Receita Federal’s manual, updated 23 September 2026, now lists the revised rates for customs declarations registered from 12 May 2026. For qualifying purchases through a certified platform, Import Tax is zero up to a US$50 customs value; above US$50 and through US$3,000, it is 60% minus US$30 from the tax amount. ICMS remains payable under the destination state’s rules.
What Correios’ 13 May 2026 notice says
The Correios notice, titled “Comunicado 13/05/26 – Atualização das regras de tributação simplificada das remessas internacionais,” says Provisional Measure MP 1.357/2026 and Finance Ministry Ordinance 1.342 were published on 12 May 2026. Correios said the changes would be applied in its systems after the platforms and companies involved in international e-commerce implemented them in the actual sale and shipping process. The notice did not provide a platform-by-platform rollout date. That timing caveat is different from the current tax schedule: Receita Federal’s Manual de Encomendas Internacionais, updated 23 September 2026, lists the revised rates for declarations registered from 12 May 2026.
What Import Tax applies under the current rules?
Receita Federal’s schedule applies to qualifying purchases destined for individuals and made through certified Remessa Conforme sites. It is not a universal exemption for every international parcel.

The threshold is based on customs value: the goods plus freight and insurance, where applicable, if those charges are not already included. Receita Federal explains the threshold and the program’s tax treatment in its international shipments manual.
Does zero Import Tax mean no tax?
No. ICMS, Brazil’s state-level tax on the movement of goods and services, remains due even when the qualifying purchase is within the US$50 Import Tax band. The applicable ICMS rate depends on the destination state. Check Receita Federal’s Remessa Conforme guidance and the checkout breakdown; a “tax-free” or zero-Import-Tax price does not necessarily include every tax.

How to check whether your purchase qualifies
Remessa Conforme is a voluntary certification program for e-commerce companies. Certified sites must meet Receita Federal’s compliance criteria. The program provides the specified tax treatment and prioritized customs processing for qualifying shipments, but certification should not be assumed for every seller or order on a marketplace.
- Before paying, check the platform. Confirm that the company appears on Receita Federal’s certified-company list.
- Review the checkout tax breakdown. Check the product’s origin and the amounts shown for taxes. Confirm whether the customs value includes freight and insurance.
- Keep the order details. The platform’s tax display helps you understand what was charged, but customs authorities may still request information or inspect a shipment.
What to do after placing an order
Use official Correios tracking and the Minhas Importações service to monitor a parcel and respond to requests. Receita Federal or other authorities may ask for information even when a purchase was made through Remessa Conforme. Correios says it does not control customs-clearance time. If documents or a tax review are requested
Handle document submissions, tax matters, or payments through Minhas Importações. If you want to request a tax review, Correios says to do so before generating the payment bill or paying it. Its guidance provides 20 calendar days to pay a tax or service charge after payment becomes available.
If payment is due
Open Correios’ official website or app directly. Correios’ security guidance says it does not send direct payment links or ask for personal or financial details by SMS, WhatsApp, or email. Treat message links with caution and use official channels instead.

How to interpret the notice for a specific order
The May notice alone does not establish when each platform or Correios system completed its implementation. The current Receita Federal manual sets out the rates for declarations registered from 12 May 2026, but the treatment shown at checkout and the order’s customs handling are what matter for an individual purchase. Check the platform’s certification and tax display, then follow current Receita Federal and Correios instructions for the parcel.
