If you need to keep a campaign flight within a known total spend, use a campaign total budget when your campaign type supports it. If you use target-based bidding and want Google Ads to pursue profitable volume as it becomes available, consider demand-led budgeting—but do not expect the daily budget to be spent in full. An average daily budget is neither a fixed daily cap nor a campaign-wide total.
What “demand-led” and “fixed” budgets mean in Google Ads
Google Ads has several budget controls that answer different questions. A campaign total budget sets a spend envelope for a defined campaign flight. An average daily budget sets an average pace over time, while Google may vary spend from day to day. Demand-led budgeting is Google’s term for setting a higher daily budget with target-based bidding, without assuming the campaign will spend all of it.

Should you use a campaign total budget or an average daily budget?
Choose a campaign total budget for a defined flight
Use a campaign total budget when the campaign has a clear start and end date and staying within a total spend envelope matters more than controlling a particular day’s spend. Google says it aims to pace the set amount evenly across the flight while accounting for higher- and lower-traffic days, and bills no more than the campaign total. Availability depends on campaign type; Google lists Demand Gen, Search, Standard Shopping, Performance Max, and YouTube campaigns. Choose an average daily budget for ongoing pacing
Use an average daily budget when you want to manage spend at the campaign level without setting one total for a flight with an end date. The amount is an average, not a promise that Google will spend precisely that amount every day. For most campaigns, Google may bill up to twice the average daily budget on a given day, while the monthly limit is 30.4 times the average daily budget. Google defines that monthly multiplier using an average month length; it is not a guarantee of identical spend each calendar month. Google Ads Help

Use demand-led budgeting when the target matters more than full budget utilization
Demand-led budgeting is relevant to target-based bidding: you can set a higher daily budget to allow room for opportunities, but Google says not to expect that budget to be spent in full. The strategy aims to deliver in line with its target, and spend may rise or fall as Google identifies opportunities to scale. This does not turn the daily budget into a hard cap on each day; the standard average-daily-budget spending limits still apply. Google Ads Help
Will Google Ads spend my full daily budget?
No. A daily budget is an amount Google can use to pace a campaign, not a commitment to spend exactly that amount every day. Demand-led budgeting makes that distinction especially important: Google says you may set a higher daily budget but should not expect it to be spent in full. If demand or target-compatible opportunities are limited, spend can remain below the budget; when more opportunity is available, daily spend can vary within Google’s applicable limits.

Do not confuse a budget under-delivery with a billing cap. For most campaigns using an average daily budget, Google can spend up to twice that amount on an individual day and up to 30.4 times it over a month. Those are charging limits, not instructions to spend that much.
How the 2026 target-based bidding change affects budget decisions
Google says changes to target-based bid strategies for campaigns marked “Limited by budget” rolled out globally from August 17 through August 27, 2026. The affected strategies include Target CPA and Target ROAS, plus Target CPC for Demand Gen; the listed campaign types are Search, Shopping, Performance Max, Demand Gen, and Travel. If you manage a campaign affected by the change, review its results and its target before increasing the budget. Google particularly advises reviewing campaigns that historically performed better than their target and using the Target Adjustment Tool where available. For campaigns with longer conversion delays, Google recommends waiting one to two conversion cycles after a change before evaluating performance. Google also says its planning tools were updated for the new bidding behavior and that forecasts stabilized after rollout; these are Google’s statements about its own platform and tools.
When a shared budget is a better fit
A shared budget may suit several campaigns with related goals when you are comfortable letting Google shift available daily budget among them instead of assigning a strictly isolated amount to each. Google lists Search, Shopping, Display, and Video as supported campaign types and says shared budgets are not compatible with Performance Max or campaigns using campaign total budgets. Google reports that Search customers adopting both shared budgets and portfolio bid strategies saw 13% more conversions on average, based on its internal global data from January 2024 through March 2025. - Set the spending constraint first. If you must stay within a total amount over a campaign with defined dates, check whether campaign total budget is available for its type. If you need an ongoing average pace, use an average daily budget and account for its daily and monthly billing limits.
- Decide whether budget use or target performance is the priority. With target-based bidding, do not raise the budget simply to force full spend. Google’s demand-led approach allows room for profitable scale, but the target and available opportunities influence actual spend.
- Check whether several campaigns should share flexibility. Use a shared budget only if you are willing for one eligible campaign to use budget another campaign has not spent, and confirm compatibility.
- Monitor after meaningful changes. Use Google’s Performance Planner or budget simulator to help assess projected changes. If conversion reporting is delayed, allow one to two conversion cycles before judging a change, as Google recommends for affected campaigns.
For a campaign-specific setup, do not treat recommendations as universal rules. For example, Google’s Performance Max store-goals setup page recommends an average daily budget of at least three times the selected conversion action’s CPA or cost per conversion. That recommendation applies to that setup, not every campaign or budget model. Google Ads Help
