Could DOGE-Era USDA Cuts Raise Grocery Prices or Spread Invasive Pests?

USDA staffing cuts could plausibly affect inspections, spoilage, and pest risk. But available price and agency data do not establish that the cuts caused grocery inflation or increased invasive-species incursions.

Possibly, but the available evidence does not show that USDA workforce cuts caused grocery prices to rise or invasive pests to spread. Fewer trained staff could plausibly contribute to inspection delays, food spoilage, or missed pests. USDA’s first-half 2025 grocery-price data, however, show food-at-home prices rose more slowly than their historical mid-year average, while agency reports document continued inspections and pest responses without establishing how staffing changes affected their effectiveness.

What changed in USDA staffing?

In a March 17, 2025 report, WIRED described February layoffs affecting specialized staff in the U.S. Department of Agriculture’s Plant Protection and Quarantine (PPQ) program and National Dog Detection Training Center. The figures it reported came from sources and estimates at the time; they are not a current staffing count or a published agency-wide port audit.

20,306 USDA employees, nearly 20% of the department workforce; 2,105 APHIS employees, or 25% USDA Office of Inspector General findings for January 12–June 14, 2025, as summarized in a December 22, 2025 Senate Agriculture Committee minority press release. These are department- and agency-wide totals, not port-level counts or a direct measure of inspection capacity.

WIRED also reported that USDA had paused terminations for 45 days and was developing a return-to-duty plan at the time of its March 2025 article. That is a historical snapshot, not evidence of today’s staffing situation. The later OIG totals cover a broader period and workforce than the port estimates, and do not by themselves establish how many departures were layoffs or how much inspection capacity changed.

Who inspects agricultural imports at U.S. ports?

Port inspections are part of a joint Agricultural Quarantine and Inspection (AQI) system run by USDA’s Animal and Plant Health Inspection Service (APHIS) with U.S. Customs and Border Protection (CBP). APHIS says CBP performs port-of-entry inspections of cargo, conveyances, travelers, baggage, and related arrivals. APHIS develops agricultural import rules and procedures, negotiates trade agreements, issues permits, and carries out other safeguards. It would be inaccurate to describe every port inspection as work performed by USDA employees.

APHIS says pests and diseases—including exotic fruit flies, wood-boring insects, and foreign animal diseases—can travel through trade and travel. Inspections and surveillance are safeguards against those threats, but a pest’s route from detection failure to an established infestation is a risk pathway, not proof that a particular staffing reduction caused an escape.

How could staffing cuts affect food prices or pest risk?

The concern is a chain of possible effects, not a measured result of the 2025 cuts:

  • Fewer available inspection staff could contribute to delays. Delayed clearance can leave perishable shipments waiting, creating a potential for spoilage or added costs.
  • A missed pest could create agricultural costs. If a quarantine-significant pest enters and establishes, control efforts and damage to crops, export markets, or ecosystems may follow.
  • Some costs could reach consumers. Spoilage, supply disruption, or crop losses could put pressure on prices, but the effect would depend on the product, scale, duration, and available alternatives.

These are the concerns described by supply-chain experts interviewed by WIRED, not established national outcomes. The sources available here do not provide a comparable before-and-after evaluation of port staffing, inspection throughput, cargo dwell time, spoilage, pest establishment, or resulting crop losses. They therefore cannot quantify a price effect or attribute one to the cuts.

What do USDA’s 2025 price figures show?

ERS said prices in six food-at-home categories rose more slowly than their historical mid-year averages, while two categories fell. Eggs averaged 38.5% higher than their 2024 monthly average, primarily because of highly pathogenic avian influenza; meat prices averaged 3.0% higher amid tight supplies and consumer demand. These figures describe price movements and factors ERS identified; they do not test whether staffing cuts affected prices.

What inspection and pest-response activity was reported?

APHIS reporting documents substantial work during 2025, but activity totals alone cannot show whether staffing cuts weakened or preserved performance.

  • APHIS’s 2025 PPQ accomplishments page says the program cleared 26,813 shipments containing more than 1.8 billion plant units and 584,887 kilograms of woody seeds, and intercepted 1,693 quarantine-significant pests at plant inspection stations.
  • The same page reports roughly 50,886 pests found during CBP inspections of cargo, mail, and express shipments, and surveys targeting 208 unique pests across 50 states and four territories.
  • PPQ’s FY 2025 annual report says the program managed 15 exotic fruit-fly outbreaks in 2025—four in California, ten in Texas, and one in New York—and eradicated ten during the year. Early in FY 2026, PPQ and the Texas Department of Agriculture eliminated two remaining FY 2025 Mexican fruit-fly outbreaks in Texas. California and state partners continued responding to two California outbreaks that began late in FY 2025.
  • The FY 2025 report also says PPQ incorporated New World screwworm detection into fruit-fly surveillance, secured additional screening capacity from the Texas Department of Agriculture, and advanced training and deployment of detector-dog teams at southern livestock ports.

These figures describe inspections, interceptions, surveillance, and responses—not a risk-adjusted measure of effectiveness or a comparison against pre-cut performance. They neither prove that staffing reductions caused more incursions nor establish that the reductions had no effect.

How should grocery shoppers interpret the risk?

For household budgets, the clearest conclusion is that the risk is plausible but the causal claim is unproven. ERS’s first-half 2025 figures do not show grocery inflation running above its 2005–2024 mid-year average, and they do not isolate any effect from USDA staffing changes. At the same time, that comparison cannot rule out localized delays, spoilage, or pest risks that might affect particular products or regions.

When evaluating a claim that USDA cuts raised food prices, distinguish a possible supply-chain mechanism from observed price data and from evidence that attributes a price change to the cuts. The available figures support the first two kinds of context, but not that final causal link.
