The City estimates an average residential property will pay about $127 more for the year, or $2.45 a week. That is an average, not a guaranteed change for every household: an individual bill depends on the property’s valuation and rating details.
What Melville’s adopted budget means for rates
The City’s 19 June 2026 announcement says the adopted increase is 4.9% and describes the decision as a response to cost-of-living pressures. The City estimates the average residential property will pay around $127 more annually. Read the City’s budget announcement.
The word “slashes” needs context. During the budget process, an official intention notice proposed rate-revenue growth of 5% for improved land and 8% for unimproved land. Council later adopted a 4.9% increase. Those are figures from different stages and categories; the earlier proposal was not the final decision, and the adopted 4.9% does not mean every household’s bill rises by exactly that amount. Why a particular rates bill may change by more or less
Melville calculates rates using a property’s Gross Rental Value (GRV) multiplied by the applicable rate in the dollar. The latest revaluation used Landgate values as at 1 August 2024 and took effect on 1 July 2026. If a property’s GRV rose more than the City average, its rates may rise by more than 4.9%; if its GRV rose less, the increase may be smaller or the bill may decrease. Revaluation changes how the overall rates requirement is shared among properties; the budget sets the revenue the City needs to raise. The City explains its rates calculation.

The final amount can also depend on the property’s rating category, any minimum rate that applies, and additional charges. The City notes that properties in underground power project areas pay additional charges. To understand your own change, compare your current rates notice and valuation with the new notice; the average estimate alone cannot calculate a specific home’s bill.
What the budget funds
The City says rates revenue, along with reserves, grants, subsidies and contributions, supports services and facilities including parks, roads, trees, waste services, libraries, community programs and events. The adopted budget includes a $56.4 million capital works program across Melville’s 18 suburbs.

City of Melville Acting Mayor Karen Wheatland said: “Our capital works program will deliver $56.4 million worth of important upgrades and improvements across our 18 suburbs, enhancing community spaces, supporting active lifestyles and improving local infrastructure.” The announcement lists allocations including $12 million for neighbourhood development, libraries, museums, culture and events; $11 million for planning, building and compliance; $9 million for MelSafe and public safety; $2 million for sustainability and climate action; and $2 million for street lighting.
Wheatland characterized the budget as one of balance: “This Budget is about balance, continuing to deliver the services and projects our community expects, while planning responsibly for the future.” This is the City’s description of its budget.

Notice and payment dates
The City said rates notices would be issued from 23 July 2026. Its rates information page lists 28 August 2026 as the full-payment or first-instalment date, followed by quarterly instalments on 29 October 2026, 5 January 2027 and 10 March 2027. Check your notice and the City’s current rates page for the terms that apply to your account.
The budget announcement also reported no instalment administration fees and reduced interest on payment plans and overdue rates. The City describes payment plans and a hardship policy; applicable terms should be confirmed against the current rates information and your notice.
