CLSA’s April 2026 Outperform rating on The Siam Cement Public Company Limited (SCC) followed a sharp first-quarter profit recovery. Its investment case also pointed to a possible combination of PTT Global Chemical (PTTGC) and SCG Chemicals (SCGC) businesses—but that proposal was still only a non-binding memorandum of understanding, not a completed joint venture. SCC’s reported profit included a substantial inventory gain, so it should not be read as a clean measure of recurring operating performance.
What CLSA’s Outperform rating meant in April 2026
Kaohoon International reported on 30 April 2026 that CLSA rated SCC “Outperform” and set a Bt250-per-share target price. These were dated analyst opinions, not a promise of a return or a guarantee that the shares would reach that price. The rating followed SCC’s first-quarter results and the broker’s assessment of prospects for cement, packaging, and chemicals.
The report described improving cement and packaging performance, strong free cash flow, and near-term feedstock availability as important considerations. It also cited a stock gain as part of the quarter’s results. “Outperform” should therefore be understood as CLSA’s relative investment view at that time, rather than an assurance about future performance.
What SCC reported in the first quarter
SCC recorded net profit of Bt6.223 billion in 1Q26, compared with Bt1.099 billion in 1Q25, a 466% year-on-year increase, according to Kaohoon International’s 30 April report. EBITDA was Bt17.499 billion, up 36% year on year, while revenue from sales was Bt123.327 billion, down 1%.

The profit increase needs context: the report identified a Bt4.172 billion inventory gain in SCGC. Inventory gains can lift reported results when the value of inventory changes, but they do not by themselves demonstrate stronger recurring margins or cash generation. The figures show a marked improvement in reported profit, alongside slightly lower sales revenue; they do not establish that every part of the recovery was durable.
What the PTTGC–SCGC proposal could bring
PTTGC disclosed a non-binding MOU with SCGC dated 29 April 2026 to explore a strategic joint venture covering each company’s Thai olefins and polyolefins businesses, including polyethylene (PE) and polypropylene (PP), as reported by Kaohoon International. The contemplated scope included crackers and PE/PP facilities. The companies’ stated strategic aim was to strengthen regional competitiveness through scale, feedstock position, operating excellence, and differentiated downstream products.

The proposed combination was a strategic rationale, not a quantified forecast of savings or profits. Reporting did not establish a final transaction structure, valuation, or realized financial benefit. The MOU was non-binding and the parties were still exploring whether to proceed.

Patiparnpreechavud characterized the proposed arrangement as a “natural fit,” according to ICIS. The strategic logic is complementary: feedstock access and integration on one side, with research, portfolio and customer capabilities on the other. That logic does not establish that the combination would be approved, completed, or deliver a particular financial outcome.

How to read the cash-flow and profit references
Kaohoon’s April report said SCC had Bt67.137 billion in cash on hand at the end of 1Q26 and described strong free cash flow in its discussion of CLSA’s view. The cash figure is a quarter-end balance reported for that date, not a current cash balance. The cited coverage does not provide enough detail to treat the phrase “strong free cash flow” as a standalone, independently verified measure of recurring cash generation.
For investors, keep three measures distinct: net profit is an accounting result for the period; cash on hand is a balance at a specific date; and free cash flow is a period measure that depends on operating cash flow and investment spending. The inventory gain contributed to reported profit, but the available report does not quantify how much of the cited free cash flow was attributable to recurring operations versus other factors.

What changed after the April rating
Later reporting provides context, but it should not be retroactively treated as the basis for CLSA’s April call. UOB Kay Hian reported on 23 July 2026 that SCC earned Bt11.54 billion in 2Q26, up 85% quarter on quarter, including core profit of Bt10.83 billion excluding inventory gains. The broker attributed the result’s beat to cement/building materials and packaging, while higher chemical spreads were offset by lower volumes.
Kaohoon International reported on the same date that CLSA maintained its Outperform rating after the second-quarter results and raised or stated a Bt280 target price. That later target is a separate, later analyst view; it does not replace the April Bt250 target or guarantee an outcome.

Was the proposed joint venture finalized?
The latest status established in the cited reporting is that the JV remained under study. UOB Kay Hian’s 11 August 2026 PTTGC report said a conclusion was expected by September 2026. That was an analyst expectation at publication, not confirmation that a deal was completed. The available sources do not establish the proposal’s final status as of 7 October 2026.
