Chevron, Tesla and Oracle all moved their corporate headquarters from California to Texas—but not in a single wave by 2025. Oracle moved to Austin in 2020, Tesla moved to Austin in 2021, and Chevron announced its move from San Ramon to Houston on August 2, 2024. Their relocations do not, by themselves, show that the companies ended their California operations or that high costs and regulation were the sole reasons for each decision.
When and where did the three companies move?

The timeline matters: Oracle’s move was years before 2025, while Chevron’s 2024 announcement was the most recent of these three. Calling them a new 2025 departure wave blurs distinct decisions made at different times.
Did high costs and regulations cause the moves?
Costs and regulation are commonly cited in discussions of why companies leave California, but the available evidence does not establish them as the sole cause of any of these three relocations. The Public Policy Institute of California discusses possible drivers alongside factors that make California attractive to businesses, including an educated workforce, innovation, climate and quality-of-life amenities.
Chevron
Chevron said it would move its headquarters to Houston. Contemporaneous reporting described CEO Mike Wirth’s rationale as bringing the company closer to the center of its industry. The location records establish that Tesla and Oracle moved their headquarters to Austin, but the sources cited here do not provide a complete, company-specific account proving that California taxes or regulations caused either move. It is more accurate to distinguish the documented destination and timing from broader explanations about business costs.

No. A headquarters address, a company’s workforce and its full operating footprint are different measures. A relocation can affect headquarters jobs without meaning that a company has shut down every California office or eliminated its other in-state work.

PPIC’s analysis says headquarters departures mostly affect headquarters jobs; companies generally retain California branches and jobs, and non-headquarters employment does not generally shrink relative to firms that keep their headquarters in the state. Separately, California announced in 2023 that Tesla would establish a global engineering and AI headquarters in California, a reminder that a corporate headquarters move does not rule out other substantial California activity. What the examples do—and do not—show
- They show: Three major companies changed their corporate headquarters from California to Texas between 2020 and 2024.
- They do not show: That the three moves formed one 2025 exodus, that all California operations stopped, or that one factor explains every company’s decision.
- For context: CalMatters cautions that corporate-exit narratives can oversimplify both the significance of a headquarters move and the reasons behind it.
