On April 24, 2025, China’s Ministry of Commerce said no U.S.-China economic and trade negotiations had taken place and rejected reports of progress. The ministry urged Washington to lift unilateral tariffs as a way to resolve the dispute through equal dialogue. That was China’s public position—not evidence that both governments had agreed tariff cuts were a formal precondition for talks.

The episode is no longer the latest account of the talks: Chinese official releases in September 2026 described continued consultations and a reciprocal tariff-reduction arrangement valued at US$30 billion from each side.

What did China say about Trump’s offer?

At a regular press conference on April 24, 2025, Ministry of Commerce spokesperson He Yadong said there had been no economic and trade negotiations between China and the United States. He called claims of progress groundless.

He also said China remained open to consultation on an equal basis, while calling on the United States to lift its unilateral tariffs. In the ministry’s account, that was China’s proposed way to address the dispute; it does not establish that the United States accepted tariff removal as a condition for negotiations. Why did China call for tariffs to be lifted?

China’s stated position was that the United States should remove unilateral tariffs and address differences through dialogue based on equality. He Yadong put it this way: “If the U.S. side truly wants to solve the issue, it should face up to the rational voices from the international community and from within the U.S., lift all unilateral tariffs on China, and find ways to address differences through dialogue based on equality.”

The quote records what a Chinese government spokesperson said at that press conference. It is not proof of a jointly negotiated condition or of the U.S. response.

What happened after the April 2025 dispute?

Later Chinese official updates reported consultations and a reciprocal tariff-reduction arrangement. Those developments should be distinguished from the April 2025 statement: the first was a public position from China’s commerce ministry, while the later reports described consultations and an arrangement between the two sides.

What does the US$30 billion figure mean?

The figure refers to the reciprocal tariff-reduction arrangement as described by China’s Ministry of Commerce in September 2026 and also by its Foreign Ministry on September 26. It is not a measure of the April 2025 dispute or of tariffs lifted at that earlier point.

Did China reject trade talks?

On April 24, 2025, China’s commerce ministry denied that negotiations had taken place and rejected reports of progress. Its call to lift unilateral tariffs expressed China’s position at that time. Subsequent Chinese official accounts in September 2026 reported consultations and a reciprocal arrangement, so the April statement should be read as a dated episode rather than the current status of talks.
