COMAC’s near-term international goal for the C919 was Southeast Asia, with commercial routes targeted for 2026—but that was an ambition, not confirmation that service began. As of October 8, 2026, the available reporting does not establish that C919 commercial routes to Southeast Asia had launched. The size of the aircraft’s overseas customer base will depend on regulatory approvals, credible airline commitments, production deliveries and access to key suppliers.
Where COMAC planned to expand the C919
In January 2025, Yang Yang, deputy general manager of COMAC’s marketing centre, said the company wanted to expand C919 operations in China before moving into Southeast Asia. Reuters reported that COMAC was targeting commercial routes there by 2026. Yang said: “We hope to increase the operational deployment of C919 aircraft within China, to thoroughly identify any potential issues before expanding to Southeast Asia,” Reuters reported.
The sequence matters: the 2026 date was a target, and the plan to build domestic operating experience first was part of COMAC’s stated approach. Neither statement confirms that international routes subsequently began.
What counts as an international C919 customer?
Announcements about overseas interest do not all mean the same thing. A prospective customer, an announced order, a confirmed commitment, a delivery and an aircraft in airline service are distinct milestones. GallopAir illustrates why they should not be conflated.

- Announced order: Reuters described Brunei-based GallopAir’s 2023 announcement for 15 C919s as the first order from outside China. A November 2025 report by the U.S.-China Economic and Security Review Commission noted that the orders had not been confirmed in a May 2025 report.
- Reported overseas orders: In September 2025, Reuters described C919 orders as including airlines in Brunei and Cambodia. That reporting should not be read as proof that those aircraft had been delivered or entered service.
- Delivery and operation: These are stronger evidence of a customer base than an announcement. The available reporting does not establish that the announced GallopAir aircraft had been delivered or were operating commercially.
COMAC’s international customer base therefore cannot be measured by counting every announced order as an aircraft in service.
Certification is a major barrier to overseas expansion
Access to many overseas markets depends on airworthiness approval by the relevant authorities. Reuters reported in November 2025 that the C919 lacked key Western regulatory certifications. The European Union Aviation Safety Agency (EASA) said in May 2026 that validation was progressing in cooperation with COMAC and China’s Civil Aviation Administration (CAAC), but did not provide a completion timeline.

A November 2025 estimate by the U.S.-China Economic and Security Review Commission put EASA certification at 2028 at the earliest. That was the commission’s reported estimate, not a current EASA commitment. The later May 2026 status update did not confirm a date. Without completed approvals, COMAC’s reach in markets requiring them remains constrained.
Can COMAC deliver enough aircraft to serve new customers?
Production and handovers are another test. Reuters reported on September 24, 2025 that China Eastern Airlines, Air China and China Southern Airlines had expected 32 C919 deliveries during 2025 but had received five by September. The same report said COMAC’s 2025 production target had been cut to 25 from a previously reported 75; COMAC did not immediately respond to Reuters’ request for comment.

Separately, the U.S.-China Economic and Security Review Commission reported 13 C919 deliveries in 2024. These dated figures show why an announced expansion plan must be considered alongside the pace of actual deliveries. A target or an order does not itself provide an airline with aircraft it can put into service.
Foreign suppliers create a further point of exposure
The C919’s supply chain links its international ambitions to trade and export conditions. Reuters reported that exports of CFM engines used on the aircraft were temporarily halted between June and July 2025 amid U.S.-China trade tensions. A Reuters report from the 2025 Dubai Airshow said a C919 brochure listed 18 Western suppliers.

Those reports do not establish that a future interruption is inevitable. They do show that overseas growth depends in part on the availability of components from suppliers exposed to cross-border trade decisions.

Hong Kong joined China Eastern’s C919 route network on January 1, 2025, Reuters reported, as the first destination outside mainland China. That is a cross-border route in geographic terms, but it is not the same as establishing service in a foreign country or demonstrating entry into Southeast Asia’s aviation markets.

How to judge progress toward a larger customer base
For a clear progress check, separate four kinds of evidence:
- Regulatory access: Which aviation authorities have approved the aircraft, and which validations remain incomplete?
- Customer commitments: Are overseas announcements confirmed orders, or do they remain unconfirmed or otherwise unfulfilled?
- Delivery performance: How many aircraft have actually been handed over against dated production and delivery expectations?
- Supply resilience: Can COMAC and its suppliers maintain access to key components amid trade restrictions or other disruptions?
COMAC has described Southeast Asia as an early step in taking the C919 beyond China, but a stated destination and target year are not proof of commercial service. Foreign certification, confirmed airline business, delivery execution and supply access are the practical measures of whether the ambition becomes a larger international customer base.
