CGI’s UK AI Leader Says His Job Title May Not Last

CGI UK AI head Russell Goodenough sees his specialist title as temporary—but not the work of governing AI. The company’s experience shows why broader adoption still requires clear accountability.

Russell Goodenough, CGI’s UK head of AI, expects the specialist role to become less necessary as artificial intelligence becomes part of ordinary work. His analogy: companies do not generally need a permanent “head of the internet.” That is a forecast about where AI responsibility may sit—not an announcement that CGI is eliminating his position, or that AI governance and expertise will no longer matter.

What Goodenough means by a disappearing AI title

In a February 3, 2026 interview with Computer Weekly, Goodenough described his title as potentially temporary. The idea is that AI could become an embedded organisational capability, like internet access, rather than a novelty managed by one specialist executive.

Three different things can be confused in that prediction:

  • The title: an organisation may no longer need one executive whose remit is simply “AI.”
  • The work: selecting systems, managing data and model risks, setting rules, training staff, and evaluating results still has to happen.
  • Accountability: responsibility may be shared among technology, operations, security, legal, risk, HR, and business teams, but it should not become ownerless.

Goodenough was expressing a view about how the role could evolve, not announcing a dated CGI restructuring plan. Other commentary reflects both sides of the debate: CIO has considered how AI leadership could become part of normal enterprise capabilities, while Computer Weekly has also described continuing demand for chief AI officers.

Why a central AI leader still matters during the transition

Making AI routine takes coordination before it can be distributed. A central leader can help choose platforms, negotiate with vendors, set acceptable-use expectations, train employees, identify useful applications, and share lessons across teams. Without coordination, departments may duplicate spending, adopt inconsistent safeguards, or use unapproved tools.

CGI’s reported approach combines regional platform relationships with shared learning: the UK leads its OpenAI relationship, APAC works with Google Gemini, and Canada works with Anthropic Claude. Those arrangements were described in the interview and could change over time. The account does not detail how CGI assigns ownership for vendor risk, cross-border data, incident reporting, or model evaluation across those arrangements.

Goodenough’s work also spans internal adoption, CGI’s relationship with OpenAI, use of AI in CGI operations, and applying AI to client services. What CGI reported about employee access and use

According to the February 2026 interview, CGI was giving approximately 9,000 UK employees access to ChatGPT Enterprise. The company had started with 250 licences about 18 months earlier; the interview did not provide an exact start date. CGI was also evaluating Microsoft 365 Copilot.

Goodenough reported just under 18,000 ChatGPT users worldwide, including about 8,000 in the UK, within a global workforce of approximately 92,000. These are company-reported usage figures, not independently audited measures. Access is not the same as regular use, safe use, or measurable business value.

The interview described use across operations, project and service management, finance, commercial work, HR, and software development. Examples included coding assistance, rapid prototyping, automated testing, and work in discrete agentic workflows. CGI also used internal enthusiasts, advocates, and change agents to encourage adoption.

What “agentic” means—and what is not established

A chatbot typically responds to a prompt. An agentic workflow can connect several steps toward a goal, potentially using tools, data, or business systems. That can make a workflow more capable, but it also raises the stakes: systems that can take actions need suitable permissions, monitoring, escalation paths, and human oversight.

The interview says CGI was moving further into agentic use and describes gains in some workflows. It does not specify an architecture, the agents’ permissions, or broad autonomous deployment in production systems.

How to interpret CGI’s productivity claims

Goodenough said automated testing was producing a five-times productivity improvement in some teams. He also described larger gains in some front-end prototyping cases and said developers had moved from saving around an hour a week to reporting that they were completing work five times faster.

These are internal reports attributed to Goodenough, not controlled-study results. The interview does not specify the task baseline, number of people, measurement period, or whether the figures capture elapsed time, accepted output, or individual perception. It also does not establish how quality, review effort, defects, or rework were counted. Treat the numbers as examples of potential in selected workflows, not a general forecast for software teams or other jobs.

For companies assessing similar claims, a useful measurement should include the full work cycle—not just how quickly a first draft appears:

  • Define the task and a before-and-after baseline.
  • Record output volume alongside error rates, review time, and rework.
  • Include user experience, customer impact, and security incidents where relevant.
  • Check whether results persist after the initial learning period.

Does CGI say AI is replacing jobs?

Goodenough said CGI was using gains to increase throughput and grow the business rather than immediately reduce headcount. He also said that, “at the moment,” nobody was losing a job as a result of the programme. That is a time-bounded account from one executive, not a permanent no-layoffs guarantee or proof that future staffing needs will not change.

Higher productivity can have several outcomes: more work completed by current staff, expanded demand for services, changes to project economics, or shifts in hiring and job design. Some routine tasks may shrink while demand grows for people who can review AI output, apply domain knowledge, manage systems, and remain accountable for decisions. CGI’s account supports the narrower conclusion that the company was framing its current programme around productivity and growth—not a broad claim that AI will either eliminate jobs or never affect them.

Why the public-sector ambition raises the stakes

Goodenough said CGI works largely in critical national infrastructure and wants to apply AI to problems involving policing, justice, and health. He contrasted that ambition with attention and resources spent on harmful or frivolous generated imagery while public-service backlogs persist.

That is a stated priority, not evidence that particular deployments have cleared the difficult questions in high-consequence settings. AI used in healthcare, justice, policing, or infrastructure can affect people’s rights, safety, and access to services. Responsible deployment calls for human review, audit trails, safeguards against bias, data protection, clear procurement accountability, incident response, resilience, and the ability to override or suspend a system.

What companies can take from CGI’s approach

The practical lesson is not that every business should copy CGI’s platform choices or workforce rollout. It is that adoption needs both broad participation and clear control. Companies can use a central team to establish common rules and infrastructure while giving business units room to identify problems AI can actually help solve.

  • Give functions use cases tied to their workflows rather than treating AI as a developer-only tool.
  • Use trained local champions to support adoption, while keeping governance and escalation routes clear.
  • Separate experimentation from production use, especially where systems can affect customers or take actions.
  • Measure quality and risk alongside speed and throughput.
  • Share successful experiments across teams, but check that they transfer to different contexts.
  • Keep human accountability for consequential decisions and define who owns a system after launch.
  • Plan for specialist AI responsibilities to migrate into durable functions such as technology, operations, security, legal, risk, and business leadership.

Giving staff access to a tool is only the beginning. Sustainable value depends on whether people use it appropriately, whether the work improves, and whether the organisation can govern what happens when AI is wrong.

When the AI leader’s job is truly done

If Goodenough’s prediction comes to pass, the AI title would disappear because its responsibilities had become part of the operating model—not because AI stopped requiring expertise or oversight. The transition is successful only if ownership becomes broader without becoming vague. For now, the competing pressures remain real: AI may become ordinary infrastructure, while fast-changing systems and high-impact uses continue to demand identifiable leadership.
