David Sullivan’s alleged financial role in Laurence Bassini’s 2022 bid to buy Birmingham City was reported as a claim, not established as a completed loan or investment. The proposed deal did not materialise: the English Football League said it had not received acquisition-control documentation, and later reporting documented a different takeover in 2025.
What was proposed in June 2022?
On 13 June 2022, BBC Sport reported that former Watford owner Laurence Bassini hoped to complete a takeover of Birmingham City. The report said Bassini was travelling to the Midlands intending to finalise a proposed purchase for £35 million. That figure was the reported price of the proposed transaction, not the value of a completed sale. Any deal would have been subject to English Football League scrutiny. BBC Sport reported the proposed bid on 13 June 2022.
What did Bassini say about David Sullivan?
In an account published on 16 June 2022, Knees Up Mother Brown reported that Bassini told TalkSport: “Some of it is Sullivan’s money and some of it is my money.” The publication also reported Bassini’s claim that a document would prevent Sullivan taking the club if Bassini defaulted. These were Bassini’s statements about the proposed financing and an alleged arrangement—not independent confirmation of a loan, investment, or signed agreement.
The same publication carried a conflicting denial that Sullivan was financing the bid. The accounts therefore differed on Sullivan’s financial involvement. The reviewed reporting does not establish that Sullivan supplied funds or that any money changed hands. Knees Up Mother Brown’s 16 June 2022 report.

What did the EFL say, and why did the bid fail to become a takeover?
On 9 July 2022, BBC Sport reported that the proposed deal had not materialised. It quoted an EFL spokesperson saying the league was “not currently in receipt of documentation from any individual regarding acquisition of control at Birmingham City.” The EFL’s statement addressed the regulatory status of the proposed acquisition; it does not verify the competing claims about who might have financed it. BBC Sport reported the EFL’s position on 9 July 2022.
In practical terms, the 2022 proposal should not be described as a completed purchase by Bassini or as a takeover financed by Sullivan. It remained a proposed transaction, and the EFL said it had received no acquisition-control documents from an individual.

How does the proposal differ from Birmingham City’s later takeover?
The later ownership change was a separate transaction. BBC Sport reported that Shelby Companies Limited, a subsidiary of Knighthead Capital Management, completed a full takeover on 7 November 2025. Shelby controlled 96.64% of Birmingham City Limited, which owned the men’s club and women’s team. That reported stake and ownership structure describe the 2025 development; they do not validate or complete the Bassini proposal from 2022. BBC Sport reported the Shelby Companies Limited takeover on 7 November 2025.
