Could China’s Invasion Trigger a Sudden Shutdown of Taiwan’s Chip Machines?

ASML and TSMC reportedly have ways to disable some advanced, internet-connected chipmaking tools if China invades Taiwan. The public evidence does not show a universal or destructive kill switch.

Possibly—but the public evidence supports a much narrower claim than the phrase “kill switch” suggests. Reports published in May 2024 said ASML and TSMC had ways to disable some advanced, internet-connected chipmaking equipment if China invaded Taiwan. Taiwan’s technology minister confirmed the general possibility of remotely shutting down smart industrial machines. No public technical documentation shows that every Taiwanese chip tool could be stopped, that the mechanism is destructive, or that it would work under every wartime communications condition. This is a 2024 contingency report, not evidence of a current invasion or an activated shutdown.

What was reported in May 2024?

On May 21, 2024, Bloomberg reported that ASML and TSMC could disable sophisticated chipmaking machines if China invaded Taiwan. The account relied on people familiar with the matter and said U.S. officials had discussed the risk that China could seize Taiwan’s semiconductor facilities. ASML reportedly reassured Dutch officials that it could shut down its equipment remotely, while the Netherlands had conducted invasion-related simulations. Bloomberg Law reported the original account.

On May 23, Taiwan technology minister Wu Cheng-wen confirmed the broader proposition: internet-connected smart machines, including chipmaking tools, could be shut down remotely during a conflict. That is a confirmation of general capability, not a public specification for a particular EUV model or a guarantee that all Taiwanese fabs could be switched off. Bloomberg New Economy summarized Wu’s comments.

What are EUV machines, and who controls them?

ASML supplies the equipment

EUV means extreme ultraviolet lithography. ASML builds EUV scanners that project extremely small patterns onto wafers for leading-edge processors. The scanners are chipmaking equipment, not finished chips. ASML is the equipment supplier; it does not operate TSMC’s factories.

TSMC runs the fabs

TSMC uses ASML scanners alongside deposition, etching, metrology, inspection, wafer-handling and other systems. Its fabs also require ultrapure water, specialty chemicals, gases, reliable electricity, software, logistics and trained staff. Turning off an EUV scanner would stop or disrupt processes that depend on it, but would not automatically stop every semiconductor operation in Taiwan or erase chips already made. What does “kill switch” actually mean?

“Kill switch” is media shorthand, not a disclosed technical term. Public reporting does not say whether the capability is a dedicated hardware feature, a software authorization, a remote command through equipment-management systems, a maintenance or update control, or a combination of vendor authentication and network access.

The Register noted that ASML systems require extensive service and that a shutdown could be connected to maintenance or software procedures. That is analysis, not confirmation of ASML’s design. Tweakers likewise reported that the mechanism was not disclosed.

Questions that remain unanswered

  • Which EUV generations or other tools are covered?
  • Does the trigger require an internet connection, a secure vendor channel or a preloaded instruction?
  • Could a local operator override the action?
  • Would reactivation require ASML, TSMC, physical service or replacement parts?
  • Could the command be delivered after cables, networks or power were disrupted?

The public sources do not answer these questions. A remote shutdown is therefore not the same as a self-destruct mechanism, a permanent “bricking” of equipment or physical demolition of a fab.

Why capturing a Taiwanese fab would not guarantee chip production

An occupying force might obtain buildings and machines yet still lack a functioning leading-edge operation.

  • Vendor service: EUV systems need specialized maintenance, calibration and troubleshooting.
  • Parts and consumables: Spare components, chemicals, gases, wafers and software come through international supply chains.
  • People: Engineers and operators could leave, be evacuated or be unable to work safely.
  • Utilities: Damage to power, water, communications, cleanrooms or logistics can halt production without any remote command.
  • Controls and sanctions: Export restrictions could block technical support and replacement equipment.

These constraints could make a disabled tool difficult to restore, but the reporting does not establish that reactivation would be impossible or permanent. China might still gain value from less-advanced facilities, personnel, intellectual property or physical infrastructure, even if the most advanced production could not continue.

Would the capability deter an invasion?

It could reduce the value of capturing an intact TSMC operation: an occupying force might seize buildings but not obtain usable leading-edge capacity. That is a plausible deterrence effect, not a demonstrated policy outcome.

The same capability could create risks. China might prioritize communications networks, vendor systems or fabs themselves; a false or premature command could disrupt production; and a vendor-controlled shutdown could be treated as an escalation. None of these consequences has been publicly demonstrated for the reported system, so they remain strategic possibilities rather than established facts.

Invasion, blockade and shutdown are different scenarios

The reports tied the contingency to an invasion, but semiconductor output could be interrupted without Chinese troops taking a fab.

  • Invasion: Fighting, occupation and damage could interrupt utilities, staff and logistics.
  • Blockade or quarantine: Shipping and imported supplies could be cut off while facilities remain physically intact.
  • Cyberattack: Networks or industrial-control systems could be disrupted.
  • Vendor cutoff: Sanctions or an emergency decision could stop service and parts.
  • Remote shutdown: A further mechanism that could disable certain connected tools.

What would the global economic impact be?

The often-cited figure of about $5 trillion is not a price tag for a kill switch. Bloomberg Economics modeled a scenario combining a total Taiwan cutoff with Western sanctions on China and estimated roughly a 5% reduction in global GDP in the first year. It is a scenario estimate, not a forecast and not an estimate of remote shutdown losses alone. See the Bloomberg Economics scenario.

The wider shock would come from lost Taiwanese output and disrupted trade in processors used by data centers, smartphones, vehicles, industrial equipment and defense systems, compounded by sanctions. A shutdown of selected tools would be one part of that broader crisis.

Why Taiwan matters to advanced chips

Taiwan produces a very large share of the world’s leading-edge semiconductors, and TSMC is the dominant contract chip manufacturer and a major customer for ASML’s advanced lithography systems. Tech Times cited the frequently repeated estimate that TSMC makes roughly 90% of the world’s most advanced processor chips. That figure applies to a narrowly defined advanced-processor category; it does not mean Taiwan makes 90% of all chips or 90% of all semiconductor manufacturing. What is confirmed, and what is speculation?

Confirmed or directly reported

  • Bloomberg’s May 21, 2024 report said ASML and TSMC had ways to disable advanced equipment.
  • Wu Cheng-wen confirmed that internet-connected smart machines could be remotely shut down in a conflict.
  • The reports concern advanced equipment, including EUV systems, rather than a documented inventory of every Taiwanese machine.
  • ASML did not publicly explain the alleged mechanism.

Not publicly established

  • A universal switch covering every fab and tool.
  • A guaranteed trigger after an invasion, regardless of network conditions.
  • Permanent or irreversible disablement.
  • Exclusive control by ASML, TSMC, the Netherlands or the United States.
  • That shutting down equipment would prevent an invasion.

The most accurate reading is that Taiwan and its suppliers reportedly planned for a contingency in which selected advanced, network-connected tools could be disabled. It is an element of supply-chain and national-security planning—not proof that Taiwan’s entire chip industry can be switched off instantly.
