Citi Announces Planned Reduction of About 3,500 Tech Roles at China Centres

Citi planned to reduce its technology workforce at its Shanghai and Dalian centers by about 3,500, with some roles eliminated and others relocated. Completion and final totals remain unconfirmed.

Citigroup announced on June 5, 2025, that it planned to reduce its technology workforce at its Shanghai and Dalian Citi Solution Centers by approximately 3,500. Citi expected the changes to be completed by the start of the fourth quarter of 2025, but the available reporting does not confirm whether that target was met or how many roles were ultimately eliminated rather than relocated.

What Citi announced

Citi said the plan covered technology employees at its China Citi Solution Centers (CSCs) in Shanghai and Dalian. The centers, also known as Citigroup Services and Technology (China) Limited, provide technology and operations services to Citi businesses around the world. The approximate 3,500 figure describes the planned workforce reduction across those centers; Citi did not publish a breakdown by city.

The announcement came as part of changes to Citi’s Technology and Business Enablement organization and a broader effort to simplify the company. Citi said the changes were intended to simplify its structure, reduce reliance on third-party contractors and shrink its software portfolio. The company said the action was included in its 2025 financial guidance.

What the 3,500 figure does—and does not—mean

Citi said some roles would be eliminated and others moved to different centers in its global network, closer to the businesses and products they support. It did not disclose how many positions would fall into either category or name the destination centers. As a result, the announced figure should not be read as a confirmed count of jobs permanently eliminated.

Citi’s target was to complete the changes by the start of Q4 2025. That was a forecast made when the plan was announced, not confirmation of completion. The cited reporting does not establish the final implementation date or the final number of roles eliminated or relocated.

Which China operations Citi said were not affected

Citi said the changes did not affect its Guangzhou shared service center or Citibank (China) Co., Ltd., its wholly owned local subsidiary. The subsidiary houses Citi’s core banking business in China. Citi said it continued to invest in that business to serve corporate and institutional clients.

Support Citi said it would provide affected employees

Citi said its support plan included a separation package it described as higher than the local industry average, individual information sessions, Employee Assistance Program counselling and outplacement support. These are measures Citi described in its announcement; the announcement does not independently establish how they were delivered.

How Citi characterized its presence in China

Marc Luet, whom Citi identified as Head of Japan, Asia North and Australia, and Banking, said: “Citi has been in China for 123 years and our franchise remains an important part of our global network and growth plans.” The company presented the workforce changes as a restructuring of technology and operations support, while distinguishing them from its Guangzhou center and core China banking subsidiary.
