Could Higher Rates Fuel a ‘Doom Loop’ in Housing? What Rent and Construction Have to Do With It

Apollo economist Torsten Slok argues higher rates could discourage building, tighten housing supply and push rents up—potentially complicating the Fed’s fight against inflation. The mechanism is plausible, but the reported figures do not prove it is happening.

Possibly—but it is a risk mechanism, not a proven chain of cause and effect. Apollo Chief Economist Torsten Slok argues that high interest rates could make homebuilding less attractive, slower construction could constrain housing supply and lift rents, and rising rent inflation could make it harder for the Federal Reserve to lower rates. The available figures show why the concern is getting attention; they do not establish that rates caused a drop in construction or that rents will rise.

What is the proposed housing “doom loop”?

Slok’s argument, published by Apollo on October 4, 2026, describes a possible feedback loop:

  1. Higher rates may discourage building. More expensive financing can make some housing projects harder or less attractive to fund.
  2. Fewer new homes may tighten supply. If builders start or complete fewer homes and apartments, available housing could become scarcer relative to demand.
  3. Tighter supply could put upward pressure on rents. The size and timing of any effect would depend on local conditions and other changes in housing supply and demand.
  4. Higher measured rent inflation could complicate rate cuts. If rent-related measures add to inflation, the Fed could have less room to ease policy.

Slok summarized his thesis this way: “When rates are high, builders build less, and when fewer homes and apartments get built, rents go up, which pushes inflation higher and keeps rates high.” He calls it the “higher rates, higher rent doom loop.” Those are Slok’s claims about a potential mechanism, not proof that every link is currently occurring.

Why do rents matter to inflation?

Slok says owners’ equivalent rent alone accounts for “roughly a quarter of the CPI basket.” Owners’ equivalent rent is a measure used in the consumer price index to represent the housing service homeowners receive from their homes, rather than a bill most homeowners pay each month. The approximate share is Slok’s characterization in Apollo’s commentary, not an independently verified calculation here.

That large role helps explain why rent measures matter to the inflation outlook. But the sources do not quantify how a change in new construction would translate into rent inflation, or how quickly that effect might appear in reported inflation.

What do the recent figures show—and what don’t they prove?

Fortune’s October 5, 2026 report puts the argument alongside recent policy and housing figures. The figures below are reported by Fortune; the underlying Federal Reserve, Bureau of Labor Statistics and Census Bureau releases were not independently checked here.

Federal-funds target range 3.75% to 4% after a quarter-point increase in September 2026 The reported policy setting; it does not by itself show how much financing costs changed for builders.
Shelter inflation 3% in August 2026 A reported inflation reading, not evidence that new construction caused the change.
Housing starts 1,275,000 in August 2026 Starts indicate projects beginning, not completed homes available to rent or buy.
Housing completions 1,128,000 in August 2026 Completions indicate units finished, a different stage of the supply pipeline from starts.

Fortune reports that starts and completions moved down in August. One month’s figures, as reported, do not establish that rates caused the movement or that a rate-driven housing shortage is developing. Starts and completions measure different stages, and changes in construction can take time to affect the homes available to renters.

What would determine whether the loop takes hold?

The mechanism depends on several links that can move at different speeds. Useful questions include whether financing costs actually make projects unviable, whether fewer starts lead to fewer completed units, and whether local rents respond to that supply change. Other shifts in housing supply, demand, construction costs and broader inflation could weaken or outweigh the proposed effect; the cited sources do not measure those forces against one another.

  • Financing: How much do higher rates change the cost or feasibility of particular projects?
  • Supply: Do starts translate into fewer completions, and where are the units located?
  • Rents: Do local market rents rise, and when do those conditions show up in inflation measures?
  • Policy: How much does shelter inflation matter alongside the rest of the inflation outlook when the Fed sets rates?

Does this mean the Fed must keep rates high?

No. Slok’s warning is conditional: rent inflation could make it harder for the Fed to ease if the other links in the loop occur and inflation remains a concern. It is not a prediction that rents will necessarily accelerate, nor does it mean the Fed is bound to raise rates. The reported construction figures do not establish a rate-caused shortage, and the sources do not quantify the strength or timing of the proposed feedback.
