Claude Enterprise vs. ChatGPT Enterprise: Pricing, Features, and What Buyers Should Know

Claude Enterprise has a published $20 annual-billed seat price, but usage costs extra. Here’s how its billing, controls, and tools compare with ChatGPT Enterprise.

Claude Enterprise now competes directly with ChatGPT Enterprise, but the headline prices do not tell you which will cost less. Anthropic publishes a $20-per-seat monthly price billed annually, with model usage charged separately at API rates and no included token allowance. OpenAI’s public Enterprise information instead describes standard ChatGPT seats with baseline access and additional usage through workspace credits, plus separate usage-based Codex-only seats; it does not publish a general seat price in the cited documentation. The practical choice depends on your workflows, controls, seat mix, and measured usage—not a sticker-price comparison.

The main difference is how each product packages access

Anthropic’s current Enterprise offer brings Claude Chat, Claude Code, and Cowork under one Enterprise seat, alongside enterprise administration and governance. Anthropic also lists Claude Design and integrations with Microsoft 365 and Chrome on its Enterprise product page. Its move to self-serve purchasing makes the offer more directly accessible to qualifying organizations than a purely sales-led product.

ChatGPT Enterprise is a managed ChatGPT workspace, but its seat structure is not identical: organizations can buy standard ChatGPT seats or Codex-only seats. A standard seat includes access to ChatGPT features such as GPTs, Projects, Apps, Company Knowledge, Deep Research, ChatGPT Agent, and Codex, subject to workspace settings and baseline access. A Codex-only seat provides Codex without ChatGPT and has usage-based pricing with no fixed per-user monthly charge.

In short, Claude’s pitch is a broad set of Claude surfaces under one entitlement with metered usage. OpenAI’s is a ChatGPT-centered workspace with a separate coding-only option. Neither is simply a like-for-like chatbot subscription.

How pricing and usage billing work

Claude Enterprise: published seat price, usage charged separately

Anthropic lists Claude Enterprise at $20 per seat per month, billed annually. That fee covers access to the Enterprise surfaces, not a token allowance. Claude, Claude Code, and Cowork usage is billed separately at API rates. Anthropic’s published price is therefore a platform-access price, not the complete cost of using the service.

Self-serve Enterprise requires at least 20 seats; Anthropic’s sales-assisted route has a 50-seat minimum. Self-serve plans use prepaid credits and are USD-only. Sales-assisted customers are billed monthly in arrears and can use invoicing and multiple currencies. Anthropic says self-serve seats cannot be removed mid-term. If prepaid credits or a configured spend limit runs out, usage stops until credits are added or the limit is raised.

For Claude Opus 4.6, Claude Sonnet 4.6, and later models, Anthropic’s billing documentation says US-only inference carries a 1.1× multiplier on standard API rates. Treat that as a model- and setting-specific usage cost, not as a surcharge on the seat price.

ChatGPT Enterprise: quote-based pricing and more than one seat type

OpenAI directs organizations to sales for ChatGPT Enterprise pricing; the cited public plan documentation does not state a general seat price. OpenAI describes baseline access for standard seats and says additional usage may require workspace credits. Codex-only seats are usage-based and do not have a fixed monthly per-user charge. Obtain a quote and clarify the included access, credit mechanics, and seat mix for the proposed contract before comparing totals.

Compare total cost, not just the seat line

For Claude, use this starting model:

Annual Claude cost = (number of seats × $20 × 12) + annual token/API usage + optional infrastructure or integration costs

For either vendor, estimate usage using representative users rather than an assumed average. Separate at least three groups: occasional knowledge-work users; analysts or researchers who handle long documents and repeated research; and developers or automation users who run coding agents, tool calls, and long tasks. Record input and output volume, long-context frequency, tool calls, active users, peak concurrent demand, retries, and human review time. For ChatGPT Enterprise, use the actual quote and workspace-credit terms; a comparable public total cannot be derived from the cited information.

The billing trade-off is not “cheap versus expensive.” Claude makes consumption an explicit metered component from the outset. ChatGPT Enterprise pairs baseline access on standard seats with credit-based additional usage, while Codex-only seats are separately usage-priced. Which is easier to budget depends on actual usage, contract terms, and how much consumption varies across teams.

Features, integrations, and company knowledge

Claude’s connected-work strategy

Anthropic lists connectors for Google Drive, Gmail, Google Calendar, GitHub, Microsoft 365, and Slack, plus custom connectors through MCP. Its Enterprise positioning also includes Skills for organizational workflows and memory across conversations. The product page describes Claude Chat for research, writing, analysis, and brainstorming; Claude Code for software development; and Cowork for delegated, multi-step knowledge work.

These are vendor-described capabilities, not evidence that every connector or agent will work equally well with every company’s permissions, data, or processes. During evaluation, check which sources can be connected, what administrators can restrict, and whether you can inspect what data a workflow accessed.

ChatGPT’s workspace-centered toolkit

OpenAI’s Enterprise overview describes GPTs, Projects, Apps, Company Knowledge, Deep Research, ChatGPT Agent, advanced data analysis, and Codex. This set may fit teams that already organize work inside ChatGPT or rely on custom GPTs and shared projects. Availability still depends on seat type, workspace settings, and administrator controls.

To compare the two approaches, identify whether your priority is connecting an existing system of record, searching internal knowledge, or letting an agent take actions. Then test the specific applications and permissions your teams use. A broad feature label does not establish connector quality or agent reliability in your environment.

Security, administration, and compliance

“Enterprise security” is not a single control. Compare the controls your risk and compliance teams actually require, and confirm the contractual terms and configuration available to your organization.

This is a comparison of published details, not a verdict that one vendor is categorically more secure. For a regulated deployment, verify data residency, retention behavior, encryption-key ownership, auditability, identity lifecycle, network restrictions, and sector-specific contractual commitments before approving production use.

Coding, agents, and operational risk

Claude Code is included in Anthropic’s single Enterprise seat; OpenAI offers Codex with standard ChatGPT seats and as a separate Codex-only seat. That difference matters when a company wants to provision developers without buying full ChatGPT access, or wants one entitlement spanning both general work and coding.

Do not decide on a coding-agent label alone. Test the same repositories, tickets, and permissions in both products. Measure correctness, time to completion, retries, tool use, review effort, and cost. For agents that can change code or act on business systems, also test permission boundaries, human approval steps, logging, and rollback. A successful demonstration does not establish safe autonomous operation at scale.

Workspace membership is not API access

A ChatGPT Enterprise workspace seat does not automatically grant access to OpenAI’s API Platform; OpenAI treats workspace membership and API organization membership separately. Anthropic likewise describes Claude Enterprise as a workforce product and Claude Platform as its API and agent-building product. If developers are building internal applications or customer-facing products, budget and procure the relevant API service separately rather than assuming the employee workspace includes it.

Important ChatGPT workspace migration warning

OpenAI says an organization may require a user to merge a personal ChatGPT workspace into its Enterprise workspace. If that is required, personal chats, files, and custom GPTs move under organizational control, and the merge is permanent and cannot be undone. If a merge is not required, personal and Enterprise workspaces remain separate. Make this clear to employees before onboarding and follow the organization’s workspace instructions deliberately.

Which plan fits which organization?

Claude Enterprise may fit when

  • You want one Enterprise entitlement spanning Claude Chat, Claude Code, and Cowork.
  • Claude Code is a major deployment target and you prefer not to provision a separate coding-only seat type.
  • You value a published seat price and can budget metered use separately.
  • Your requirements include controls Anthropic lists, such as customer-managed keys, custom retention, US-only inference, IP allowlisting, or network-level access controls.
  • Your teams need the listed connectors or MCP-based customization, or AWS Marketplace procurement is useful.

ChatGPT Enterprise may fit when

  • Your organization already relies on ChatGPT workflows and user familiarity will ease adoption.
  • GPTs, Projects, Apps, Company Knowledge, Deep Research, or ChatGPT Agent are central to your use cases.
  • You want Codex-only seats for some developers, separate from full ChatGPT access.
  • OpenAI’s sales-led procurement and workspace governance align with your purchasing process.

A pilot—or a two-vendor setup—may be the better answer

Run a controlled pilot if coding, agent performance, high-volume document processing, strict data requirements, or heavy usage could determine the outcome. A dual-vendor deployment can also be rational—for example, one workspace for established ChatGPT workflows and another for teams whose Claude workflows prove stronger in testing. The cost is duplicated procurement, training, identity and data policies, and usage monitoring.

How to run a useful enterprise pilot

  1. Set a scope and budget. Choose representative users and departments, define a time-limited test and cost envelope, and decide the minimum thresholds for accuracy, security, availability, auditability, cost, workflow fit, and adoption.
  2. Use equivalent inputs. Test the same prompts, documents, repositories, and permissions in both products. Include summarization, contract or policy analysis, spreadsheet work, research with citations, internal knowledge retrieval, debugging, code migration, ticket triage, and meeting or email workflows where relevant.
  3. Include real agent tasks carefully. Use multi-step workflows and sensitive-data scenarios only with approved data and permissions. Define which actions require human approval and how failures are recovered.
  4. Record outcomes, not impressions alone. Track first-pass accuracy, citation errors, completion time, correction time, retries, tool calls, sources accessed, failure recovery, per-user and departmental consumption, total pilot cost, administrator effort, and employee preference. If feasible, control for prior familiarity or use blinded review for quality scoring.
  5. Review governance and budget evidence. Have administrators test identity provisioning, allowed tools and connectors, audit review, spend controls, usage reporting, and the handling of personal workspaces. For ChatGPT, establish the proposed standard/Codex seat mix and credit terms; for Claude, test metered usage and credit-exhaustion behavior.
  6. Decide against thresholds. Do not select a winner from average user preference alone. A product that misses a required compliance, accuracy, audit, or cost threshold is not rescued by a better demo.

What the public information does—and does not—settle

Anthropic’s published $20 seat price makes Claude Enterprise’s access fee easier to see, but does not establish its total cost against an OpenAI quote. The available plan descriptions also do not prove which model is better for a particular task, whether a connector will satisfy a company’s needs, or how reliable an agent will be with production permissions. Those questions require contract review and a representative pilot.
