The City of Melville’s adopted 2025–2026 budget announcement set a 4% rate increase—not 3.5%. The City had previously proposed a 4.5% increase in rate revenue, then said on 20 June 2025 that it reduced the increase after resident feedback. It estimated an average residential property would pay about $87 more for the year, but an individual bill may differ.
What rate increase did Melville adopt?
In its 20 June 2025 announcement, the City of Melville said it had adopted the 2025–2026 budget with a 4% rate increase. The City said the adjustment followed feedback from residents. Its announcement does not support the 3.5% figure in the supplied headline; the origin of that figure is not established by the City’s published budget notices.
The City attributed the decision to Mayor Katy Mair, who said: “We listened carefully to the feedback from our residents and adjusted the proposed rate increase to better reflect the realities many are facing.” The same announcement described the budget as balancing continued services and projects with responsible planning. How did the adopted increase compare with the proposal?
The percentages refer to different stages of the 2025–2026 budget process. The City’s 29 May 2025 pre-adoption notice described a proposed 4.5% increase in rate revenue compared with 2024–2025. After the budget was adopted, the City announced a 4% rate increase. The proposal was not the final figure announced for the adopted budget.

How much might a household pay?
The City estimated that an average residential property would pay about $87 more per year, equivalent to $1.67 per week, under the adopted budget announcement. This is the City’s average estimate, not a calculation for every property or a substitute for an individual rates notice. The amount for a particular property can differ; check your notice or contact the City for your account-specific amount.
What did the budget fund?
The adopted-budget announcement described a $60.4 million capital works program spanning the City’s 18 suburbs. Selected allocations included $12.3 million for roads and carparks, $5.9 million for parks and foreshores, $5.2 million for streetscapes and precincts, and $2.2 million for footpaths. Other listed categories included jetties, boardwalks and riverwalls; environmental works; playgrounds; lighting; irrigation; and drainage.

Examples of projects in the announcement included changeroom upgrades at several reserves and Troy Park, redevelopment of Blue Gum Community Centre, design work for a new Library and Cultural Centre, public-space works at Canning Bridge, and traffic signals at North Lake Road and Winterfold Road. The City also connected rates with ongoing services including roads, parks, drainage, libraries, waste, community programs and facilities.
What help is available if you cannot pay?
The City’s budget announcement listed no instalment administration fees, reduced interest on payment plans and overdue rates, one-hour free parking, and a financial hardship policy. The announcement does not set out eligibility or application steps for individual ratepayer support. Where can residents check budget documents?
The City’s budget archive provides annual budget documents, including the 2025–2026 and 2026–2027 budgets. Because the 2025–2026 figures above relate to the adopted budget announced in June 2025, they should not be read as the current year’s budget in October 2026.
