China’s New Mortgage Subsidy Starts During National Day Holiday; Sales Impact Unproven

China’s national mortgage-interest subsidy took effect on October 1, 2026, the first day of the National Day holiday. It offers qualifying first-home buyers a subsidy on part of their mortgage interest, but the available official materials do not show that the policy increased holiday home sales. They establish the rules and the government’s rationale—not transaction results.

What China’s mortgage subsidy provides

A joint notice from China’s Ministry of Finance, the People’s Bank of China, and the National Financial Regulatory Administration, issued September 29, 2026, established a fiscal interest subsidy for eligible newly issued commercial personal housing loans. The measure took effect October 1, 2026, and its initial implementation period is one year from that date. Read the joint notice.

  • Subsidy rate: an annualized 1 percentage point on eligible loan principal.
  • Duration: up to five years.
  • Principal cap: no more than 1 million yuan per household receives the subsidy.
  • Property limits: the home must be no larger than 120 square meters and cost no more than 1.5 million yuan.

The subsidy is an interest-cost reduction, not a cash payment of the full loan amount. The notice does not specify in the cited material how the eligible balance is treated if a loan’s principal exceeds the 1 million yuan cap.

Who may qualify

The stated rules concern a household using a newly issued commercial personal housing loan to buy a first home. A new loan that refinances an existing loan is excluded. The property must also meet both the area and price limits.

These conditions are cumulative: meeting the price limit alone does not establish eligibility, nor does qualifying as a first-home buyer if the loan is a refinance. The notice assigns participating banks a review role based on relevant online contract-filing and sales-contract information.

How the subsidy reaches borrowers

Participating banks are to disclose the subsidy terms when the loan is contracted, review the relevant purchase and filing information, deduct the subsidy from the monthly interest collected, and notify borrowers of the policy benefit. The notice describes this as “免申即享” (“enjoyment without application”): the deduction is handled through the lending process rather than requiring a separate borrower application.

Its Chinese wording says: “按月收息时,自动扣除对应贴息金额,实现‘免申即享’,并通过手机短信、APP消息等方式告知借款人国家政策享受情况。” In translation, the notice says the corresponding subsidy is automatically deducted when monthly interest is collected, with borrowers notified by text message, app message, or another means.

How the subsidy is funded

The central government bears 90% of the subsidy cost and local governments 10%. Provincial-level authorities determine how the local share is allocated among levels of local government. These are funding shares for the policy; they are not additional amounts paid to borrowers.

Why the government says it introduced the measure

A government-published Q&A says the policy is intended to support rigid housing demand by coordinating fiscal and financial policy. It names migrant workers moving to cities, young graduates entering employment, and urban wage-earning households among the groups it aims to help. That is the government’s stated rationale, not evidence that the subsidy has already changed buying behavior. Read the Q&A published by the Suzhou Municipal People’s Government.

The Q&A also says the subsidy would be equivalent to about one-third of the then-current first-home commercial mortgage rate. It does not detail the underlying rate or calculation method, so the comparison should be understood as the government’s characterization rather than a borrower-specific estimate.

Did the subsidy boost National Day homebuying?

The policy began on the first day of the holiday, but timing alone cannot establish that it boosted purchases. The official notice and Q&A describe the program’s design and intent; they do not provide a National Day holiday transaction count, a comparison with an earlier holiday, city-level sales data, or a causal estimate of the subsidy’s effect.

Accordingly, the claim that the subsidy increased homebuying activity during the holiday is unverified on the basis of these official materials. Establishing an effect would require dated transaction data with a defined geography and measure, plus a meaningful comparison period that helps separate the subsidy’s influence from other factors.
