. Weekday worker traffic there reached about 74% of January 2019 levels, compared with 62% in the same month a year earlier, according to Amazon’s summary of the local figures.

What “worker traffic” measures

DSA’s worker-foot-traffic estimates use Placer.ai cellphone-location data. The classification of a person as a worker is inferred from location and behavioral patterns; it is not an employer census or a roll call. The measure tracks presence and movement. It does not establish how many Amazon employees complied with the five-day policy, what visitors spent, whether workers were productive, or whether they supported the policy. DSA’s dashboard describes its figures, and the city’s Downtown Activation Plan data portal provides related city measures.

Why city officials welcomed the return

Seattle officials’ case is that more people in offices create customers and activity for businesses that depend on regular weekday foot traffic. Workers may buy lunch and coffee, stop at a grocery or convenience store, use a gym or salon, and visit a bar or restaurant after work. A steady presence can also contribute to “eyes on the street”—the everyday activity that helps public spaces feel used rather than deserted.

The city’s Downtown Activation Plan frames its ambition as a center city that runs on people, not just office attendance: a place active throughout the week, including evenings and weekends. Its February 2025 downtown bulletin reported 29.5 million downtown visits in 2024, a broader measure that includes more than office workers. The plan’s logic helps explain the enthusiasm around Amazon, but an increase in pedestrians alone does not demonstrate that every part of the recovery is working.

Which businesses saw the most direct opportunity?

The most immediate potential beneficiaries were businesses close to office clusters and commuter routes: restaurants and lunch counters, cafés and bakeries, food trucks, bars, convenience and grocery stores, and personal-service businesses such as gyms and salons. City officials and business owners told GeekWire that activity and demand were particularly noticeable on Mondays and Fridays, when the move from three required office days to five most changed the weekly pattern.

That reporting is useful evidence of what businesses were experiencing, but it is not a citywide financial accounting. A fuller lunch queue does not by itself show higher monthly revenue, profit, hiring, business survival, or a return to 2019 sales. Businesses still have to cover rent, wages, food and supply costs, insurance, permitting, and safety-related expenses. More foot traffic can help demand without guaranteeing a sustainable margin.

Why the effect was not the same across downtown

The strongest direct evidence concerns South Lake Union and the Denny Triangle, where Amazon has a large office presence. The January figures also show improvement across the broader downtown area, but they do not establish an equal Amazon-related effect in the central business district, the waterfront, Pioneer Square, or other neighborhoods. These places have different mixes of offices, housing, tourism, retail, transit, and cultural destinations. The geography and definitions in DSA’s dashboard should be kept distinct from the Amazon-area comparison.

For the same reason, “Amazon brought 50,000 people back every day” would overstate what the evidence says. A workforce estimate is not a daily attendance count, and a citywide foot-traffic rise cannot be assigned employee by employee to one company.

What the early increase cannot prove

The timing makes Amazon’s policy a plausible contributor to the January increase, especially in nearby neighborhoods and on weekdays. But the data are observational: they show a rise occurring alongside the policy change, not a controlled estimate of how much of that rise the policy caused. Seasonal patterns after the holidays, conventions and other events, tourism, weather, transit conditions, housing growth, and attendance decisions by other employers can also affect downtown activity. Boundaries and measurement methods matter when comparing districts or years.

Nor does higher worker presence establish that the office market recovered. More people can improve the trading environment for nearby businesses without prompting companies to lease more space. Amazon’s attendance rule does not show that other employers expanded their offices or adopted the same requirement. Downtown office vacancy was reported at about 30% around early 2025; vacancy estimates depend on the market definition and brokerage methodology, so that figure is a broad indicator of continued weakness rather than a direct measure of worker attendance. The costs for employees and commuters

For some Amazon employees, five required office days meant losing remote flexibility and taking on more commuting time and expense, with added complications for childcare and family schedules. Some questioned whether daily in-person work was necessary for their particular roles. Contemporary coverage by Axios and GeekWire reported employee objections alongside the civic and business case for more attendance.

The effects are not necessarily the same for every worker: some may choose to live nearer the office, while others may leave the company or region. The available downtown foot-traffic counts do not measure those outcomes. More broadly, a policy that supports nearby spending also shifts time, travel costs, and logistical burdens onto employees who must commute more often.

Amazon is one part of a wider recovery

Downtown activity also reflects visitors and conventions, concerts and sports, cultural events, residents, other employers, transit use, new businesses, and public and private investment. Seattle’s rebuilt waterfront, including Overlook Walk and Waterfront Park, adds a destination that is not dependent on office schedules. The city’s January 2026 bulletin and DSA’s economic report describe a wider set of downtown indicators.

Later figures offer context, not proof that Amazon caused the subsequent gains. DSA reported nearly 145,000 average daily workers in 2025, almost 4% more than in 2024, and more than 9.2 million light-rail boardings at four downtown stations during 2025. It also reported that more than 1,600 multifamily homes were delivered in the city center. These indicators track different parts of the city’s life and have different drivers; they should not be folded into one measure of “recovery.” DSA’s Downtown Today snapshot provides worker context, and its January 2026 dashboard reports data through December 2025.

Seattle officials said other employers were watching Amazon’s experiment and considering more office days, but that is an account of official observation, not evidence of a verified wave of copycat mandates. Without documented employer-specific changes, Amazon’s policy should not be treated as proof that other firms followed.

How to judge whether the rebound lasts

“More people downtown” is an input to recovery, not a complete scorecard. A durable assessment needs to separate the indicators rather than treating one as a substitute for the rest:

  • Business health: sustained sales, profitability, storefront occupancy, and openings or closures—not just busy periods.
  • Office demand: leasing and vacancy, distinct from the number of people observed in an area.
  • A city center beyond work: residents, visitors, evening and weekend activity, and cultural audiences.
  • Public systems and experience: transit use, safety perceptions, and whether people choose to stay after work.
  • Who bears the costs: commuting burdens and employee retention as well as the gains to nearby businesses.

The best-supported conclusion is that Amazon supplied an important short-term traffic catalyst, with the clearest effect near South Lake Union and the Denny Triangle. The January 2025 counts do not show that Amazon alone caused the broader increase, that small businesses were saved, or that downtown offices had recovered. Seattle’s longer-term resilience depends on a mix of workers, residents, visitors, businesses, and cultural life—not office attendance alone.
