Checking Accounts With No ATM Fees: What April 2026 Terms Actually Cover

“No ATM fees” can mean network access, a bank-fee waiver, or surcharge reimbursement. Compare the limits, locations, and eligibility rules before choosing a checking account.

There is no single meaning of “no ATM fees.” Some checking accounts let you avoid fees by using a specified ATM network; others waive the bank’s own out-of-network withdrawal fee, reimburse an ATM operator’s surcharge, or combine those benefits. The best fit depends on where you withdraw cash, how often you use out-of-network ATMs, and the account’s limits and eligibility rules.

The examples below illustrate different benefit structures, not a complete or ranked list of the best accounts. Salem Five’s figures come from a fee schedule effective April 1, 2026. The Capital One and Wells Fargo terms were on their official pages accessed October 8, 2026, and are not confirmed April 2026 terms.

What “no ATM fees” can mean

An ATM withdrawal can involve two separate charges: a fee imposed by your bank for using an out-of-network ATM, and a surcharge imposed by the ATM owner or operator. A checking account may waive one without covering the other. A fee-free network can help you avoid charges at participating machines, but it does not necessarily make every withdrawal free.

  • Fee-free network access: You avoid fees under the account and network terms when you use a participating ATM. An ATM outside the network may still charge a surcharge.
  • Bank-fee waiver: The bank does not charge its own out-of-network withdrawal fee. The ATM operator may still charge you.
  • Operator-fee reimbursement: The bank refunds some or all of an ATM owner’s surcharge, subject to the account’s rules and limits.
  • Combined benefit: An account may waive its own fee and reimburse operator fees, but check the reimbursement cap, transaction count, locations, and fee period.

“Free checking” does not guarantee fee-free ATM use. The CFPB notes that an account described as “free” or “no cost” may still have ATM fees and other charges (CFPB guidance, last modified September 4, 2024).

How the account examples differ

Account ATM benefit described by the source Key limit or qualification
Capital One 360 Checking Fee-free access at Allpoint, MoneyPass, and Capital One-branded ATMs. Owners of out-of-network ATMs may charge a fee. Wells Fargo Premier Checking Reimburses all non-Wells Fargo ATM operator fees under the stated terms. Where an operator fee is not conveyed to Wells Fargo, the stated reimbursement is $4 per withdrawal. See Wells Fargo’s current Premier Checking benefits.
Salem Five Open Rewards Prime No ATM operator surcharge reimbursement. From Salem Five’s fee schedule effective April 1, 2026; reward terms depend on account and balance conditions.

Salem Five is a localized bank example, not a nationwide recommendation. Its April 1 schedule is available in the bank’s consumer fee schedule. The Capital One and Wells Fargo pages reflect terms accessed October 8, 2026; they do not establish what those accounts offered in April 2026.

Choose by where and how you use ATMs

If you usually withdraw cash near home

Start by checking whether the account’s fee-free network has machines where you live, work, and regularly travel. If its participating ATMs are convenient, network access may be simpler than relying on reimbursements. Confirm the specific ATM is in-network before making a withdrawal; a nearby machine can still be outside the network.

If you often use whatever ATM is available

Focus on reimbursement terms: how many operator fees are covered, whether there is a dollar cap, when the fee period resets, and whether international withdrawals qualify. A limited reimbursement can leave you paying the surcharge after you reach the cap. A bank-fee waiver alone does not cover an ATM operator’s charge.

If you withdraw cash abroad

Check whether the benefit applies internationally and whether the account has separate foreign transaction or currency-conversion costs. Wells Fargo Prime’s stated operator-fee reimbursement includes one international fee per fee period; that does not by itself establish that every cost associated with a foreign withdrawal is covered.

Compare the benefit with account requirements

Review any required balance, account tier, linked relationship, direct deposit, maintenance charge, or other eligibility condition. For a useful comparison, estimate your usual monthly out-of-network withdrawals and surcharges, then weigh that amount against reimbursement limits and any balance or account requirements. A reimbursement benefit is valuable only if you qualify for it and its limits fit your use.

Verify the fee rules before opening or withdrawing

  1. Read the account agreement and current fee schedule. Find the bank’s own out-of-network ATM fee, any operator-fee reimbursement, and the conditions for receiving it. The OCC advises consumers to review the account agreement and current fee schedule for account-specific policies (HelpWithMyBank.gov guidance, last reviewed April 2021).
  2. Check the network or reimbursement details. Confirm participating ATM brands and locations, the reimbursement amount or count, the fee period, and whether domestic and international withdrawals are treated differently.
  3. Look for separate charges. Distinguish the bank’s fee from the ATM owner’s surcharge, and check for any foreign transaction or currency-conversion cost if relevant.
  4. Confirm terms with the bank before relying on them. Product terms change, and an older fee schedule or account page may not reflect the current offer.

Regulation E requires financial institutions to disclose their own electronic-fund-transfer fees and notify consumers that ATM operators or networks may impose fees. That disclosure distinction is why a bank’s “no fee” claim should be read alongside the ATM operator’s terms (Regulation E, 12 CFR § 1005.7).
