China Says It Restored U.S. Beef Access—What Meat Exporters Must Verify

China announced that it renewed expired listings for more than 400 U.S. beef facilities, but the announcement does not prove every plant is eligible or shipping. Here is how beef, pork, and poultry requirements differ and what exporters should verify.

China’s May 17, 2026 announcement that it renewed expired listings for more than 400 U.S. beef facilities reversed a major access setback—but it does not establish that every facility is now eligible or shipping. The latest reviewed bilateral update, dated September 25, 2026, confirms a new agricultural market-access working group but gives no current facility count and does not say all suspensions have been lifted. Exporters need to verify each establishment and product against current requirements before treating access as available.

Status reviewed through October 8, 2026. Facility registrations, suspensions, and animal-health restrictions can change.

What changed in China’s access for U.S. beef?

The change unfolded in two stages. The Office of the U.S. Trade Representative’s 2026 National Trade Estimate reported that China had not renewed more than 400 U.S. beef-facility registrations beginning in February 2025. At the time of that report, facilities responsible for the vast majority of U.S. beef exports were ineligible.

On May 17, 2026, the White House announced that China had renewed expired listings for more than 400 facilities and added new listings. It also said China would work with U.S. regulators to lift remaining facility suspensions. That announcement is evidence of a policy development, not an independent facility-by-facility audit or proof of shipments.

The White House’s September 25, 2026 fact sheet said the bilateral Board of Trade had launched an agricultural market-access working group. It did not provide a newer beef-registration count or confirm that every suspension had ended. The current practical answer is therefore: China has announced restored U.S. beef access, but the announcement alone cannot establish that a particular plant, product, or shipment is cleared.

How access differs by meat product

A beef-listing announcement does not establish poultry or pork eligibility. Establishment registration, suspensions, animal-health restrictions, processing rules, and certificates can differ by product.

Product What the reviewed sources establish What must be checked for a shipment
Beef The USTR’s 2026 report described more than 400 registrations not renewed since February 2025 and widespread ineligibility at the time. The White House announced renewal of expired listings for more than 400 facilities on May 17, 2026, plus new listings; it did not establish a current complete eligibility list or confirm that all suspensions were lifted. Confirm the establishment’s current China listing and whether any applicable suspension remains; check the product-specific FSIS export requirements and required documentation.
Pork The 2020 Phase One meat-and-cattle fact sheet included pork among the products covered by the agreement. The reviewed sources do not state a current China-eligible pork-establishment count or shipment status. Verify the relevant establishment listing, product requirements, animal-health restrictions, and export certificates. Do not infer current pork access from the beef announcement.
Poultry USDA says qualifying heat-treated poultry can be eligible regardless of production date if it meets FSIS processing requirements. Other poultry can be restricted by affected-area origin and by production, slaughter, processing, storage, or shipment dates. The USTR fact sheet’s figure of 349 U.S. poultry establishments refers to an initial Chinese list published in November 2019, not a current count. Check heat-treatment status and the applicable geographic and date restrictions, then verify the establishment and product requirements in current USDA materials.

What the Phase One agreement covered—and what it does not prove now

The United States and China signed the Phase One Economic and Trade Agreement on January 15, 2020. Its meat provisions addressed U.S. beef, pork, poultry, and live breeding cattle. The USTR meat-and-cattle fact sheet described commitments to broaden beef product scope, recognize the U.S. traceability system, and adopt internationally accepted maximum residue levels for specified veterinary drugs. USDA’s Foreign Agricultural Service characterized the agreement more broadly as addressing agricultural and seafood non-tariff barriers, including meat and poultry.

Those are descriptions of the agreement’s commitments and 2020 framing; they are not proof that every provision is fully implemented today. The official documents reviewed for this article do not establish that the original agreement is now approaching an expiration deadline. The phrase “nears end” should not be treated as a current, verified deadline for meat access.

How exporters can verify eligibility before shipping

  1. Start with the product. Use the FSIS China export library to identify current requirements for the exact meat product and shipment. Do not apply a beef update to pork or poultry.
  2. Check the establishment in China’s system. Independently verify the applicable facility registration in China’s CIFER system. A government announcement about renewals is not a substitute for confirming the specific establishment’s status.
  3. Check suspensions and animal-health conditions. Review relevant USDA/APHIS restrictions by region and date, along with any product-specific limitations. APHIS notes that other federal requirements can also apply, so its animal-health restriction page is not a complete export checklist.
  4. Confirm processing and certificates. For poultry, determine whether heat-treatment criteria apply and whether the product meets them. Confirm required export certificates: APHIS coordinates animal-health attestations, while FSIS and AMS also endorse or issue export certificates as applicable.
  5. Recheck close to shipment. Because facility listings and restrictions are volatile, confirm current requirements and eligibility for the shipment rather than relying on an older registration list or policy announcement.

Where to track trade and policy changes

For facility and product requirements, use the current FSIS China export library and USDA/APHIS materials, then verify establishment status through CIFER. For trade trends, USDA Economic Research Service’s livestock and meat trade data page, last updated October 7, 2026, links to monthly and annual partner-country data derived from official U.S. Census statistics. It covers beef, pork, poultry, and other livestock products; the page itself does not supply a single current China shipment figure.

The sources relevant to this status question are the USTR’s 2026 National Trade Estimate, the White House statements dated May 17 and September 25, 2026, the 2020 USTR Phase One meat-and-cattle fact sheet, and current USDA export and trade-data resources. None of the reviewed sources provides a complete facility-by-facility audit of current Chinese eligibility or confirms that every renewed facility has shipped.
