City of Wanneroo councillors approved the 2023/24 budget on 4 July 2023, voting 10–3 in favour. Contemporary reporting put the general-rate increase at 3.75%, or about $52 for the average residential ratepayer. That $52 was a reported average, not a uniform increase for every property; actual rates depend on the property’s category, valuation and applicable minimum payment.
What the 3.75% increase meant for residents
The 3.75% figure was the headline change to general rates in the adopted budget. PerthNow reported an estimated $52 increase for the average residential ratepayer. It should not be read as a guaranteed change to an individual bill: the City’s statutory budget applies different rate-in-the-dollar figures and minimum payments across rating categories.
For example, the City’s 2023/24 budget set minimum payments of $1,073 for improved residential properties rated on gross rental value and $894 for vacant residential gross rental value properties. These are category-specific minimums, not a calculation of the increase for a particular property.
The City explains that rates raise the revenue needed to cover the gap between estimated expenditure and revenue from other sources, while taking rating and property growth into account. The statutory budget’s rate tables, rather than the headline percentage alone, provide the relevant category details.

What the budget included
The City budgeted $154,889,762 in total rates for the year ending 30 June 2024. This is the total revenue budgeted from rates, including general rates, minimum payments and ex gratia rates; it is not the City’s total expenditure.
PerthNow reported several spending highlights in the adopted budget:
- About $20 million for roads, pathways and streetlighting.
- $15.1 million for major sport and recreation projects.
- $4 million to move the Alkimos Aquatic and Recreation Centre into detailed design.
The City describes its annual budget as setting out the expenditure allocated in each financial year for programs, services, facilities and infrastructure. The 2023/24 documents include the budget, a schedule of fees and charges, and the capital works program.

Councillors approved the 2023/24 budget at a special meeting on Tuesday 4 July 2023, by a vote of 10–3. Mayor Linda Aitken said: “This budget reflects our commitment to delivering the programs and services our community relies on and expects while also future-proofing our facilities and infrastructure.”
