China’s government reported that four years of exploration identified more than 20 million tonnes of copper resources across the Qinghai-Xizang (Tibet) Plateau. That is a regional resource finding—not proof of one 20-million-tonne deposit ready to mine. It also does not put Chile’s near-term position as the world’s leading copper producer in immediate danger: Chile’s estimated 2025 mine output was nearly three times China’s, and a 2026 forecast still placed Chile first.
What did China actually report?
In January 2025, China’s State Council English-language service, citing the China Geological Survey, said exploration over four years had identified more than 20 million tonnes of copper resources on the Qinghai-Xizang Plateau. The report referred to multiple large resource areas, not one confirmed deposit or producing mine. It also cited an estimated 150 million tonnes of potential for the plateau’s broader resource base. Those figures are the Chinese report’s claims; the announcement is not a project-level technical report establishing mineable reserves or production plans. China State Council report, January 2025.
The same report said the plateau accounts for more than two-thirds of China’s copper resources and connected exploration to the security of China’s copper industry and supply chains. It also cited copper’s role in green energy. These are the report’s stated rationale and framing, not an independent assessment of how much new supply the discoveries will deliver.
Resources, reserves and production are different measures
The headline-sized number can sound like a stockpile ready to enter the market. It is not. A resource estimate describes copper identified or assessed in the ground; reserves are the portion judged economically recoverable under specified conditions; mine production is metal actually extracted during a period. A resource can be revised as exploration and evaluation progress, and it does not automatically become a reserve.

- More than 20 million tonnes: copper resources reported from exploration across the plateau.
- 150 million tonnes: estimated regional potential, not a reserve total or near-term supply forecast.
- Annual production: copper mined during a particular year; it cannot be directly compared with a multi-year regional resource figure as if that resource had been mined.
The US Geological Survey’s 2026 country tables estimate Chile’s 2025 mine production at 5.3 million tonnes and China’s at 1.8 million tonnes. The same tables report copper reserves of 180 million tonnes for Chile and 41 million tonnes for China. These national reserve estimates and annual production figures use different categories from the plateau exploration announcement; they do not validate or contradict its regional resource estimate. Does the discovery threaten Chile’s copper leadership?
Not on the evidence currently available. Chile’s estimated 2025 mine output of 5.3 million tonnes substantially exceeded China’s 1.8 million tonnes. In February 2026, Chile’s copper commission Cochilco projected Chile would produce 5.6 million tonnes in 2026 and account for about 24% of world copper production. Those are forecasts, not observed 2026 results; they nevertheless show that the outlook available at the time still had Chile in the lead. Cochilco, 2026 outlook.

The plateau findings could matter to China’s longer-term supply security if exploration leads to viable mines. But the January 2025 announcement gives no production start date for the newly reported areas and does not establish that they have cleared the technical, economic, environmental, permitting, financing, infrastructure or processing hurdles required for production. A large geological figure alone cannot tell us when, or whether, that copper will reach the market.
Existing plateau mining is a separate story
An issuer filing with the Hong Kong Stock Exchange provides context for an existing project, not proof that the newly reported exploration areas are already producing. The company attributed 25.61 million tonnes of retained copper resources to Julong Copper, including Julong and Zhibula, and reported 166,300 tonnes of mine-produced copper in 2024. It also said it planned 170,000 tonnes for 2025; that was a plan, not a reported actual result. Older geological work is another distinct category: a 2012 USGS assessment estimated a mean of 145 million tonnes of copper resources in undiscovered porphyry deposits across its Tibetan Plateau permissive tracts. That is a probabilistic assessment of undiscovered deposits, not a confirmation of the 2025 exploration finding or a current reserve total. The Chinese report describes the plateau’s environment as fragile and says resource development must be balanced with ecological protection. Dorje, identified in the report as an academician of the Chinese Academy of Engineering, said: “Environmental protection is the most important. Mining activities must have near-zero emissions, no pollution, and minimal ecological disturbance. Development must follow green mining principles, and after the resources are exploited, the environment must be scientifically and reasonably restored, reclaimed and re-greened.” This is a stated standard and aspiration, not evidence that existing or future mines meet it. The same report quoted Tang Juxing, also identified as an academician of the Chinese Academy of Engineering: “Copper plays a vital role in green energy, including solar and wind power.” The demand case for copper does not remove the need to assess the environmental effects and approvals of individual projects.
