The latest request, dated January 27, 2026, follows a 2023 inquiry into a proposed Michigan battery plant and asks whether the agreement or related procurement plans changed as Ford moved toward energy storage.
What is Congress investigating?
The House Select Committee on China is asking Ford about its current and planned battery-related licensing and procurement involving Chinese entities. In a January 27, 2026 letter, committee chairman John Moolenaar requested updated information about Ford’s CATL license, possible changes to it, and other arrangements. The letter requested a response by February 4, 2026; the public materials described here do not establish whether Ford responded.
The request is a follow-up to scrutiny that began in July 2023, when the House Ways and Means Committee and the Select Committee on China asked Ford for documents and information about its proposed licensing arrangement with CATL. The committees wrote that they were investigating the partnership and sought the license agreement, related communications, and details about materials, labor and sourcing.
What is the Ford–CATL arrangement?
Ford proposed building an LFP (lithium iron phosphate) battery plant in Michigan using technology licensed from CATL, a Chinese battery maker. The congressional committees described the announced plant investment as about $3.5 billion in their July 2023 letter. That is a historical figure attributed to the announcement as recounted by the committees, not a current project budget.

Ford’s public position, reported at the time, was that it alone would invest in, own and operate the plant. Ford later described the facility as wholly owned and operated by Ford. That distinction matters: Ford’s stated ownership and operating plans do not, by themselves, disclose the scope of CATL’s technology license, the exact contract terms or whether Ford would remain technically dependent on CATL.
Why did the committee return to the issue in 2026?
Ford’s publicly announced plans expanded from supplying batteries for vehicles to a battery energy storage business. Moolenaar’s letter says public statements indicated that U.S. battery facilities would be repurposed for LFP cells and grid-scale energy storage. It asks whether Ford’s licensing or procurement arrangements changed alongside those plans.

Ford’s December 2025 announcement set a target of at least 20 GWh of annual battery-storage deployment capacity. That is a company-stated plan, not a report of capacity already operating or deliveries already made.
What questions did lawmakers raise?
The January 2026 letter seeks information; its questions are not findings that Ford violated a law or faces a demonstrated vulnerability. The committee asked about:

- the existing CATL license and any amendments after July 4, 2025;
- whether the arrangement could qualify for tax credits under the provisions cited by the committee;
- cybersecurity and operational risks associated with the licensing or procurement arrangements; and
- potential new arrangements with Chinese automakers.
In 2023, lawmakers raised concerns about the proposed partnership and sought records on sourcing, materials and labor. Those concerns should be understood as the committees’ stated rationale for seeking information, not as independently established evidence of wrongdoing.
Did Ford change its CATL deal, and is it eligible for tax credits?
The public material covered here does not answer either question. The January 2026 letter asks Ford whether the license changed and asks for information relevant to possible tax-credit eligibility. It does not disclose the contract’s terms, establish that amendments were made, or decide whether any credit is available.

Eligibility cannot be determined from Ford’s announced ownership of the plant alone. The information lawmakers sought includes the license’s scope, sourcing and procurement details, and whether relevant arrangements changed. Until those terms and the applicable facts are established, it would be premature to treat eligibility—or ineligibility—as settled.

Ford has publicly described a Ford-owned Michigan LFP plant and announced plans for U.S.-made battery energy storage products. The committees have publicly explained what information they want and why they are examining the relationship. Those sources do not establish the exact license and royalty terms, any later amendments, the extent of continuing technical support or dependence, or Ford’s answer to the 2026 request.
