Could Intel Make AMD CPUs in Its U.S. Foundries? What’s Known

Intel and AMD were reportedly in early-stage foundry talks, but no signed deal, products, process nodes, or production scale have been confirmed.

Intel could make AMD processors at its U.S. factories, but the available reporting does not show that it will. Semafor reported on October 1, 2025, that Intel and AMD were in early-stage talks about Intel becoming a foundry customer. The report did not confirm an agreement, identify products or factories, or say how much production might shift.

What did the report say?

Semafor’s Rohan Goswami, citing people familiar with the matter, reported that Intel was in early-stage talks to add AMD as a customer at Intel factories. Both companies declined to comment. Semafor said the potential manufacturing volume was unclear and that the discussions might not result in an agreement. Read Semafor’s report.

That makes this a report about negotiations, not a confirmed manufacturing relationship. It does not establish that Intel has begun making AMD chips or that it is certain to do so.

What does AMD currently disclose about chip manufacturing?

AMD’s 2025 Form 10-K, filed February 4, 2026, describes its existing wafer-supply arrangements. AMD says it uses TSMC for wafers for high-performance computing (HPC), FPGA, and adaptive SoC products, and GlobalFoundries for certain HPC wafers at 12 nm and 14 nm. The filing says AMD relies on TSMC for all microprocessor and GPU wafers at 7 nm or smaller nodes. These disclosures describe AMD’s arrangements in that filing; they do not confirm an Intel deal. Why would Intel seek outside foundry customers?

Intel launched its customer-facing Intel Foundry business in February 2024, offering process technology, advanced packaging, ecosystem support, and customer design engagement. That launch establishes Intel’s foundry strategy, not the existence or outcome of talks with AMD. Read Intel’s launch announcement.

Intel’s 2025 Form 10-K, filed in 2026, says its Intel 18A process entered high-volume manufacturing in late 2025 and is used for its Core Ultra Series 3 processor. The filing names Oregon and Arizona among Intel’s key production fab locations. It also says Intel is seeking significant external customers for Intel 14A, a node designed from inception for outside customers, and warns that it may pause or discontinue 14A and successor leading-edge nodes if it cannot secure a significant customer. Which AMD products, Intel nodes, or factories are involved?

The cited reporting and company filings do not specify an AMD product, an Intel process node, a production schedule, a share of AMD manufacturing, or a particular Intel fab for AMD work. It would therefore be premature to say Intel will manufacture Ryzen CPUs or AMD’s most advanced chips. The discussion could change, fail to produce an agreement, or concern work whose scope has not been disclosed.

What would need to be known to assess a deal?

A confirmed customer relationship alone would not show how significant it is. To understand its practical importance, readers would need details such as:

  • Scale and timing: whether production is a limited initial commitment or a substantial share, and when it would begin.
  • Location and support: which facilities would make the chips and what packaging or customer-qualification arrangements apply.
  • Confirmation: whether either company announces a signed agreement rather than talks.

The available sources provide no comparable cost or performance data for ranking Intel, TSMC, and GlobalFoundries as suppliers for a possible AMD project.

What this means for CPU buyers

This is a possible business-to-business manufacturing arrangement, not a consumer product announcement. The reporting does not identify an AMD CPU made by Intel, provide a release date, or establish a change to a product available for purchase. It offers no basis by itself to choose one processor over another.
