Recent responses in the UK and Singapore show several approaches—not a single global rule. They include assessing incidents, coordinating with providers, recommending resilience measures, and considering new regulation. The available evidence does not show that every outage triggers louder public demands or that any one approach guarantees continuity.
What governments are responding to
A disruption can expose dependencies shared by public services, businesses and financial institutions. But “outage” covers different kinds of failures: an interruption at a cloud provider, a data-centre problem, or a software-update incident can have similar effects without having the same cause. That distinction matters when officials assess risk and decide what safeguards to pursue.
In the UK, a parliamentary question asked what assessment the government had made of systemic risks to the economy and critical services from reliance on two dominant hyperscale cloud providers, following outages on Microsoft Azure and Amazon Web Services (AWS). It also asked how the impact on essential services and future resilience were assessed. The question captures the underlying concern: whether shared dependencies could turn a provider incident into a wider disruption.
The Reserve Bank of Australia has likewise warned that concentration in cloud infrastructure and platform services could allow an outage at one provider to disrupt a broad part of the financial system. That observation is grounded in the RBA’s 2023 market context; it is not a measure of the present market share or a forecast of the cost of a future outage. What happened after the October 2025 AWS outage in the UK
The UK government said the AWS outage on 20 October 2025 affected suppliers and government departments. AWS services were restored that evening, but the full impact was still being assessed: the Department for Science, Innovation and Technology (DSIT) said it was gathering information. The government has also described a broader response that includes monitoring systemic risks, engaging with cloud providers after incidents and coordinating across government. A later answer referred to coordination with affected providers and the Government Cyber Coordination Centre. These measures help officials understand incidents and manage immediate consequences; they do not, by themselves, establish a statutory duty on providers to prevent outages. How governments are trying to improve resilience
UK: recommend regional redundancy and coordinate responses
UK Government Digital Service guidance recommends that public-sector organisations consider a multi-region approach for cloud services, with choices compatible with UK law. A second region can reduce dependence on a single geographic location, but using multiple regions is not the same as using multiple providers: provider-wide systems or shared dependencies may still be common to both. Nor does regional redundancy guarantee that a service will keep running through every failure.
The guidance calls for controlled, considered regional use. Overseas regions may be considered only where data-protection, security and other legal requirements permit them. Organisations therefore need to weigh continuity against where data is stored and processed, the security practices in place, and the service’s legal obligations. Singapore: issue advisory guidance and develop a legal framework
Singapore’s Infocomm Media Development Authority (IMDA) issued advisory guidelines for cloud services and data centres on 25 February 2025. The guidelines recommend practices intended to reduce disruption and improve recovery; they are guidance, not evidence of a comprehensive statutory cloud-resilience regime already in force. In a 2025 speech, Singapore’s government described plans for a Digital Infrastructure Act initially aimed at major cloud providers and data centres, and said it was studying disruption reporting. The speech presents a developing framework, not a law whose enactment or implementing rules are established here. Senior Minister of State Janil Puthucheary summarized the policy goal: “We cannot eliminate risk completely, so we must enhance our preparedness by reducing the occurrence and the impact of disruptions.” Cyber Security Agency of Singapore, speech at Singapore International Cyber Week 2025.

Why resilience policy must cover more than cyberattacks
Digital services can fail through malicious attacks, but also through mistakes, equipment problems and physical hazards. A Singapore ministerial speech in 2024 identified misconfiguration, fire, water leaks and cooling failures as risks for data centres. That broader scope matters: cybersecurity controls alone cannot prevent every operational or physical disruption. The July 2024 CrowdStrike incident illustrates the distinction. It was a software-update-related IT outage, not a cloud-provider outage. The UK Government Cyber Action Plan treats it as a non-malicious resilience failure that required a cross-government response. The plan estimates the UK economic cost at £1.7 billion to £2.3 billion. That figure is specific to the CrowdStrike event; it is not an estimate of the October 2025 AWS outage or of cloud outages generally. UK Government, Government Cyber Action Plan.

What oversight can—and cannot—solve
The measures described by the UK and Singapore sit at different points on a policy spectrum: incident assessment and coordination, non-binding recommendations, and proposed or developing regulation. Their targets also differ. Regional failover addresses a location-specific failure; it does not automatically resolve concentration across providers or eliminate dependencies shared across regions.
For governments deciding whether to recommend or require safeguards, the practical questions include:
- Scope: Do rules address only cyberattacks, or also misconfiguration, physical hazards and operational failure?
- Instrument: Is the measure advice, a government procurement or architecture recommendation, or a binding duty such as incident reporting?
- Resilience target: Does it reduce the risk of losing one region, or also address provider-level concentration and shared dependencies?
- Data and jurisdiction: Can another region be used without conflicting with data-protection, security or other legal requirements?
- Proportionality: Are the costs of redundancy justified by the importance of the affected service? Singapore’s policy statements recognize that resilience measures carry costs and need calibration.
- Evidence and accountability: Are impacts measured after incidents, do providers cooperate with authorities, and do reviews result in changed practice?
For an individual organisation, the government recommendations are not a substitute for assessing its own architecture and obligations. A multi-region design can address some geographic risks, while provider concentration, recovery procedures and legal constraints require separate consideration.
