Conference Visa for India: Eligibility, Application Routes and Rules

India conference attendees may apply through an Indian Mission or, if eligible, the official e-Conference portal. Learn the route, requirements and potential clearance issues.

If your only reason for visiting India is to attend a conference, seminar or workshop, you may need a Conference Visa—but the right application route depends on your nationality, passport, event and itinerary. Eligible travelers may be able to apply for an e-Conference Visa online; others must apply through an Indian Mission. Neither route guarantees approval, so confirm the current requirements with the official portal or the Mission responsible for your application.

Who is eligible for a Conference Visa for India?

The Ministry of Home Affairs (MHA) says a Conference Visa is for a foreign visitor whose sole objective in India is attending a conference, seminar or workshop. Applicants must hold a valid passport and any re-entry permit required under their nationality’s law, must not be persona non grata or otherwise disqualified, and must show adequate financial standing. The MHA FAQ says a return ticket and enough money for the stay may be considered evidence of that standing. See the MHA International Events/Conferences FAQ.

This visa is not a substitute for one suited to a different main purpose. The MHA cautions against applying for a Conference Visa if the real objective is exploring business, employment, study or research. Suspected alternate purposes, certain politically or socially sensitive event subjects, and restrictive-list status can also affect eligibility or lead to refusal.

Which application route should you use?

India has a regular Conference Visa route handled by an Indian Mission and an e-Conference option for eligible applicants through the official e-Visa portal. They are not interchangeable: check your nationality and passport conditions, the organizer and event requirements, your itinerary, and the current instructions for the route you intend to use.

Regular Conference Visa Apply through the responsible Indian Mission. The MHA FAQ says the Mission considers the invitation and event organizer. Organizer type, event details and any prior-reference circumstances matter. A Mission may scrutinize NGO or private-institution sponsors.
e-Conference Visa Apply online through the official India e-Visa portal. Available only to applicants who meet current e-Visa eligibility, including nationality and passport-related requirements.

Regular Conference Visa: organizer and event

The MHA lists government ministries and departments, State and Union Territory administrations, public sector undertakings, central educational institutions, publicly funded universities, government-controlled organizations, and the United Nations or its specialized agencies among the organizers relevant to the regular route. For an event run by an NGO or private institution, the Mission scrutinizes the sponsor’s background and may refer concerns for review. A private event is not automatically disqualified, and the organizer’s type alone does not establish that every attendee needs security clearance.

e-Conference Visa: check current portal eligibility

The Bureau of Immigration’s e-Visa FAQ includes conference, seminar and workshop attendance among e-Visa purposes. The portal is the official place to check whether your nationality, passport and circumstances qualify, and to follow the current application instructions. The FAQ says eligible e-Conference applicants may apply from 120 days before travel and at least four days before arrival. That is an application window, not a promise of processing time or approval; submit well before travel when possible.

How to apply and prepare documents

For the regular route

  1. Confirm the correct Indian Mission. Check its current Conference Visa instructions for your place of residence and nationality.
  2. Coordinate with the organizer. Obtain the event invitation and confirm what information or organizer-side clearances the Mission requires.
  3. Submit the application as instructed by the Mission. Requirements can depend on the event and applicant; do not assume the e-Visa upload list is the regular-visa checklist.
  4. Allow extra time if a prior reference may apply. See the special cases below and confirm the applicable procedure before booking nonrefundable travel.

For the e-Conference route

  1. Use the official e-Visa portal. Confirm your eligibility and read the current e-Conference instructions before starting.
  2. Prepare the requested uploads. The e-Visa FAQ says applicants should provide a scanned passport bio page and a recent photograph. Unclear or noncompliant files can lead to rejection; check the live application for the e-Conference-specific upload list.
  3. Check passport and travel conditions. The FAQ says the passport should have at least six months’ validity at application and two blank pages. It also says travelers should have return or onward travel and sufficient funds.
  4. Submit and pay through the portal. The fee varies by country or territory and is non-refundable after submission, according to the portal. Recheck the amount and instructions before paying.

For an MHA security-clearance submission, the FAQ lists event and participant details, a nodal ministry or department no-objection certificate where applicable, and political clearance. Its clearance-document section also lists a valid travel document, passport validity, two blank pages, the online form, invitation letter and proof of residential address. These are clearance materials described by the MHA; they should not be treated as a universal individual visa checklist.

When do prior clearance or location rules matter?

The MHA FAQ identifies prior-reference cases involving participants from Afghanistan, Pakistan, Iraq or Sudan; people of Pakistani origin; stateless persons; and participants required to visit restricted or protected areas or certain affected areas. It says these cases require reference to the Ministry of External Affairs (MEA) and MHA, and that clearance may be granted within four weeks. That is a clearance reference, not a guaranteed visa-processing period. Check the current requirements and start well ahead of travel.

The MHA lists all of Arunachal Pradesh, Manipur, Mizoram and Nagaland; parts of other states; all of the Andaman and Nicobar Islands; and part of Sikkim among protected or restricted areas. Its prior-reference rule treats some northeastern travel differently. Because permissions depend on the precise location and applicable rules, confirm the itinerary with the relevant Indian authorities before travel.

How long can the visa be granted for?

The MHA says a regular Conference Visa may be granted for the required period at the Indian Mission’s discretion, up to six months and subject to the usual conditions applicable to a Tourist Visa. Six months is a ceiling, not an entitlement or guaranteed validity. The MHA also says conference attendance may be combined with tourism at the Mission’s discretion and subject to applicable conditions.

If you are already in India on a Business, Employment, Student or Research Visa, the MHA FAQ says you may seek prior permission from the FRRO/FRO. Prior MHA approval applies to the specified prior-reference cases.

Is an agent required, and is an e-Arrival card a visa?

No intermediary is required to apply for an e-Visa. The Bureau of Immigration says e-Visa services are fully online and warns applicants not to trust agents claiming they can secure speedy or express approval. It identifies India Visa Online as the government portal and says the Government of India does not authorize agents or intermediaries to charge fees for emergency or express visas, e-Visas or e-Arrival cards.

An e-Arrival card is arrival information, not a visa. Completing one does not replace visa approval or other entry requirements.

Entry and health checks before departure

The MHA’s conference-attendance guidance says attendees should not participate without an appropriate visa. It also says travelers arriving from, or who have visited during the previous six days, a yellow-fever-endemic country must carry a valid certificate from an authorized vaccination centre. Health and entry measures can change, so check current rules close to departure.
