The Affordable Connectivity Program (ACP) is no longer available. Congress did not approve additional funding after the program’s one-time appropriation was exhausted, so the federal $30 monthly broadband discount ended on June 1, 2024. There is no nationwide federal program that currently provides an equivalent replacement, although eligible households may still qualify for Lifeline or other provider, state, Tribal, and nonprofit assistance.
What the $30 broadband discount was
The ACP was a temporary federal broadband-affordability program created under the 2021 Infrastructure Investment and Jobs Act. It was administered by the Federal Communications Commission (FCC), with the Universal Service Administrative Company (USAC) handling much of the program’s enrollment and operational work.

Eligible households generally received:
- Up to $30 per month toward broadband service.
- Up to $75 per month for households on qualifying Tribal lands.
- A one-time discount of up to $100 toward an eligible laptop, desktop computer, or tablet, subject to the program’s rules and a required household contribution.
Eligibility generally included households with income at or below 200% of the federal poverty guidelines, as well as households participating in qualifying assistance programs. Only one ACP benefit was allowed per household. USAC’s ACP overview and the Congressional Research Service summary describe the program’s benefits and eligibility.
Why the discount ended
The ACP was funded with a finite, one-time congressional appropriation of $14.2 billion. The FCC could distribute the money Congress had provided, but it could not continue the program indefinitely without another appropriation.

Congress considered additional funding in 2024, including proposals for roughly $7 billion more. The Affordable Connectivity Program Extension Act—H.R. 6929 and S. 3565—and the Promoting Affordable Connectivity Act, S. 4208, did not become law during the 118th Congress.
That makes “Congress let the funding run out” a fair shorthand, but the FCC did not independently cancel the program and internet providers did not create or end the federal benefit. The legal and practical problem was that the temporary appropriation was exhausted before Congress enacted replacement funding.
The ACP wind-down timeline

The FCC warned that April was expected to be the last fully funded month. May credits could be partial because the remaining money had to be distributed during the wind-down. The FCC’s funding announcement, the May 2024 USAC bulletin, and the FCC’s final wind-down notice explain the reimbursement process.
As a result, affected customers did not all see the same bill change. Some lost the full $30 credit, some received a smaller May credit, and some providers temporarily offered their own courtesy or retention discounts. A voluntary provider discount was separate from the ACP and could have different eligibility rules, expiration dates, and prices.
Did the ACP ending automatically disconnect households?
No. Ending the ACP ended a subsidy; it did not order providers to disconnect every participating customer.

After the credit disappeared, a household might have:
- Paid the regular price for the same plan.
- Moved to a cheaper plan offered by its provider.
- Received a temporary hardship, retention, or low-income discount.
- Qualified for Lifeline.
- Switched providers or canceled service because the new bill was unaffordable.
Some households may have lost service because they could not absorb the higher bill, but the end of the ACP itself was a loss of financial assistance—not an automatic nationwide termination of broadband accounts.

Is Lifeline a replacement for the ACP?
Lifeline is the main continuing federal affordability program, but it is not an equivalent replacement. Its maximum standard benefit is much smaller, its general income threshold is lower, and it does not include the ACP’s federal connected-device discount.

Lifeline can be used for qualifying phone or broadband service, depending on the participating provider and plan. A $9.25 benefit may reduce a bill substantially, but it does not necessarily make fixed broadband free. Providers may limit the benefit to particular plans, and equipment fees, taxes, installation costs, data caps, or overage charges may remain.
USAC lists the current fixed-broadband minimum service standard for Lifeline as 25 Mbps download, 3 Mbps upload, and a 1,280 GB monthly usage allowance. Mobile broadband standards differ. See USAC’s Lifeline page and its minimum service standards.

Who may still qualify for Lifeline?
A household may qualify through income or participation in a qualifying program. The general income route is household income at or below 135% of the federal poverty guidelines. Qualifying programs can include:

- Supplemental Security Income.
- Federal Public Housing Assistance.
- Veterans Pension or Survivors Benefit.
- Other programs listed in USAC’s eligibility rules.
ACP eligibility did not automatically transfer to Lifeline. Applicants must satisfy Lifeline’s separate requirements, and documentation or verification may be required. Tribal status can affect both eligibility and the benefit amount. Processing procedures also have state-specific details; USAC identifies Oregon and Texas as National Verifier exception states and provides information about state-processing changes, including California, through its orders and requirements page.
Start with the official USAC Lifeline eligibility information, rather than assuming a commercial enrollment website is a government portal.

Households that do not qualify for Lifeline—or find that its benefit is too small—can check several conditional alternatives:
- Provider low-income plans: Comcast’s Internet Essentials, Spectrum Internet Assist, AT&T Access, and Verizon Forward are examples of provider programs. Availability, pricing, speed, equipment fees, and eligibility depend on the address and the provider’s current terms. Use the official Comcast page, Spectrum page, AT&T page, or Verizon page for current details.
- State and local programs: Some states, cities, libraries, schools, and community organizations offer discounted service, devices, Wi-Fi access, or referral assistance.
- Tribal programs: Tribal governments and Tribal organizations may offer telecommunications or broadband assistance that is not available nationwide.
- Veterans’ assistance: Veterans and survivors receiving qualifying benefits may qualify for Lifeline or additional assistance, depending on the program’s rules.
- Nonprofit and community programs: Local nonprofits, libraries, and schools may provide devices, hotspots, or connectivity support.
These options are not interchangeable, and combining benefits is not automatically permitted. Some consumers may be able to use more than one type of assistance, but the specific programs and provider rules must allow it.

What affected households should do now
- Check Lifeline eligibility. Use USAC’s official information and application process. Do not assume ACP approval carried over.
- Ask the current provider for every affordability option. Specifically ask about low-income, hardship, retention, and reduced-speed plans.
- Compare the total bill. Include equipment rental, installation, taxes, fees, data limits, and the price after any introductory promotion.
- Check service quality. A cheaper plan may have lower download or upload speeds, a smaller data allowance, different Wi-Fi equipment, or mobile-only service.
- Verify expiration dates. Provider discounts are not the same as the ACP and may end after a set period.
- Confirm switching details before canceling. Check installation timing, equipment return requirements, contract terms, and whether the new service is actually available at the address.
Beware of expired-ACP advertisements
The FCC has warned consumers about websites and marketing materials that continued advertising the ACP after it ended. No legitimate third party can reactivate the expired program for a fee. Avoid submitting Social Security numbers, benefit documents, or payment information to an unverified site claiming to reopen ACP enrollment.
For current federal assistance, begin at official FCC or USAC pages such as USAC’s Lifeline site. Treat claims that the ACP is “back,” “reopened,” or guaranteed to provide free internet as unverified unless an official government announcement and enacted funding support them. The FCC consumer advisory provides additional warning signs.
What happened politically—and what could happen next?
Supporters of restoring or replacing the ACP argued that affordable broadband supports employment, education, health care, government services, and communication. They also argued that subsidies can help households continue using networks after those networks are built.
Critics and restructuring advocates questioned the program’s long-term cost, enrollment controls, and whether some households would have maintained service without the subsidy. They favored possibilities such as more targeted assistance, provider competition, state programs, or changes to the Universal Service Fund. Those are policy arguments, not evidence that any particular replacement has been enacted.

A 2026 House appropriations report directs the FCC to brief the committee about existing programs that help low-income Americans stay connected; that direction is not an appropriation restoring the ACP.
