Coinbase Withdraws Support for Senate CLARITY Act Draft, Then Backs a Revision

Coinbase’s January objection applied to a specific Senate draft of the CLARITY Act. Brian Armstrong later backed a revised bill, but it failed a Senate procedural vote in September 2026.

Coinbase CEO Brian Armstrong said on January 14, 2026, that the company could not support the Senate Banking Committee’s CLARITY Act draft “as written.” The position applied to that version, not permanently to the legislation: Armstrong urged passage of a revised bill in April. The Senate later failed to advance H.R. 3633 in a September 15 procedural vote.

Why did Coinbase withdraw its support?

Armstrong said Coinbase had reviewed the Senate Banking draft and could not support it in its then-current form. He called that version “materially worse than the current status quo.” The concerns attributed to Coinbase included the draft’s potential effects on tokenized equities, decentralized finance (DeFi), and access to financial data.

Those were Coinbase’s characterizations of a particular draft, not settled descriptions of the law’s effects. Senate text changed during 2026, so claims about what the bill would have permitted or restricted need to be tied to the version being discussed.

Tokenized equities

Coinbase argued that the January draft could amount to a de facto ban on tokenized equities. That is the company’s assessment of the text, not an established outcome; the bill did not become law through the later Senate vote described below.

DeFi and financial-data access

Coinbase also objected to provisions it said could restrict DeFi and affect access to financial data. These objections concerned the draft’s potential reach. They should not be read as proof that the bill granted government unlimited access to financial data or prohibited all DeFi activity.

Stablecoin rewards

Stablecoin yield and rewards were another major point of dispute in the negotiations. Reporting on the draft described restrictions on yield for stablecoin holdings alongside allowances for certain transaction or loyalty rewards. The details varied by legislative version: the Congressional Research Service’s account of later Senate text discusses rewards provisions, while the House-passed version did not contain a stablecoin-yield provision.

How did Coinbase’s position and the bill’s status change?

Date Development What it means
January 14, 2026 Armstrong said Coinbase could not support the Senate Banking draft “as written.” The objection was to the text then under consideration.
April 2026 Armstrong called the then-current measure a strong bill and said it was time to pass it. Coinbase’s public position shifted after negotiations and changes to the text. That shift does not establish that every earlier concern was resolved on Coinbase’s preferred terms.
May 14, 2026 The Senate Banking Committee advanced H.R. 3633, the Digital Asset Market Clarity Act of 2025, by a 15–9 vote, according to Senator Cynthia Lummis’s office. Committee approval moved the bill forward but did not enact it.
September 15, 2026 The Senate failed to advance the measure in a procedural vote, 49–50. The motion needed 60 votes. The bill did not advance in that vote.

What is the CLARITY Act’s status now?

As of October 8, 2026, the latest established legislative milestone is the failed September 15 procedural vote. The available accounts do not establish a new vote date or a final disposition, so it would be premature to say the act is permanently dead or that another vote is scheduled.

The vote also had a separate political dimension. The Associated Press reported that no Democrats supported the measure and described ethics concerns about President Trump’s crypto interests as a major source of opposition. After the vote, Senate Banking Chairman Tim Scott said nearly all Senate Republicans had voted to advance the bill and blamed the shortfall on Senate Democrats. Those are accounts and statements about the vote, not proof of a single explanation for every senator’s position. House committee chairs said they remained committed to working with their Senate colleagues.
