Yes. Wuhan Hongxin Semiconductor Manufacturing Co. (HSMC), a government-backed Chinese foundry project billed as a potential rival to TSMC, ran out of funding before it produced commercial chips. Former CEO Chiang Shang-yi gave the immediate explanation in November 2020: “Investors ran short of cash.” A planned RMB128 billion investment faced a reported RMB112 billion funding gap, while a land dispute, unpaid bills and creditor action further stalled construction.
What happened to HSMC?
Founded in Wuhan in 2017, HSMC set out to build an advanced logic-chip foundry, with plans for 14nm and 7nm-class production. The project won local-government backing and recruited experienced Taiwanese semiconductor executives, including Chiang, a former TSMC research and development leader. Its ambitions were substantial, but it did not reach commercial production.
In a November 20, 2020 report, EE Times reported that Chiang had told the publication via LinkedIn: “Investors ran short of cash.” The report described HSMC as insolvent and under Wuhan government control. Chiang also wrote: “I got caught by surprise. It’s over now, and I’m back home in California.”
How large was the funding shortfall?
The project’s planned total investment was RMB128 billion. The Institute of Developing Economies (IDE), summarizing a July 2020 disclosure by Wuhan’s Dongxihu district, reported a funding gap of RMB112 billion and warned that the project could stop. The scale of that gap explains why announced plans and recruitment did not translate into a functioning fab.

Dollar estimates vary with exchange rates and rounding: EE Times described the planned fab as a $20 billion project in 2020, while later coverage has commonly rounded it to about $19 billion. Those are approximate conversions of the project’s planned investment, not a reported amount of money HSMC actually spent or lost.
Why did the project collapse?
The cash shortage was the ex-CEO’s direct explanation, but HSMC’s failure involved more than one obstacle. IDE’s 2021 account says a legal dispute led a local court to suspend the company’s land tenure in November 2019, halting construction. Reports in 2020 also described missed supplier payments and creditors seizing land and equipment. The pandemic added disruption, while building advanced manufacturing capacity posed a major technical and managerial challenge.
These facts establish serious financial distress and a shutdown, not a final legal finding of fraud. Allegations of fraud should not be treated as proven without a court judgment or official investigation establishing them.

No commercial HSMC chips were produced. The 7nm-class target was an ambition, not a demonstrated manufacturing result. In February 2021, Caixin reported that the company had “no plan for product resumption” and that employees were due to leave by March 5. The wording of the employee notice was “公司无复工复产计划,” translated in the report as “The company has no plan to resume work and production.”

That distinction matters: announcing a process-node goal is not the same as completing a working process, producing qualified chips, or manufacturing them at commercial volume. HSMC stopped before reaching that stage.
