Neither checking nor savings accounts have one universal fee profile. A checking account may charge a monthly service fee, ATM fees, or overdraft-related charges; a savings account may charge a monthly fee, impose a minimum-balance requirement, or assess charges for certain withdrawals or transfers. The amount and waiver rules depend on the specific institution and account. Compare each account’s current disclosures and fee schedule—not just its “free” label—against the way you expect to use it.
Why fees differ between checking and savings accounts
Checking accounts are generally designed for frequent transactions and ready access to money. Savings accounts are generally used to hold funds and earn interest, and their terms may restrict or charge for some withdrawals and transfers. Those broad purposes can help you anticipate which terms to examine, but they do not determine what an account costs. An institution sets the fees, thresholds, activity rules, and waiver conditions for each account.

That means there is no reliable rule that checking is always more expensive, savings is always cheaper, or a particular account type is free of fees. One checking account may waive a monthly fee if you meet a stated condition, while another does not charge that fee in the first place. A savings account may have no monthly charge but still have a minimum-balance rule or a charge for activity outside its terms.
Government consumer guidance explains common fees and disclosure requirements; it is not a live survey of every bank’s or credit union’s prices. Account rates, fees, and conditions can change. Before opening an account—or deciding whether to keep or switch one—get the current account disclosure and fee schedule for that exact account.

Start with the monthly maintenance fee
A monthly maintenance or service fee can apply to either account type. The Consumer Financial Protection Bureau (CFPB), in consumer guidance reviewed September 13, 2024, explains that banks and credit unions may waive such a fee when a customer meets requirements such as keeping a minimum amount in the account or arranging direct deposit. The relevant question is not simply whether a fee is listed: find out how much it is, how often it is charged, and what you must do to avoid it.
For every account you are considering, record the fee and its waiver terms. If avoiding the fee depends on a balance, check how the institution measures that balance: the required amount might need to be maintained continuously, measured on a particular date, or calculated in another stated way. If the condition involves direct deposit or account activity, confirm what qualifies and whether you can meet it consistently. Do not count on a waiver unless the written terms and your normal banking habits support it.
Also check whether the fee is conditional or whether the account has no monthly maintenance fee under its stated terms. A waived fee is different from a fee that is not charged, and both are different from a marketing description that leaves other charges untouched.

Keep three different minimums separate
An account can have more than one balance threshold. Do not assume the amount needed to open it is the same as the amount needed to avoid a fee or earn interest. Compare these figures separately for each account:

- Opening deposit: the amount required to open the account, if any.
- Fee-avoidance balance: the balance, if any, needed to avoid a maintenance charge or another balance-related fee.
- Yield-eligibility balance: the balance, if any, required to earn the disclosed interest rate or annual percentage yield (APY), or to qualify for a particular rate tier.
These figures may be different, and the institution may use different methods or measurement periods to calculate them. For example, the terms might refer to a daily balance, an average balance, or a balance on a specified date; use the account’s disclosure rather than assuming how the calculation works.
Regulation DD requires applicable account disclosures to explain minimum-balance terms, including how the balance is determined, as well as fees and the conditions under which they may be imposed. The CFPB’s text at 12 CFR § 1030.4(b)(4) says the disclosure must include “The amount of any fee that may be imposed in connection with the account (or an explanation of how the fee will be determined) and the conditions under which the fee may be imposed.” Read those terms in the account materials when a threshold is unclear.
Check savings withdrawal and transfer rules
Savings-account activity rules are account-specific. A savings account may charge for exceeding a stated withdrawal or transfer limit, for making a withdrawal above a stated amount, or for falling below a minimum balance. The limit, the activity it covers, and any charge depend on the account’s terms; do not assume one account’s rule applies to all savings accounts.

Establish which transactions count, whether the terms use a number limit or a dollar threshold, and how the institution treats an excess transaction. If you expect to move money often, check whether the account’s rules fit that pattern. If you expect to leave funds largely untouched, the same activity terms may matter less—but a balance requirement could still affect your costs or yield.

Do not rely on a general description of savings accounts to determine current transaction limits. The account’s own disclosure and fee schedule are the relevant sources for its rules.
Review ATM, overdraft, NSF, and linked-account charges
A monthly fee is only one part of an account’s cost. Review the complete fee schedule for ATM charges, overdraft terms, non-sufficient-funds (NSF) charges, and service fees. The Federal Deposit Insurance Corporation (FDIC) identifies ATM charges as a common account fee and advises consumers to consult the account disclosure and fee schedule. Check whether charges differ for in-network and out-of-network ATMs and whether reimbursement is available only under particular conditions.
For overdraft and NSF terms, identify which transactions can trigger a charge and what happens when the available balance is insufficient. If debit-card or ATM overdraft coverage is relevant to you, check whether it is optional and whether you have opted in. Whether coverage is useful depends on your priorities: it may affect how a transaction is handled, but it can also carry costs under the account’s terms. Do not assume that all transaction types receive the same treatment.

If you are comparing overdraft options, consider the terms for opting out of debit/ATM overdraft coverage, linking a savings account, or using a credit line where one is offered. A transfer from linked savings may itself carry a fee. Compare that transfer charge with the applicable overdraft costs, and check how much the linked account can transfer and under what conditions. A link between accounts does not automatically mean transfers are free.

“Free” or “no cost” does not necessarily mean that every possible service or transaction is free. An account described that way may still carry certain charges, even where specified maintenance and activity fees are restricted for accounts using those descriptions. Read the account’s definition and full schedule instead of treating the label as a promise that no fee can ever apply.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Compare interest checking by net value, not the advertised yield alone
Interest-bearing checking can be worth considering if you keep funds in the account, but the yield alone does not establish that it is a better deal. The account may have fees, a larger balance requirement, or conditions for earning its advertised rate. Compare its current APY and rate terms with its maintenance fee, waiver requirements, and any balance rules. Then consider how much interest you are likely to earn under your expected balance and whether fees or unmet conditions could offset it.
For any account that pays interest, look for whether the rate is variable, whether different balance tiers receive different rates, and what balance is required to qualify. Use the rate and conditions in the current disclosure; advertised rates can change and may apply only when stated eligibility rules are met. Compare likely net interest after fees rather than comparing headline APYs in isolation.
Checking and savings serve different access needs, so interest should be one part of the choice. If you need frequent transactions, a high yield may not compensate for conditions you cannot reliably meet. If the money can remain in savings, consider the savings account’s access rules and fees alongside its yield. The better fit depends on your actual use and the written terms, not the account label.

Use the same checklist for every account
Put the accounts side by side and fill in the same information for each one. If a term is unclear or not included in the materials you have, ask the institution for the applicable disclosure rather than treating the missing detail as a favorable term.
- Monthly maintenance: Record the amount, charging frequency, and whether the fee is waived or not charged under the account’s terms.
- Waiver conditions: Note balance-measurement rules, direct-deposit requirements, activity conditions, and any relationship requirements.
- Minimums: List the opening deposit, fee-avoidance balance, and yield-eligibility balance separately. Record how and when each is measured.
- ATM and cash access: Compare in-network and out-of-network charges and any conditions for ATM-fee reimbursement.
- Overdraft and NSF: Identify which transaction types can trigger charges, whether debit/ATM coverage is optional, and what the account terms say about insufficient funds.
- Linked-account transfers: Check whether linking savings has a transfer charge and what transactions or limits apply.
- Savings activity: Record any withdrawal or transfer limits, dollar thresholds, and fees for exceeding the account’s rules.
- Other services: Check charges for services you actually use, such as paper statements, checks, stop payments, or returned items, where listed.
- Interest: Record the current APY and rate, whether the rate is variable, any balance tiers, and the conditions for earning it.
Regulation DD’s disclosure categories include maintenance, opening and closing, deposits and withdrawals, and special-service fees. That makes the full fee schedule more useful than a single headline claim. A fee for a service you never use may be less important to your decision than a waiver condition you are unlikely to satisfy, but it is still worth knowing what the account terms provide.
Match account terms to how you bank
Once you have filled in the checklist, compare the accounts against your expected use rather than trying to name a universal winner. These questions help turn the fee schedule into a practical decision:
- How often will you transact? Frequent payments, cash withdrawals, or transfers make transaction rules and access charges more relevant. Money you expect to leave in place may put more emphasis on balance requirements and yield.
- Can you meet the waiver conditions reliably? A fee waiver based on a balance or direct deposit helps only if you can meet the stated terms consistently without making the account inconvenient to manage.
- How much access do you need? Consider whether ATM access, frequent transfers, or the savings account’s activity terms fit your routine.
- How exposed are you to overdrafts? If low balances or variable cash flow make overdrafts a concern, examine coverage choices, linked-transfer terms, and the charges that could apply.
- What is the likely net interest? Compare the interest you expect to earn with fees and the conditions required to earn it, using a realistic balance rather than the most favorable advertised scenario.
A fee-free account that does not fit your access needs may be less useful than an account with a charge you can predict and avoid. Conversely, a waiver that depends on a balance you cannot maintain may make a nominally low-fee account costly in practice. The comparison is account-level: weigh the terms you are likely to encounter, not an assumed difference between checking and savings as categories.
Where to verify terms and what to do when they change
Ask for the current disclosure and fee schedule for the exact account name and type you are considering. If you already have an account, use the materials for your existing account rather than a general product page for another version. Confirm any point that affects your decision—especially a balance calculation, waiver condition, savings activity limit, or overdraft-related charge—with the institution.
For accounts already open, keep the latest written notices and compare them with the terms you relied on. The CFPB says monthly maintenance or service fees and waiver requirements should be disclosed when you open an account, and changes after opening require written notice. If a charge appears that you do not recognize, check the current notice, disclosure, and fee schedule to identify the condition that applied. If the explanation remains unclear, contact the institution and ask it to identify the relevant term and how it calculated the charge.
The CFPB’s consumer guidance was reviewed September 13, 2024; the FDIC overview cited for common account charges is dated December 2021. Those sources explain consumer protections and common fee categories, not current prices for every institution. Because prices, rates, thresholds, and activity rules are institution-specific and can change, rely on current account documents for a present-day comparison.
