Dearness Allowance (DA) and House Rent Allowance (HRA) are separate parts of an Indian salary. DA is intended to offset inflation and is fully taxable salary income. HRA helps meet rented-home costs; a qualifying employee can claim a limited exemption under the old tax regime. Neither allowance is automatically better: the result depends on your employer’s salary structure, rent, city, payroll definition of salary, and chosen tax regime.
DA and HRA at a glance
Both allowances increase gross pay, but they answer different financial needs. DA is a cost-of-living component. HRA is a housing component linked to rented accommodation. The allowance an employer pays and the amount the tax law permits you to exclude are separate questions.

| Point of comparison | Dearness Allowance (DA) | House Rent Allowance (HRA) |
|---|---|---|
| Primary purpose | Offsets inflation and rising living costs. | Helps meet the cost of a rented house. |
| Who sets the amount | Employer terms and applicable service or pay rules. There is no single rate for every Indian employee. | The employer sets the amount paid. Tax relief is separately limited by rent, salary, city and regime rules. |
| Income-tax treatment | Fully taxable salary income in the Income Tax Department’s salary guidance. | Part of the allowance may qualify for Section 10(13A) exemption under specified conditions. Any balance remains taxable. |
| Rent required? | No rent payment is required for DA. | You must actually pay rent for occupied residential accommodation that you do not own to claim the cited exemption. |
| Role in HRA calculation | Included in “salary” only when it forms part of salary for retirement benefits, along with the other statutory components. | The exemption is the lowest of three statutory amounts. |
The Income Tax Department’s income-from-salary guidance lists “Dearness Allowance (referred to as ‘DA’)” as “Fully taxable.” Its salaried-employee allowance guidance explains the purpose and conditions for HRA.

What Dearness Allowance pays for
DA is a cost-of-living salary component
DA is designed to cushion the effect of inflation on an employee’s purchasing power. It may appear as a separate line in a payslip or as part of a formal pay structure. The applicable amount can depend on the employer, employment category, service rules, pay commission or administrative order, and the effective date of that order. Those variables mean that a DA percentage published for one category of employee cannot be applied to all workers.

For current administrative material, the Department of Expenditure maintains an Establishment II B page. It provides administrative context, not a universal current DA rate for every employee.
DA is taxable
For income-tax purposes, the cited Income Tax Department salary guidance treats DA as fully taxable. It is added to taxable salary; there is no general exemption merely because the payment is labelled “dearness allowance.” Tax deducted at source and your final tax calculation therefore use the applicable taxable amount along with other salary income.
DA does not require rent
DA is not a housing reimbursement. You can receive it whether you rent, own your home, live with family, or receive employer-provided accommodation, subject to your employment terms. Paying rent does not make DA tax-free and does not turn DA into HRA.

HRA is intended for rented accommodation
HRA is an employer-paid salary allowance intended to help with the cost of a rented home. The employer may pay HRA even when a particular employee cannot claim a tax exemption. The payment and the exemption must be checked independently.
Conditions for the exemption
The Income Tax Department states that the exemption is available when the employee occupies residential accommodation, does not own that accommodation, and actually pays rent for it. In the Department’s wording, “The exemption for House Rent Allowance (‘HRA’) shall be allowed if the residential accommodation occupied by the employee is not owned by him and he actually pays rent in respect of such residential accommodation.”

- The accommodation must be occupied by you as your residence.
- You must actually pay rent.
- You must not own the accommodation for which the exemption is claimed.
- The exemption applies only for the period the rented home is occupied and rent is paid.
- If rent is less than 10% of the relevant salary, the cited guidance does not provide an HRA exemption.
These rules concern the accommodation used for the claim. Owning a home elsewhere does not, by itself, mean your employer cannot pay HRA. It can, however, affect whether the home you occupy qualifies for exemption and whether you can demonstrate actual rent paid.
How the HRA exemption is calculated
The exemption is not the entire HRA shown on your payslip. Under the Income Tax Department’s salary guidance, the exempt amount is the least of the following three figures:
Quick wins for a faster PC:
Fix the driver behind crashes, sound loss and screen glitchesFind Drivers →Repair Windows errors before they cause bigger problemsFix Now →- Actual HRA received for the relevant period.
- Rent paid minus 10% of relevant salary.
- 40% of relevant salary, or 50% when the rented accommodation is in Mumbai, Kolkata, Delhi or Chennai.
| Test | Amount to determine | Important qualification |
|---|---|---|
| Actual allowance | HRA actually received | Only the amount paid as HRA can be exempt; another allowance cannot be substituted. |
| Rent test | Rent paid − 10% of relevant salary | If the result is zero or negative, this test supplies no exemption. Rent must actually be paid. |
| Percentage test | 40% of relevant salary | Use 50% only for accommodation in Mumbai, Kolkata, Delhi or Chennai. |
What “salary” means for this calculation
The statutory salary base is not necessarily your entire gross salary. The Department’s guidance describes it as basic salary plus DA when that DA forms part of salary for retirement benefits, plus commission calculated with reference to turnover where applicable. Payroll records and the terms governing your retirement benefits determine whether DA belongs in this base. Do not add every DA payment automatically.
Items such as bonuses, many special allowances and employer contributions are not automatically part of the HRA salary base merely because they appear on a payslip. Use the applicable statutory definition and the figures your employer reports for the relevant period.
Illustrative calculation
Assume, solely as an example, that for one month your relevant salary is ₹60,000, your HRA received is ₹24,000, and you pay ₹22,000 rent. The three tests are:

- Actual HRA: ₹24,000.
- Rent minus 10% of salary: ₹22,000 − ₹6,000 = ₹16,000.
- 40% salary: ₹24,000 (or ₹30,000 if the accommodation is in Mumbai, Kolkata, Delhi or Chennai).
The least amount is ₹16,000, so that is the illustrative exempt amount for the month. The remaining ₹8,000 of HRA would remain taxable. The city limit changes the third test, but it does not override the actual-HRA or rent tests.
Changing homes or rent during the year
Calculate the exemption for the period each set of facts applies. A move, change in rent, change in HRA, change in salary or a city change can alter the least-of-three result. Keep the dates of occupancy and payments so that payroll or your return preparation can allocate the claim correctly.
DA’s role in the HRA formula
DA can affect the HRA calculation only in the limited circumstance recognized by the statutory salary definition: it must form part of salary for retirement benefits. A payslip label is not enough. Two employees with identical basic pay and HRA can therefore have different exemption calculations if their DA has different retirement-benefit treatment.
Ask payroll which DA component, if any, is included for retirement-benefit purposes and how it is reflected in the salary figures used for tax reporting. Keep that explanation with your payroll records rather than making an assumption based on the DA percentage.
Old tax regime versus new tax regime
The Income Tax Department’s FAQ on the new and old tax regimes says the Section 10(13A) HRA exemption is available under the old tax regime and is not available under the new regime. Thus, an employee may receive HRA under either regime, but the specific HRA exemption cannot be claimed under the new regime according to that guidance.

Regime choice affects more than HRA. Compare your total deductions, exemptions, income level, payroll withholding and filing-year rules before choosing. A large HRA amount does not automatically make the old regime better, and the absence of HRA exemption under the new regime does not automatically make it worse.
Tax provisions and official explanations can change. Confirm the guidance for the assessment year or filing year you are using, especially if your employer’s payroll software defaults to a different regime from the one you intend to select.

You live in a home you own
If the accommodation you occupy is owned by you, the cited HRA exemption condition is not met. The employer may still show HRA as part of your salary, but the allowance is not made tax-free on that account.
You pay no rent
Staying rent-free with relatives or friends, living in your own property, or receiving free accommodation does not satisfy the requirement to actually pay rent. Do not create a paper claim without a real payment trail.

The accommodation is occupied for only part of the year
Only the period of actual occupation and rent payment qualifies. A vacant property, a gap between leases or a period when you moved to employer-provided accommodation must be excluded from the claim.
You use the wrong city percentage
The 50% limit applies to accommodation in Mumbai, Kolkata, Delhi or Chennai. The 40% limit applies elsewhere under the cited guidance. It is not correct to apply 50% to every metropolitan area or to every city called “metro” in an employer policy.
Documents and payroll checks
Good records make the claim easier to substantiate and reduce mismatches between payroll and your return. Keep:
- The rent agreement or other written occupancy record, where available.
- Receipts, bank transfers or another reliable record showing rent actually paid.
- The landlord’s identifying details when your employer or filing process requires them.
- Dates for each rented address and evidence of the move-in and move-out periods.
- Payslips and the annual salary statement showing basic salary, DA, HRA and other components.
- Payroll’s explanation of whether DA forms part of salary for retirement benefits.
Before your employer closes its tax declarations, reconcile the rent paid, HRA received and relevant salary for each month or payroll period. If the employer did not grant the full eligible exemption, the final return process may require a correction or additional documentation; follow the filing-year procedure applicable to you.
Common mistakes to avoid
- Calling DA tax-free: the Income Tax Department’s salary guidance calls DA fully taxable.
- Exempting all HRA: the exemption is the lowest of three amounts, not the full allowance by default.
- Using gross salary in place of statutory salary: the HRA base has specific components.
- Adding all DA automatically: DA enters the base only when it forms part of salary for retirement benefits.
- Applying 50% everywhere: the cited 50% limit is named for Mumbai, Kolkata, Delhi and Chennai; use 40% elsewhere.
- Claiming rent without payment: occupancy and actual rent payment are required.
- Assuming home ownership prevents HRA payment: ownership affects the exemption condition for the occupied accommodation, not necessarily the employer’s decision to include HRA in pay.
- Claiming HRA exemption in the new regime: the official FAQ says Section 10(13A) HRA exemption is available under the old regime, not the new regime.
- Using one annual figure when circumstances changed: calculate separately for moves, rent changes, salary changes and periods without occupancy.
How to decide what DA or HRA means for your salary
- Read the salary structure: identify basic salary, DA, HRA and any commission or allowance relevant to the statutory calculation.
- Check the governing terms: confirm which employer, service or pay rules set your DA and HRA amounts and effective dates.
- Establish your housing facts: record the address occupied, ownership status, rent actually paid and the dates involved.
- Determine the statutory salary base: include DA only if it counts for retirement benefits and include qualifying commission where applicable.
- Run all three HRA tests: actual HRA, rent minus 10% of salary, and the applicable 40% or 50% limit.
- Check your tax regime: the cited HRA exemption is an old-regime benefit, so compare regimes using your full tax position.
- Retain evidence: keep payment and occupancy records in case payroll or the tax authorities ask how the claim was calculated.
Is DA or HRA universally better?
No. DA compensates for living-cost inflation and is taxable. HRA is aimed at rent and can provide a conditional exemption, but only to the extent allowed by the least-of-three calculation and only under the old regime according to the cited official FAQ. An employee who owns the occupied home or pays no rent may receive HRA but obtain no HRA exemption. Another employee with substantial documented rent may benefit from the exemption, subject to the salary and city limits.
The useful comparison is therefore not simply “which allowance is larger?” Compare the employer’s payment, the taxable portion, your rent and city, the DA definition used for retirement benefits, and the total outcome under both tax regimes for the relevant filing year.
