What your Ethiopia coffee shop business plan should establish
Your plan should show who will buy from the shop, why its location and offer suit those customers, how it will source and serve coffee legally, what it will cost to open and operate, and how sales can cover costs. Write the executive summary last, once the market, compliance, operating and financial sections are supported.
National demand offers context, not a forecast for one shop. USDA Foreign Agricultural Service’s 2026 Ethiopia Coffee Annual forecasts domestic consumption of 4.50 million 60-kilogram bags in marketing year (MY) 2025/26 and 5.0 million bags in MY 2026/27. The report links demand to rural and urban consumption, youth coffee culture and a growing coffee-shop sector. 1. Define the shop, customer and location
Choose a service concept that fits local customers
Say plainly whether the business will focus on traditional jebena coffee, brewed coffee, espresso drinks, food, retail beans or a deliberate mix. Do not assume that “coffee shop” means an espresso-led specialty café. Explain how the menu, service speed, seating and price level fit the customers you expect to serve.

Compare candidate concepts using practical factors rather than unsupported claims about profitability:
- Target customer and typical visit: for example, a quick takeaway stop, a seated coffee visit or a work break.
- Preparation method and required equipment, including water and power needs.
- Menu breadth and whether food handling adds local compliance requirements.
- Likely average transaction and contribution margin, to be tested using observed local prices and supplier costs.
- Domestic coffee sourcing, records and any competency certificate that applies.
Test the neighborhood and premises
For each candidate site, record actual observations: footfall at relevant hours, nearby workplaces or schools where relevant, competitor menus and prices, takeaway demand, accessibility, seating potential, opening-hour patterns, rent and lease terms. Do not transfer assumptions from Addis Ababa to another town. Ask the prospective landlord for the deposit, advance rent, permitted use, lease duration and any fit-out conditions in writing.
There is no dependable nationwide café rent, wage, utility-cost or menu-price assumption in the available sources for an unspecified location. Build those inputs from the selected neighborhood, landlord, utility providers, local wage offers, suppliers and competitor checks.
2. Set up the business and verify permits
The Ethiopian Business Portal describes a general sequence in which commercial registration is mandatory before commercial activity, followed by an application for a trade or business license. Some sectors may also require a competency certificate. Treat this as a general path: confirm the exact steps for your legal form and city with the portal and competent local officials. Build a compliance checklist that separates national business tasks from municipal premises requirements. Verify the applicable legal form and ownership records, TIN, commercial registration, trade or business license, any competency certificate, food-service certification and renewal dates before committing to an opening date.
Coffee-service obligations
Ethiopia’s Coffee Marketing and Quality Control Proclamation No. 1051/2017, dated June 5, 2017 and listed as in force by the Ministry of Justice, states: “Any service provider engages in processing and selling coffee as a food or drink for domestic consumption shall have the obligations to:” The listed duties include obtaining and renewing a competency certificate, purchasing coffee through designated domestic-consumption channels unless specially permitted, not purchasing or using export coffee unless specially permitted, and keeping purchase, processing and sales records. Confirm current directives, amendments and interpretation with the Ethiopian Coffee and Tea Authority or the relevant competent authority before operating. Food-service certification and tax
For a premises in Addis Ababa, include food-service establishment certification in the opening checklist: the Food and Drug Authority lists an “Issuing new certification for food service establishments” service. Its listing does not establish a complete nationwide process or provide every application document, fee or renewal rule, so ask the relevant city authority about requirements and inspections for your premises. The Ethiopian Investment Commission FAQ lists VAT at 15% and corporate income tax at 30%, but those figures alone do not determine the tax treatment of every café. Confirm current registration, thresholds, VAT or turnover-tax treatment, employment withholding and reporting duties with the relevant revenue authority or an accountant for your business form and turnover. 3. Plan domestic coffee procurement and daily operations
Set out how coffee will move from supplier to cup, with records that support quality control and compliance. Obtain current quotations from suppliers serving the domestic market; note product grade, roast format, delivery frequency, price, payment terms and what happens if supply is delayed. Confirm supplier eligibility and the applicable sourcing rules rather than basing café costs on export-market prices.
The USDA FAS 2026 report cites red-cherry prices of 220–250 Ethiopian birr per kilogram in Yirgacheffe in December 2025. That is a producing-district cherry price, not the price of roasted coffee delivered to a café or the retail price of a drink. It is useful as a reminder that input costs move, not as a café cost assumption. Request fresh domestic roasted-coffee quotes and stress-test the model for increases. Document recipes, portions, storage conditions, inventory rotation, water and power requirements, equipment maintenance and quality checks. Keep coffee purchase, processing and sales records in the format required by the competent authority. Match tools to the chosen service: a jebena-focused operation and a shop grinding beans or making espresso may need different equipment, training and infrastructure.
4. Build a local marketing and staffing plan
Choose promotion that reaches the customers identified in the market section: neighborhood signage, suitable social channels, opening offers, loyalty practices or partnerships. For every activity, state its cost, target audience and a measurable goal such as visits, repeat purchases or offer redemptions. Avoid spending on a channel without a way to judge whether it is working.

List roles, shifts, training and planned opening hours. Estimate staffing from the service format, seats or takeaway throughput, and operating schedule; obtain wage offers locally rather than importing a rate from another city. Include the time needed for preparation, cleaning, stock checks and recordkeeping, not only customer-facing service.

Separate opening investment from recurring costs
Make a startup budget for the proposed premises and concept. Include fit-out, deposit and rent advance, equipment, furniture, opening inventory, registration and certification costs, utility setup, signage, launch promotion and working capital. For each amount, record the date, currency, location and evidence type: supplier or landlord quote, official fee schedule, observed price or clearly marked assumption. Do not present an unverified estimate as a current Ethiopia-wide price.
In the monthly model, show sales by item, daypart and channel rather than projecting revenue from national coffee consumption. Include average transaction value and planned transactions, ingredient and packaging costs, payroll, rent, utilities, payment or connectivity charges, repairs, taxes and other overhead. Add the actual operating days planned for each month.
Use scenarios and calculate break-even
Prepare low, base and high cases. Vary customer counts, average sale, bean input cost, rent, payroll and open days; use locally sourced evidence for the starting values and label any assumption. The scenarios should reveal which inputs most affect cash needs and viability, not disguise uncertainty with a single precise sales forecast.

- Calculate contribution per transaction: average sale minus variable costs attributable to that transaction, including ingredients and packaging.
- Divide monthly fixed costs by contribution per transaction to estimate the monthly transactions needed to break even.
- Divide that result by the planned number of operating days to get a daily break-even target.
- Compare that target with observed site activity and a realistic service capacity; revise the site, offer, costs or assumptions if the numbers do not fit.
Keep one-time investment separate from monthly operating expenses. Include working capital for setup delays and the opening ramp-up, when sales may not yet cover recurring costs.
6. Identify risks and what you will do about them
A useful plan assigns a practical response and, where appropriate, a cash reserve to each material risk. Consider:
- Coffee input-price changes: obtain updated domestic supplier quotes, test higher-cost cases and avoid relying on one unverified price.
- Imported-equipment and foreign-exchange exposure: verify delivered cost, voltage, repair support, warranty and spare-parts availability before ordering.
- Power or water interruptions: assess reliability at the actual premises and budget only for backup measures that suit the operation.
- Licensing delays: confirm the sequence, documents and inspection timing with authorities before setting the launch date.
- Lower-than-planned traffic or seasonal variation: use a conservative sales case and monitor transactions by daypart after opening.
- Working-capital shortfall: reserve funds for delays and the period before sales stabilize, rather than allocating all capital to fit-out.
Financing figures for the wider coffee sector are not café funding offers. A 2025 World Bank-commissioned market study by First Consult PLC reports that access to finance is the top business challenge for nearly 90% of surveyed coffee-sector enterprises and estimates a US$2.5 billion green-finance market alongside a US$2.4 billion sector financing gap. Those are sector-wide study estimates, not evidence that a retail coffee shop qualifies for green finance or can obtain a loan on particular terms. Read the World Bank-commissioned sector study.
Finish with an evidence-based executive summary
After the rest of the plan is complete, summarize the proposed location, concept, target customer, capital required and the core viability case in one concise section. The case should point to evidence in the plan: local customer observations, competitor pricing, supplier quotations, verified compliance steps and break-even transactions that match the site’s realistic capacity.
