China and South Korea agreed to strengthen dialogue on semiconductor supply chains, according to China’s account of a bilateral meeting in Detroit on May 25–26, 2023. The announcement was a diplomatic commitment to keep talking—not a semiconductor treaty, technology-sharing pact, supply guarantee, or change to export controls. On the sidelines of the 2023 APEC Ministers Responsible for Trade Meeting in Detroit, China’s Commerce Minister Wang Wentao met South Korea’s trade minister for trade affairs, Ahn Duk-geun. The bilateral discussion covered trade and investment, industrial and supply-chain stability, and regional and multilateral economic cooperation. China’s government said the two sides would strengthen dialogue and cooperation involving the semiconductor industrial chain and supply chain. China’s official account of the meeting describes a side meeting, not a semiconductor-specific APEC session or an agreement adopted by APEC members.

The difference matters: China foregrounded chip supply chains, while Seoul’s public description focused on wider commercial concerns. The public accounts therefore support saying that China announced a commitment to strengthen semiconductor dialogue; they do not establish that both governments publicly described the meeting in identical terms.
What “semiconductor supply-chain cooperation” could mean
The phrase “industrial chain” can cover many stages and inputs: chip design and manufacturing, memory and foundry production, materials and chemicals, equipment, packaging and testing, logistics, and downstream electronics. But the announcement did not name a segment, company, product, or project. It is not possible to infer that the discussion applied equally to advanced logic chips, memory, mature-node production, equipment, or materials.

In practical terms, closer official dialogue could help governments communicate during disruptions, discuss material and component availability, address business concerns, or reduce misunderstandings. Those are plausible purposes of supply-chain discussions, not measures the officials publicly said they had implemented.
Why the talks mattered in May 2023
The meeting took place amid intensifying U.S.–China semiconductor tensions. Washington had imposed restrictions intended to limit China’s access to advanced chip technologies and manufacturing capabilities; China had also announced a cybersecurity review involving Micron. Reuters placed the talks in that context and noted South Korea’s competing economic and technology ties.

South Korea had a commercial reason to preserve stable relations with China. Reuters, citing South Korean trade-ministry data at the time, reported that roughly 40% of South Korea’s chip exports went to China. At the same time, major Korean chipmakers Samsung Electronics and SK Hynix relied on U.S. technology and equipment. That left Seoul navigating the importance of the Chinese market while remaining connected to a U.S.-linked technology ecosystem. The export share is a figure reported for the period, not a current measure.
This backdrop makes supply-chain dialogue economically understandable, but it does not show that South Korea joined China in opposing U.S. controls. The available public accounts describe communication and commercial issues; they do not announce a common strategy against Washington.

What the officials did not announce
The public accounts do not identify a binding semiconductor agreement or concrete implementation plan. In particular, they do not report:
- a treaty, formal semiconductor alliance, or new memorandum of understanding;
- a joint chip plant, fund, named project, or company-level deal involving Samsung or SK Hynix;
- technology transfer, shared manufacturing recipes, intellectual property, or design data;
- guaranteed supplies of chips, materials, equipment, or other goods;
- a mechanism to bypass U.S. restrictions, or any change to export-control rules;
- a timetable, new working group, or specific follow-up measure.
South Korea’s request for stable raw-material supplies should not be mistaken for a Chinese guarantee. Nor does a commitment to discuss supply-chain stability mean exports or production will rise immediately.

What the meeting signaled—and what it did not resolve
The meeting signaled that both governments had reason to keep economic channels open while semiconductor trade and technology faced geopolitical pressure. For South Korea, dialogue with China could help address market access, raw-material concerns, and the operating conditions of Korean firms. For China, closer communication with an important chip-trading partner could support its broader interest in stable supply chains. Those are reasonable interpretations of the meeting’s context, not stated evidence of a shared geopolitical plan.
Nothing in the public accounts indicates that the meeting resolved wider trade tensions, changed either country’s technology relationships, or announced measures involving Taiwan or Taiwan Semiconductor Manufacturing Company. It was a bilateral diplomatic exchange alongside an APEC ministerial, not an APEC-wide endorsement.
