Cloud Repatriation: Why Companies Are Moving Some Workloads Out of the Cloud

Companies are selectively moving workloads out of public cloud when steady utilization, data-transfer costs, latency, compliance, or vendor dependence make another environment a better fit.

Companies are not abandoning cloud computing wholesale. They are moving selected workloads to on-premises infrastructure, colocation, hosted private clouds, sovereign clouds, edge locations, or competing providers when predictable usage, data-transfer costs, latency, compliance, or vendor dependence make public cloud a poor fit.

The practical shift is from “cloud first” to best-fit placement: keep elastic, global, experimental, and managed-service workloads in public cloud, while considering private infrastructure for steady, data-intensive, latency-sensitive, or tightly regulated systems.

What cloud repatriation means

Cloud repatriation is the movement of an application, database, storage system, data set, or infrastructure tier away from a public-cloud environment. The destination might be company-owned servers, a colocation facility, a managed or hosted private cloud, sovereign infrastructure, an edge location, or another provider with a materially different operating model.

It can describe several different decisions:

  • Full repatriation: an application leaves public cloud entirely.
  • Partial repatriation: only the database, storage, or processing tier moves.
  • Data repatriation: data returns while the application remains in the cloud.
  • Provider migration: workloads move from one public provider to another.
  • Rebalancing: workloads are distributed across public cloud, private infrastructure, colocation, and edge environments.

Most organizations are rebalancing rather than executing a complete cloud exit. A private cloud may also retain modern cloud practices such as infrastructure-as-code, containers, Kubernetes, automation, and self-service provisioning. Repatriation does not necessarily mean returning to manually managed traditional IT.

Is there really a mass cloud exodus?

The evidence is mixed because surveys use different definitions of “repatriation,” samples, geographies, and questions.

Source Reported finding Important qualification
Broadcom/VMware, 2026 50% of surveyed enterprises had repatriated some workloads and 33% were considering it. Vendor-sponsored survey of 1,800 senior IT decision-makers; “some workloads” does not mean a full cloud exit.
Gartner, 2025 Public-cloud repatriation remains the exception rather than the rule. The conclusion challenges headlines suggesting a broad reversal.
Uptime Institute, 2025 The repatriation trend has been overstated. Its definitions and methodology are not directly comparable with vendor surveys.
Cloudian, 2026 89% of respondents planned some cloud data repatriation. This concerns data and storage, not necessarily application migration, and comes from a data-management vendor.
CloudBolt, 2026 Its research found many organizations reducing their VMware footprint, with 72% of migrating VMware workloads headed to public-cloud IaaS. VMware-footprint changes are not the same as moving workloads back on-premises.

These findings are not contradictory once “leaving the cloud” is replaced with a more precise description: companies are reviewing workload placement and moving the workloads whose economics or requirements no longer fit their current environment.

Why companies move workloads out of public cloud

1. Cost predictability

Public cloud converts much capital expenditure into operating expenditure, but it does not guarantee a lower total cost. A monthly bill can grow through always-on virtual machines, oversized databases, storage expansion, duplicate backups, long log retention, security services, load balancers, NAT gateways, observability, and premium managed services.

Network architecture can add further complexity. AWS explains that charges may apply to internet transfer, inter-Availability Zone transfer, inter-region transfer, and service-specific processing. Google Cloud’s VPC pricing similarly varies by destination, region, service, and network path.

A workload that runs continuously at high utilization may be cheaper on owned, leased, or colocated infrastructure. But unused private capacity is also expensive. The question is not whether a cloud invoice looks large; it is whether the same service can be delivered more cheaply and reliably over a comparable period.

2. High and steady utilization

Public cloud is particularly valuable when demand is uncertain or changes quickly. Private infrastructure becomes more attractive when a workload:

A server purchase is not automatically cheaper than cloud. Capacity for failover, hardware replacement, power, cooling, support, financing, staffing, and disaster recovery must be included.

3. Data-transfer and network costs

Egress is only one possible network cost. Applications can also incur charges for traffic between availability zones, regions, clouds, colocation facilities, databases, NAT gateways, security appliances, and external analytics systems.

Repeatedly moving large data sets can make the cloud architecture expensive even when compute pricing appears reasonable. A data lake that feeds on-premises analytics, or a database that continuously exchanges records with a private system, may be a candidate for a different placement. The actual traffic path matters more than a generic claim that “egress is expensive.”

4. Latency and performance

Local or edge deployment may help when an application depends on short, predictable response times; interacts constantly with on-premises systems; serves users concentrated near a particular location; or needs specialized hardware that is difficult or expensive to provision in the required cloud region.

Examples can include industrial control, telecommunications, media production, some financial transaction systems, and certain retail or logistics applications. This is workload-specific. On-premises infrastructure is not inherently faster, and a poorly designed private network can perform worse than a well-architected cloud deployment.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

5. Compliance, sovereignty, and control

Organizations may want tighter control over where data is stored, who can access systems, which jurisdiction governs the infrastructure, or how especially sensitive workloads are isolated. These concerns can be significant in government, financial services, healthcare, telecommunications, and defense.

  • Back Up Multiple Computers & Devices – NAS Navigator management utility and PC backup software included. NAS Navigator 2 for macOS 15 and earlier. You can set up automated backups of data on your computers.

Private infrastructure is not automatically more secure. It transfers more responsibility to the organization for patching, identity, encryption, key management, monitoring, physical security, vulnerability response, backup integrity, and incident response. Security depends on architecture, skills, control, and operating discipline—not simply location.

6. Vendor lock-in

Portability can become difficult when an application depends on proprietary databases, serverless runtimes, managed messaging, provider-specific analytics, identity policies, networking constructs, or observability tools.

A virtual machine may be relatively easy to move. An application built from dozens of managed services may require redesign. Kubernetes can standardize deployment mechanics, but it does not remove dependencies on storage classes, load balancers, secrets management, databases, cloud-specific operators, GPU scheduling, backup, or monitoring.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

7. AI infrastructure economics

AI can push organizations in both directions. Private infrastructure may be attractive for sustained GPU utilization, predictable inference, sensitive model inputs, large training data sets, or a desire to avoid variable per-token and per-inference charges. Public cloud may be better for short training jobs, rapidly changing accelerator requirements, scarce GPUs, managed model APIs, global deployment, and fast experimentation.

Broadcom’s 2026 research reports growing interest in private cloud for production AI. That is useful evidence of market concern, not proof that private AI infrastructure is broadly cheaper or technically superior.

Which workloads are good candidates?

Strong candidates

  • Predictable, continuously running applications;
  • Large relational databases with stable utilization;
  • High-volume storage and archival systems;
  • Data lakes with frequent external transfers;
  • Internal applications with a fixed geographic footprint;
  • Latency-sensitive systems;
  • Regulated workloads with strict residency requirements;
  • GPU inference with sustained utilization;
  • Virtual-machine or container workloads already supported by an infrastructure team; and
  • VMware estates facing materially changed licensing or support economics.

Weak candidates

  • Highly seasonal consumer applications;
  • Early-stage products with uncertain demand;
  • Global applications requiring rapid regional expansion;
  • Short-lived batch workloads;
  • Rarely used disaster-recovery capacity;
  • Applications deeply dependent on cloud-native managed services;
  • Systems managed by understaffed security or operations teams; and
  • Workloads needing rapid access to new accelerators.

Hybrid candidates

Many workloads should be split rather than moved wholesale. A company might keep the application tier in public cloud while moving sensitive data to private infrastructure, run baseline capacity privately and burst to the cloud during peaks, use public cloud for development and private infrastructure for production, or keep primary systems in one environment and disaster recovery in another.

How to calculate whether repatriation saves money

Compare at least 36 months of equivalent service, not one cloud invoice against the purchase price of a server.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Include these public-cloud costs

  • Compute, storage, databases, snapshots, and backups;
  • Internet, inter-zone, inter-region, and cross-provider transfer;
  • NAT, load balancing, gateways, and security appliances;
  • Logging, monitoring, observability, and retention;
  • Support plans and security services;
  • Reserved-instance or committed-use obligations;
  • Engineering, FinOps, and administration; and
  • Migration, modernization, and exit costs.

Include these private or colocation costs

  • Servers, accelerators, storage, and networking;
  • Racks, space, power, cooling, and colocation fees;
  • Virtualization, operating-system, and management licenses;
  • Hardware refreshes, spares, warranties, and support;
  • Backup, failover capacity, and disaster recovery;
  • Security tools and 24/7 operations;
  • Staff, on-call coverage, procurement, financing, and depreciation; and
  • Migration, testing, downtime, and rollback.

Model at least three scenarios: low or variable utilization, stable enterprise utilization, and high-throughput or data-intensive utilization. The break-even point depends on utilization, network topology, redundancy, staffing, discounts, hardware life, and the required service level.

Use provider tools such as the AWS Pricing Calculator for scenario estimates, but treat the results as assumptions rather than guarantees. For multi-provider reporting, the FinOps Foundation’s FOCUS specification is designed to normalize cost and usage data.

A responsible evaluation process

  1. Build a 12-month baseline. Collect invoices, usage exports, resource inventories, network-flow data, storage growth, database utilization, backup consumption, incidents, performance records, and staffing costs.
  2. Segment workloads. Classify them as elastic, steady-state, data-intensive, latency-sensitive, compliance-sensitive, cloud-native, portable virtual-machine workloads, AI training, AI inference, development, or disaster recovery.
  3. Find the real cost driver. Determine whether the problem is idle compute, storage, database licensing, data transfer, logging, duplicate environments, managed-service premiums, poor architecture, or lack of ownership.
  4. Optimize before migrating. Rightsize resources, shut down unused nonproduction systems, reduce unnecessary log retention, consolidate databases, redesign cross-zone traffic, apply commitments, improve tagging, and assign budgets.
  5. Run a controlled pilot. Select a stable workload with measurable performance, limited dependencies, modest regulatory risk, and a clear rollback path.
  6. Measure equivalent outcomes. Track cost per transaction, P95/P99 latency, availability, incident rate, deployment frequency, recovery time, administrative labor, security findings, and capacity headroom.
  7. Preserve reversibility. Export data and metadata, test restores, document dependencies, verify identity and DNS changes, establish rollback criteria, check licensing rights, and test private-environment failure—not merely normal operation.

Common mistakes

Confusing a high bill with proof that cloud is the problem

Idle resources, poor tagging, over-retained logs, inefficient database choices, and unnecessary cross-zone traffic can make a cloud bill excessive. The same architecture may remain inefficient after migration.

Assuming private cloud eliminates lock-in

Private environments can create dependence on virtualization platforms, hardware suppliers, storage systems, Kubernetes distributions, management planes, support contracts, and licensing models.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Counting only visible infrastructure costs

Private capacity planning, hardware failures, staff retention, patching, security operations, procurement delays, spare capacity, and disaster recovery may not appear as a simple monthly infrastructure charge, but they are part of the cost of service.

Assuming a VMware migration means repatriation

Organizations reducing VMware usage may move workloads to public-cloud IaaS, Hyper-V, Azure Stack, SaaS, another virtualization platform, or on-premises infrastructure. That is a broader platform and licensing decision, not automatically a return from cloud.

Treating survey intent as completed migration

“Considering repatriation” is not the same as approving, funding, starting, completing, or economically succeeding at the move. Survey percentages should be read as signals of concern, not audited market totals.

What the trend means for business and technology budgets

Cloud repatriation is best understood as a capital-allocation decision. Public cloud can reduce procurement friction and expose costs directly, while private infrastructure can offer lower unit economics for stable demand but requires upfront commitment and operational capability.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

The financially sensible choice may also vary by workload within the same company. A business could retain public cloud for customer-facing elasticity, global delivery, analytics, backup, AI APIs, and development while placing a predictable database or sensitive records in a private environment.

The strongest strategy is therefore neither “cloud at any cost” nor “move everything back.” It is a measured placement policy that compares full service costs, performance, resilience, compliance, operational burden, and reversibility for each workload.
