Jersey began sharing residents’ basic identifying details with Experian and Equifax on 30 July 2026 to help providers verify applicants and process credit applications. The change does not require lenders to approve applications. In an update on 1 October, the Jersey Consumer Council said Islanders were still reporting refusals from American Express, John Lewis and Barclaycard, while cautioning that it may be too soon to assess the scheme’s impact.
What Jersey’s data-sharing change does
From 30 July 2026, the Government of Jersey began securely sharing residents’ names, residential addresses and dates of birth with the UK credit reference agencies Experian and Equifax. The arrangement applies to Jersey residents aged 18 and over. The States Assembly order-paper entry records that the order prescribing the two agencies came into force on that date.
The government says the information can support identity and credit-history checks and help providers automate applications, reduce administrative work and improve turnaround times. It is basic identifying information; the feed is not a complete account of a resident’s finances, and it does not make a lending decision. Why refusals are still being reported
On 1 October 2026, the Jersey Consumer Council said several Islanders had contacted it after being unable to obtain credit cards from providers including American Express, John Lewis and Barclaycard. The council noted that agencies could only begin accessing the relevant data after the opt-out window closed on 29 July, and said it might be too early to know whether the arrangement was working. Its update on credit cards is evidence that complaints continued, not a measure of the overall approval picture.

- No published post-launch approval or refusal statistics, or provider-by-provider outcome data, are established in the sources cited here.
- The reported complaints do not establish why any individual application was declined.
It is therefore too early to conclude either that the scheme has failed or that it has reduced refusals. The government described the change as a way to make checks easier and improve access to financial products; that is the policy’s intended benefit, not a guarantee of approval or proof of a measured result.
What to do if you are applying for a card
The data-sharing change is intended to help with identification and application processing. It does not override a provider’s decision about whether to offer credit. The available sources do not identify a specific reason for the refusals reported to the council, so an applicant should not assume that opting in or out will resolve a particular application.

The Consumer Council asked Islanders to tell it whether they had been accepted for a card since August 2026. That request may help build a clearer picture, but the council’s October update does not yet quantify outcomes.

Residents who are content for their data to be shared do not need to take action. Government guidance provides an online preference-setting route and a telephone option. The government announced the online opt-out option on 22 July 2026; see its notice about the online option and the current resident guidance for the available channels.

You can opt out after sharing has begun and opt back in later. If you opt out, information already passed to Experian and Equifax remains with those agencies; the government says it will stop sending further updates. Direct questions about information held by a credit reference agency to that agency. The government warns that opting out may affect access to some financial products, but opting in does not guarantee that a card application will be accepted.
