The House approved H.R. 7024, the Tax Relief for American Families and Workers Act of 2024, on January 31, but a Senate procedural effort to advance the package was blocked on August 1. The often-cited 16 million children were potential beneficiaries under the proposal, not children who received a newly expanded credit.
What did the 2024 Child Tax Credit proposal promise?
H.R. 7024 was a broad tax package, not a standalone Child Tax Credit bill. The Congressional Budget Office’s summary describes proposed changes to the credit alongside business tax provisions, including deductions and interest deductibility, and changes to the Employee Retention Tax Credit. The Child Tax Credit provisions were intended to increase refunds for some families and widen eligibility for the refundable portion. The Senate Finance Committee’s January framework described a phased increase in the refundable amount for tax years 2023, 2024 and 2025, a change to the phase-in formula intended to treat families with multiple children more fairly, and an option in specified circumstances to use prior-year income for 2024 or 2025. It also proposed adjusting the credit for inflation beginning in 2024. These were proposed terms, not rules that took effect through this bill. The committee’s January framework describes them.
What did “16 million children” mean?
A July 31 Senate Finance Committee fact sheet said the bill would raise the cap for low-income families so they could qualify for the full $2,000 credit, and estimated that 16 million children in low-income families could benefit. That was the committee’s projection about the proposal’s potential reach—not a count of children who received an expanded credit. The committee fact sheet gives the estimate.

The White House’s 2024 Statement of Administration Policy projected that 500,000 children would be lifted out of poverty when the proposal was fully in effect. This, too, was an estimate of a possible effect if the bill became law, not a measured outcome. The White House statement gives the projection.
What happened to the bill in 2024?
- January 16: Senate Finance Chairman Ron Wyden and House Ways and Means Chairman Jason Smith announced a negotiated tax framework that included an enhanced Child Tax Credit. The Senate Finance Committee announcement described the framework.
- January 31: The House passed H.R. 7024 by a vote of 357–70, according to the Senate Finance Committee’s later fact sheet. The committee’s July 31 fact sheet records the vote.
- August 1: The White House urged the Senate to pass the measure, but Senator Tim Kaine said that day that a procedural measure to advance it had been blocked. The White House statement and Kaine’s statement document the day’s positions and outcome.
The Senate setback meant the package did not pass in 2024. The House vote did not enact the proposed credit changes, and the projected beneficiaries did not receive an expansion under H.R. 7024. This answers the question about this specific proposal; it does not describe every later change to federal tax law.

How was the proposal different from the credit rules then in place?
The committee’s framework would have changed how much of the credit some lower-income families could receive as a refund, how the refundable amount phased in for families with multiple children, and—under specified conditions—which year’s income could be used for 2024 or 2025. It also proposed inflation adjustments. Because the bill did not pass, these provisions did not become law through H.R. 7024. There are no two enacted versions of this bill to compare.
