DefExpo 2020: India’s Defence Manufacturing Ambition

Held in Lucknow from 5–9 February 2020, DefExpo promoted India’s defence manufacturing ambition. The government’s subsequent policy targets were proposals, not proof of results.

DefExpo 2020 was India’s biennial defence exhibition, held in Lucknow from 5 to 9 February 2020. Its tagline, “India: The Emerging Defence Manufacturing Hub,” expressed the government’s ambition to expand domestic defence manufacturing and international collaboration; it was an aspiration, not proof that India had already become such a hub.

What was DefExpo 2020?

DefExpo 2020 was the 11th edition of the Ministry of Defence’s biennial exhibition. Held in Lucknow, Uttar Pradesh, from 5 to 9 February, it brought together Indian and overseas companies to showcase defence products and services and explore technology ties, according to the Ministry of Defence.

The event’s theme was “Digital Transformation of Defence.” Its tagline was “India: The Emerging Defence Manufacturing Hub.” The theme pointed to the exhibition’s focus; the tagline conveyed the industrial future the government wanted to promote.

Why did the government call India an emerging defence manufacturing hub?

At the inauguration, Defence Minister Rajnath Singh described DefExpo as a platform for Make in India and manufacturing collaboration. The government’s case emphasized India’s large market, technological development, software expertise and growing defence industry. Singh said India was “ideally suited to act as a facilitator and collaborator in this field.”

That language should be read as the government’s rationale and aspiration, not an independently verified assessment of India’s manufacturing position. An exhibition can showcase firms and encourage partnerships; by itself, it does not establish how much equipment is made domestically, how much is exported, or how much foreign technology has been transferred.

What industrial targets followed the exhibition?

In August 2020, the Ministry released a draft Defence Production and Export Promotion Policy (DPEPP 2020). It proposed the following targets for 2025:

The Ministry described the document as a draft to be finalized after comments. These figures therefore show the scale of the policy ambition announced in 2020; they do not show that either target was achieved. The available event-era announcements do not establish later outcomes.

How did the Defence Acquisition Procedure 2020 fit in?

On 28 September 2020, the Ministry unveiled the Defence Acquisition Procedure 2020, which applied from 1 October. The Ministry presented it as aligned with self-reliance and domestic industry, including the development of manufacturing hubs to support import substitution and exports.

Read alongside DefExpo and the draft DPEPP, the procedure was part of a wider policy direction: use procurement rules and industrial policy to encourage domestic capacity. These announcements document government intent and policy instruments. They do not, on their own, demonstrate the resulting level of production, exports or self-sufficiency.

What DefExpo 2020 does—and does not—tell us

  • It establishes the event’s stated agenda: showcase defence products and services, promote Make in India, and encourage manufacturing and technology collaboration.
  • It records policy ambition: the draft DPEPP set proposed 2025 turnover and export targets, while the acquisition procedure was presented as supporting domestic industry.
  • It is not evidence of later performance: target achievement and present-day manufacturing strength require later outcome data, not event slogans or policy targets alone.
