What does the $6.7 billion figure mean?
It is a historical estimate of net assets attributed to Forbes, not a current audit or independently documented calculation. The figure should therefore be described with both its date and reporting source: Forbes’ 2015 estimate, as attributed by India Today in 2017. It should not be presented as a confirmed or current net worth.
Why sanctions records do not establish his net worth
Government designations and sanctions can document legal action without providing a complete inventory or valuation of an individual’s assets. The U.S. Treasury’s 2003 announcement described a designation and freezing of assets within U.S. jurisdiction. Its 2015 release described action against people and a company linked to D Company. Neither release values all assets attributed to Ibrahim.

A sanctions listing, a frozen asset, or an estimate of an organization’s activity is not equivalent to a verified calculation of personal wealth.

In a 2015 parliamentary statement, India’s Home Minister said Ibrahim was wanted in connection with the 1993 Mumbai serial blasts and that India had provided information to Pakistan. That is the Government of India’s stated position at the time, as recorded by the Press Information Bureau; it is not a financial valuation.
A 2015 U.S. Treasury release quoted Adam J. Szubin, then Director of the Office of Foreign Assets Control, saying: “Today, the United States is targeting D Company, a violent organization notorious for its drug trafficking activities and terrorism.” The quote describes the Treasury action and the agency’s characterization of D Company. It does not establish the size of Ibrahim’s personal wealth.
