Cold Weather Safety Tips for Employees: A Practical 2026 Guide

Cold stress has no universal temperature cutoff. Learn how wind, wetness and exposure affect risk, what workers should wear, and when to get emergency help.

There is no single temperature that makes outdoor work unsafe for everyone. Cold stress depends on wind, wet clothing, exertion, time outdoors, clothing and individual health, so employees and employers should assess conditions throughout the shift—not rely on the thermometer alone. These U.S. OSHA-based steps cover prevention, warning signs and what to do when someone becomes ill.

How cold is too cold?

OSHA’s cold-stress guidance does not set one universal temperature cutoff. Wind can make conditions hazardous even when the air temperature seems moderate: OSHA gives the example of 40°F air temperature with a 35 mph wind producing a 28°F wind chill. Wet clothing, sweat, strenuous work and long exposure can increase risk, and near-freezing conditions may be extreme in places unaccustomed to winter weather.

Assess the actual work and conditions together. Track temperature and wind chill, and consider how long workers will be outside, whether clothing or surfaces may become wet, the workload, and workers’ individual susceptibility. OSHA notes that new workers and people returning after time away merit close monitoring. Check current local weather alerts for the work location and shift.

What risk factors contribute to cold stress?

  • Wind and exposure: Wind increases heat loss; longer exposure gives the body more time to lose heat.
  • Wetness: Rain, snow, sweat or contact with wet surfaces can chill the body and reduce clothing’s insulation.
  • Workload and fatigue: Exertion can lead to sweating, while exhaustion can make it harder to respond to cold.
  • Clothing and fit: Inadequate, wet or tight clothing can leave workers cold or restrict circulation.
  • Individual factors: Health and acclimatization differ, so a condition tolerable for one worker may be unsafe for another.

How can cold stress be prevented?

Actions for employers

  • Train workers to recognize cold-stress conditions and symptoms, choose suitable clothing, use prevention measures and get first aid or emergency assistance.
  • Monitor conditions and workers’ physical condition. Use a buddy system so workers can check on one another, and let workers interrupt work if they become extremely uncomfortable.
  • Where feasible, shield work areas from wind, use radiant heaters, schedule work during warmer parts of the day and provide frequent short breaks in warm, dry areas.
  • Reduce excessive physical demands where possible. Keep dry replacement clothing available and prevent bare-skin contact with cold metal or wet surfaces.
  • Encourage hydration, nourishment and warm sweetened drinks; OSHA’s guidance identifies high-carbohydrate foods and advises avoiding alcohol.

OSHA says it does not have a specific standard covering work in cold environments, but U.S. employers remain responsible under the General Duty Clause for recognized serious hazards. Clothing and protective equipment

OSHA recommends at least three loose-fitting layers. Choose clothing for the task and conditions, with moisture management next to the skin, insulation in the middle and wind and rain protection outside:

  • Inner layer: Wool, silk or synthetic fabric that moves moisture away from the skin.
  • Middle layer: Insulating wool, fleece or synthetic material.
  • Outer layer: A wind- and rain-resistant layer that allows some ventilation.

Cover the head and, when needed, the face and mouth. Wear insulated gloves, water-resistant when the work requires it, and insulated waterproof boots. Cotton loses insulating ability when wet, while wool, silk and many synthetic materials retain insulation better. Avoid tight or wet garments, and carry spare socks, gloves, a hat, jacket and other clothing.

Match PPE to the hazard assessment and the work: dexterity, fit and protection from water or wind matter alongside insulation. OSHA recommends insulated gloves as a category, not a particular model or an all-purpose choice.

Recognize cold-related illness and act

Cold exposure can cause hypothermia, frostbite, trench foot or chilblains. Treat changes in speech, coordination, behavior or skin as warning signs; do not wait for a worker to collapse before taking action.

Hypothermia

OSHA defines hypothermia as a core body temperature below 95°F. It can occur above 40°F when someone is chilled by rain, sweat or cold-water immersion. Shivering may be an early sign; worsening symptoms include confusion, fumbling, poor coordination, slurred speech, inability to walk or stand, slowed breathing or pulse, and unconsciousness. Severe shivering—or shivering that stops as the person worsens—is a warning sign.

  1. Call 911 for an emergency. Move the person to a warm room or vehicle.
  2. Remove wet clothing and wrap the whole body, including the head and neck, in dry layers; keep the face uncovered.
  3. Offer a warm sweetened drink only if the person is alert. Never give liquids to someone who is unconscious.
  4. Follow emergency responders’ instructions. OSHA describes warm packs for specified areas and directs people to call 911 for additional rewarming instructions.

Frostbite

Look for numbness, tingling or aching and skin that is pale, gray-white, waxy or firm; blisters may develop. Move the worker to a warm room, loosely cover the affected area with dry cloth and get medical help. Avoid unnecessary walking on frostbitten feet. Do not rub or massage the area. Do not attempt rewarming before medical help if the skin could freeze again.

Trench foot and chilblains

Trench foot can follow prolonged exposure to cold and wet conditions. Chilblains are painful inflammation after repeated exposure to cool temperatures. Keep affected skin clean and dry, and follow medical guidance rather than treating home care as a substitute for professional assessment.

Plan for winter hazards beyond cold stress

Cold-weather work can also involve slippery roads and surfaces, strong winds, driving risks, rooftop work and damaged power lines. Snow removal, driving, roof work and work near downed lines require planning, equipment, PPE and training suited to those specific hazards; cold-stress precautions alone do not address them. OSHA’s winter weather guidance covers these broader hazards.
