The New York State Public Service Commission (PSC) approved three-year electric and gas rate plans for Con Edison on January 22, 2026. The approved increases apply to utility revenues—not uniformly to every customer’s bill. What you pay depends on service type, usage, supply charges, customer class and applicable adjustments.
What did the PSC approve?
The plans cover electric Case 25-E-0072 and gas Case 25-G-0073. Con Edison filed them on January 31, 2025. Parties negotiated a joint proposal beginning June 26, 2025; it was issued for public comment on November 6, 2025, and adopted by the PSC on January 22, 2026. The New York State Department of Public Service (DPS) case summaries report the following annual utility-revenue changes:

These are changes to Con Edison’s revenues, not a percentage increase to apply directly to an individual bill. See the DPS electric and gas case summaries for the approved figures and customer examples.
How much could a Con Edison bill increase?
The official summaries give sample changes for selected customer types and usage levels. For a residential gas customer using 100 therms per month, the DPS summary reports an approved rate-year-1 delivery increase of $5.73 (3.1%) and total-bill increase of $5.73 (2.4%). For its 2,549-therm residential example, the reported first-year delivery increase is $7.95 (0.2%). These are particular examples, not estimates for every household; consult the summary table for its rate-year-2 and rate-year-3 figures.

In general, you need to set the overload power to 1800W before using. Just press the "function" button for more than 3 seconds to enter the setting
- Data Memory Function: The wattage meter will record your power consumption data when you remove it from socket, or remove appliances from the electricity monitor. You can directly see the last data when you use it next time. This function can also automatically save the data when there is a sudden power failure
The electric summary provides sample residential figures at 280, 425 and 600 kWh per month, along with commercial and industrial examples. At 280 kWh monthly, its approved first-year delivery increase is $4.00; the summary’s table gives the corresponding total-bill and later-year figures. Use the listed usage, customer class and rate year when comparing those examples. The official electric and gas summaries distinguish delivery changes from total-bill changes.
Your total can also move because of energy use, supply charges and surcharges. A utility-revenue percentage is not a personalized forecast, and the sample bills in the filings are not universal predictions.

When did the electric increase take effect?
The first-year electric tariff changes took effect February 1, 2026. Separately, a delivery-revenue surcharge is scheduled to run from February 1 through December 31, 2026, to recover revenue differences associated with extending the rate-case suspension period by one month. How did the approved plan compare with Con Edison’s request?
The initial electric request was substantially larger than the approved plan. The filing summary described a proposed first-rate-year increase of about $1.612 billion in annual electric revenues—18.0% in base delivery revenues or 11.4% in total revenues. For a 600-kWh-per-month residential example, the initial filing listed a requested monthly increase of $26.60 and a 13.4% total-bill increase. These were proposal figures, not the rates ultimately approved.

DPS said the PSC decision reduced the first-year electric delivery-revenue request by more than $1.37 billion, or 87%, compared with Con Edison’s initial request. That is a case-level comparison, not an 87% reduction in customer bills. DPS also described $156.5 million in total efficiency savings in the adopted joint proposal. What customer protections and programs are included?
DPS says the plans include performance measures for safety and customer service, earnings-sharing mechanisms, greenhouse-gas reporting, weather-related customer protections, and customer-service enhancements to the low-income affordability program. The electric plan also includes measures intended to expand demand response and speed energization for some electrification projects.

The PSC’s release describes improved outreach for the Energy Affordability Program and Con Edison’s energy-exchange program, which it says can help customers avoid gas service-line replacement by fully electrifying their homes. Program availability and eligibility depend on current rules; check directly with Con Edison or DPS rather than assuming a particular customer qualifies. - Identify your service and class. Determine whether the charge is for electric or gas service and check the customer class shown on your bill.
- Compare usage with the right example. Match electric usage in kWh or gas usage in therms to the examples in the relevant DPS summary table; do not compare different usage levels as though they were equivalent.
- Separate delivery and supply. The rate case concerns regulated delivery charges as well as revenue requirements. Supply charges are distinct, and switching suppliers is not established here as a way to erase an approved delivery-rate change.
- Check current tariff and adjustments. Review current Con Edison tariff material and bill line items for applicable surcharges or other adjustments. The first-year electric changes and temporary surcharge have distinct timing.
- Ask about assistance if affordability is a concern. Contact Con Edison or DPS about current Energy Affordability Program eligibility and application requirements.
The public-hearing dates and comment period for this case are historical: the PSC has already approved the plans. Current implementation information is available through Con Edison tariff material and the DPS gas case documents.
