China did not impose a verified blanket halt on all rare earth exports. It introduced licensing controls in April 2025, then announced a broader package in October that the International Energy Agency (IEA) says was suspended for one year, until November 2026. The distinction matters: the measures exposed supply-chain vulnerabilities and disrupted magnet sourcing, but they do not establish that all exports stopped or that consumers face a broad, immediate shortage.
What did China restrict, and what is the status now?
In April 2025, China imposed export controls on seven heavy rare earth elements and related compounds, metals and magnets. The IEA reports that exports of the controlled elements and permanent magnets containing them fell sharply in April and May. Licenses were subsequently granted and export volumes recovered, although the recovery did not remove all supply and price pressure.
In October 2025, China announced a broader package that added five elements and extended controls to related products, equipment and technologies. It also covered some internationally made parts and components that use Chinese-sourced materials or technologies. The IEA says this expanded package was suspended for one year in November 2025, through November 2026. As of October 8, 2026, that suspension period had not yet ended.
The suspension should not be read as proof that the separate April 2025 licensing controls were eliminated. The IEA’s account of the expanded package does not settle the status of every other measure or the licensing rules for a particular shipment.

Licensing is not the same as a blanket ban
China’s Ministry of Commerce (MOFCOM) said: “China’s export controls are not export bans. Licenses will be granted for eligible applications.” The ministry also said it would consider facilitation such as general licenses and exemptions. In December 2025, it reported that some exporters had received approval for general-license applications. Those statements describe the government’s position; they do not establish how long any application takes or whether a particular exporter or shipment qualifies. Check the MOFCOM statement on the export controls for its wording.
Why can controls on rare earths affect so much production?
The term “rare earths” covers materials used at different stages of a supply chain. For many industrial applications, the key link is not just mining the elements: they must also be separated and refined, then turned into materials and components such as permanent magnets. A shortage or licensing delay at one of those stages can constrain manufacturers even if ore is available elsewhere.

For 2024, the IEA reports different levels of Chinese concentration at three distinct stages:

These are IEA figures for 2024, reported in its 2026 analysis. They describe different materials and stages, so they should not be combined into one overall market-share figure. The concentration in refining and magnet production also explains why opening mines outside China alone would not quickly remove downstream dependence: the IEA says planned capacity outside China remains particularly limited in those two areas.

Which industries are most exposed?
The IEA identifies automotive as the largest sectoral exposure under a scenario in which the controls are fully implemented, followed by electronics and other transport. Defence and data centres are also vulnerable. The April 2025 controls caused documented difficulty sourcing permanent magnets; some automakers cut utilization or temporarily stopped production.
The IEA estimates that full implementation could put USD 6.5 trillion per year of downstream production outside China at risk. This is the value of production exposed in a full-implementation scenario—not losses already incurred, a prediction that all affected production will stop, or a measure of household spending.

Does this mean consumers should expect shortages or higher prices?
The evidence supports concern about industrial supply risk, not a blanket prediction of empty shelves or a specific increase in consumer prices. The documented disruption was concentrated in sourcing permanent magnets and affected some automakers’ production. The available figures do not quantify a resulting price change for cars, electronics or other retail goods.
Trade volumes later recovered, but the IEA reported that prices for controlled rare earths in importing markets remained elevated. In its 2025 analysis, European prices reached up to six times Chinese prices. That is a reported market comparison after trade volumes recovered, not a current spot-price quote and not a measure of the price of a finished consumer product.

What to watch as the November 2026 suspension deadline approaches
- Whether the expanded package remains suspended: The IEA describes a one-year suspension through November 2026; developments after that point could change the scope of controls.
- Whether the April licensing measures continue to affect shipments: The suspension of the October package is not evidence that the earlier controls ended.
- Licensing and trade volumes: MOFCOM’s statements about eligible applications and general licenses are not a guarantee of approval or a shipment timeline for every company.
- Capacity beyond mining: Progress in separation, refining and magnet manufacturing matters alongside new mines because those stages remain concentrated.
- End-use exposure: Effects will depend on the material or magnet type and the supply chain serving sectors such as autos, electronics, transport, defence and data centres.
For businesses or investors assessing a specific exposure, the broad sector statistics cannot establish whether a particular product, destination, end user or shipment requires a license. The controlling requirements can depend on those details.
