Then weigh the resulting price against the schedule, airport practicality, and disruption risk. There is no route-independent cheapest or best airline: the answer depends on your dates, bags, seating needs, and tolerance for restrictive fare rules.
How to compare low-cost airline fares
Build a like-for-like comparison: use the same origin, destination, dates, passenger count, and trip requirements for each airline. A headline fare is only a useful comparison if it covers the same practical trip.
For U.S. ticket sales, the Department of Transportation (DOT) says advertised ticket prices must include applicable government taxes and mandatory carrier-imposed surcharges. Optional services, including baggage and advance seat selection, can cost extra. DOT also says airlines and ticket agents cannot automatically include optional services in the ticket price. Make a trip-specific comparison
- Start with the fare: Record the price for the same itinerary and number of travelers.
- Add the services you need: Include relevant baggage, seat selection, and any other optional service you would actually buy. Do not add items you would not use.
- Check the terms: Note what the fare allows and what it costs to change or cancel, rather than assuming one airline’s rules apply to every fare it sells.
- Compare the usable trip: Consider departure and arrival times, connections, and whether the airports and schedule work for you.
Use the airline’s current fare details and fee information when making the comparison. The U.S. Government Accountability Office noted in a 2017 report that optional-service prices were not always available through online travel agents, which could make total-cost comparison difficult; that finding is not a current claim about every airline or booking site. Check baggage against what you will bring
Compare each carrier’s allowance for a personal item, cabin bag, and checked bag with the dimensions and weight of your actual luggage. Check whether the specific fare includes each bag, and review the airline’s current rules for size, weight, and any excess-baggage charges. A fare that works for a traveler with a small personal item may not be the lowest-cost option for someone bringing a cabin bag or checking luggage.
The DOT advises travelers to review baggage and optional-service fee information, and the UK Civil Aviation Authority (CAA) tells passengers to check their carrier’s baggage allowance. Decide whether seat selection and flexibility are worth paying for
Find out whether the fare assigns a seat, whether advance selection costs extra, and whether your party needs to sit together. Seat selection may be an optional paid service. If traveling as a family, check the airline-specific conditions rather than treating family seating guidance as an unconditional promise; the DOT provides carrier links and information in its family travel guidance.
Read the change, cancellation, and refund conditions for the exact fare before paying. Discounted or basic fares commonly have stricter conditions, which may include nonrefundability, baggage restrictions, or no seat assignment; the rules vary by fare. Balance price with schedule and reliability
Ask yourself, “Am I more concerned with price or with schedule?” The DOT’s Fly Rights guide also asks whether you will have to pay extra for checked bags or seat assignments. If two flights have similar schedules and fares, the DOT says a traveler may prefer the one with the better on-time record. That is a decision factor, not a ranking for a particular route.
Compare available on-time information alongside departure and arrival times, connections, and airport practicality. Consider what a cancellation or substantial delay would mean for your plans, and review the applicable passenger protections for your itinerary. Do not assume a low fare makes the schedule or disruption risk immaterial.

Check rules for your country and itinerary
Consumer protections and disclosure requirements depend on the journey and jurisdiction. The DOT sources cited here describe U.S. ticketing and passenger guidance; they should not be treated as worldwide rules. For UK travel, the GOV.UK air passenger travel guide and CAA planning guidance provide UK-focused information. Check the rules relevant to your itinerary, as well as the airline’s own current conditions.
If you need special assistance, contact the airline in advance and check what notice it requests. The UK CAA’s trip-planning guidance advises passengers to give advance notice for assistance.
A practical comparison checklist
- Same route, dates, passenger count, and comparable flight times
- Total price after adding the bags and seat options you need
- Baggage dimensions, weight limits, included allowance, and fees
- Seat assignment and the cost or conditions for choosing seats
- Change, cancellation, and refund terms for the exact fare
- Schedule, connections, airport practicality, and available on-time information
- Applicable passenger protections and any advance assistance arrangements
Prices, schedules, baggage limits, optional-service fees, and fare conditions change. A reliable comparison therefore needs current quotes for your own route and dates; official guidance can help you decide what to compare, but it does not identify a universal winning airline.
