The CFTC approved registration of Coinbase Clearing LLC as a derivatives clearing organization on September 28, 2026. Coinbase says the approval completes its derivatives infrastructure and gives it the ability to create and settle fully collateralized contracts directly. Coinbase vice chairman Ryan Van Grack called the expanded flexibility a change that “opens many doors”—but the approval is not itself a launch of a particular Bitcoin product or a guarantee that one will reach customers.
What the CFTC approved for Coinbase
The CFTC approved the registration of Coinbase Clearing LLC as a derivatives clearing organization (DCO). Coinbase describes it as the first USDC-native clearinghouse. In its September 28 announcement, Coinbase said this completes its derivatives infrastructure across three roles:
| Entity | Role |
|---|---|
| Coinbase Financial Markets, Inc. | Futures commission merchant (FCM) |
| Coinbase Derivatives, LLC | Designated contract market (DCM) |
| Coinbase Clearing LLC | Derivatives clearing organization (DCO) |
Coinbase says having a DCO enables it to create and settle fully collateralized contracts directly, using native USDC collateral and 24/7 settlement. It expects the infrastructure to support product development and more efficient operations. Those are the company’s descriptions of capability and intended benefits, not evidence that any new contract is already available. Coinbase’s September 28, 2026 announcement also says it will continue using partners for some products, including its margined derivatives business and planned single-stock perpetuals.
What Van Grack means by “opens many doors”
In an October 6, 2026 report about Van Grack’s Bitcoin Magazine interview, Benzinga quoted the Coinbase vice chairman saying the CFTC approval “opens many doors that didn’t currently exist.” Benzinga described his point as greater flexibility to develop regulated products as Coinbase brings more operations in-house and reduces reliance on third-party infrastructure. The remark is an executive’s characterization of what the new setup may make possible; it is not a regulator’s promise, product announcement, or launch timetable. Benzinga’s report is the source for the quotation.
#1 Best Overall
- BITCOIN EXCLUSIVE, PHONE VERIFICATION: Bitkey is designed from the ground up exclusively for bitcoin — a dedicated hardware wallet for secure bitcoin storage. Approve transactions with a tap using your phone and NFC. No device screen is required.
- SELF-CUSTODY, NO EXCHANGE OR CUSTODIAN REQUIRED: You hold two of the three keys in the Bitkey system – one on your phone and one on your Bitkey device. The third is stored on Bitkey’s server and cannot move your bitcoin on its own.
- NO SEED PHRASE: Set up and use Bitkey without creating or storing a seed phrase.
- 2-of-3 MULTISIG: Three keys are stored separately across your phone, Bitkey device, and Bitkey’s server. Any two keys are required to move your bitcoin.
- BUILT-IN RECOVERY: Encrypted backup and recovery tools can help you regain access if you lose your phone or Bitkey device. You can also designate a Recovery Contact.
Van Grack also argued, as reported by Benzinga, that direct Bitcoin ownership and spot Bitcoin exchange-traded funds can coexist. He said clearer custody rules could expand direct Bitcoin access for investment advisers and institutions alongside ETFs. These are his views about possible market effects, not measured results or a settled legal outcome.
Does the approval mean Coinbase can offer Bitcoin perpetual futures in the U.S. now?
Not by itself. The September registration concerns Coinbase Clearing’s role in clearing derivatives. Coinbase said it can use that infrastructure to create and settle fully collateralized contracts directly, but its announcement did not say that a specific Bitcoin perpetual futures contract had launched or was available to U.S. customers. Availability and eligibility depend on the terms for a particular product and customer; the DCO registration alone does not establish universal access.

This is separate from actions the CFTC took in May 2026. CoinDesk reported that on May 29 the agency approved Kalshi’s BTCPERP, described in the report as the first true Bitcoin-referenced perpetual futures contract on a U.S.-regulated platform. Separately, the CFTC issued no-action guidance involving Coinbase Financial Markets that allowed it to route certain U.S. customers to global options and perpetual products through Coinbase Bermuda. The report said Bitcoin, Ether, and stablecoins could be used as margin collateral for those products. CoinDesk’s coverage characterized the agency’s broader posture as guidance rather than a formal rule and noted that future agency leadership could change it.
| Milestone | What happened | What it concerns |
|---|---|---|
| May 2026 | The CFTC approved Kalshi’s BTCPERP and issued no-action guidance concerning Coinbase Financial Markets. | Kalshi’s Bitcoin-referenced perpetual futures contract and certain U.S. customer access to global options and perpetuals through Coinbase Bermuda. |
| September 28, 2026 | The CFTC approved Coinbase Clearing LLC’s DCO registration. | Coinbase’s clearing infrastructure and its stated ability to create and settle fully collateralized contracts directly. |
The May guidance and September registration are distinct regulatory steps. Neither should be treated as proof that every Coinbase derivatives product is live, available in every jurisdiction, or open to every customer.

What the approval does—and does not—establish
- It establishes: Coinbase Clearing LLC received CFTC registration as a DCO, according to Coinbase’s September 28 announcement.
- Coinbase says it enables: Direct creation and settlement of fully collateralized contracts, and greater flexibility to develop regulated products.
- It does not establish: That a specific Bitcoin perpetual or other new product has launched, that every U.S. customer can access derivatives, or that Bitcoin adoption will increase.
- It does not settle: The durability of the separate May no-action guidance or broader questions about U.S. crypto regulation.
Coinbase General Counsel Molly Abraham said the approval “completes Coinbase’s end-to-end derivatives infrastructure, enabling us to bring more regulated derivatives products to market with native USDC collateral and 24/7 settlement.” That is Coinbase’s stated rationale for the registration; readers should distinguish the company’s expected product capacity from the availability and terms of any individual contract. Coinbase’s announcement does not specify a launch date or universal customer eligibility.
