Amana Living took over Collier Park Village in Como in June 2024, after the City of South Perth selected it as the preferred operator in October 2023. Residents were assured at the time of the transfer that they could remain in their homes. A later planning proposal could allow additional uses to be considered at the site, but it is not itself a development approval.
Who took over Collier Park Village?
The City of South Perth endorsed Amana Living as its preferred proponent on 31 October 2023. The City and Amana later endorsed a transfer agreement in May 2024, and the transfer was completed in June 2024. The City now identifies Amana Living as the village’s owner and operator. The City’s village history page records the selection, while Amana Living’s financial report for the year ended 30 June 2024 confirms the acquisition during that financial year.
The City had owned and operated the village since 1986. In 2023, it said it lacked the expertise and financial capacity to make significant improvements and provide a contemporary mix of accommodation and services. PerthNow reported that staff had warned the village was draining funds.
Why were residents anxious about the change?
Residents faced uncertainty while the City looked for a new operator. At an October 25, 2023 council briefing, Collier Park Village Residents Association president Peter Quinn said: “The overall feeling is that the residents believe Amana Living would be an ideal fit for our village.” The City’s selection was made after proposals were also received from Air Force Association (WA Div) RAAFA and The Bethanie Group. The available reporting does not provide comparable prices, service commitments or evaluation scores for those bidders.

PerthNow’s 2 November 2023 report attributed historical financial figures to a City report: the village recorded an operating loss of $406,721 in 2021–22 and $329,299 in the previous financial year. It reported the reserve balance at the end of 2022–23 as $10,137. These are figures for the periods specified, not current financial results. City Mayor Greg Milner said at the time: “The needs of Collier Park Village residents are at the forefront of the city’s and council’s decision-making.”
What was promised to residents at the transfer?
In its 30 May 2024 transfer announcement, the City said existing residents could remain and that there were no immediate redevelopment plans “at this stage.” That was a statement about the circumstances at the time, not a guarantee that planning proposals would never be considered.

Quinn said in the City announcement: “We believe that Amana Living aligns with our needs and expectations. This transfer marks a new chapter for Collier Park Village, and we’re confident that it will continue to be a wonderful place to call home.” Amana Living CEO Stephanie Buckland said: “We’re honoured to have been entrusted with the stewardship of Collier Park Village.” These are attributed statements; they do not establish the views of every resident or promise a particular future outcome.
What does Collier Park Village offer now?
Amana Living describes Collier Park Village as independent living in Como for people aged 55 and over. The village has 169 two-bedroom villas. Its current village page lists a community centre, hairdresser and shared activities, along with optional services such as cleaning, personal care, laundry, meals, dietitian support and social outings. Availability and service arrangements should be confirmed directly with the operator.

What is the 2026 planning proposal?
In March 2026, Amana Living submitted Scheme Amendment No. 4, according to the City’s consultation material. The proposal would make medical centre, office, hospital and private recreation uses eligible for consideration at the site, subject to a future development application.
The City’s FAQ says the amendment is part of a possible “Integrated Care Community.” It would not change density coding or other built-form provisions; impacts would depend on any future development application. The material available here does not establish whether the amendment has since been decided or whether a development application has been lodged. An amendment is a planning-scheme step, not permission to build or evidence that a particular redevelopment will proceed.
