Centre Trying to Protect SEBI Chief to Save ‘Bigger Players’, Alleges Congress

Congress’s allegation that the Centre was shielding SEBI chief Madhabi Puri Buch followed her absence from a PAC meeting. The underlying claims and alleged conspiracy remain unverified in Scroll’s account.

Congress accused the Centre of trying to shield Securities and Exchange Board of India (SEBI) chair Madhabi Puri Buch from accountability after she missed a parliamentary committee meeting where she was expected to answer questions about conflict-of-interest allegations. The accusation was made by Congress leaders; Scroll’s report did not establish that the Centre protected Buch or that a conspiracy existed.

What prompted Congress’s accusation?

Scroll reported on October 27, 2024, that Congress made the accusation the previous day, two days after Buch did not attend a Public Accounts Committee (PAC) meeting. According to the report, the PAC meeting was expected to address conflict-of-interest allegations made against her in August in connection with alleged financial misconduct by the Adani Group.

Buch cited personal exigencies as the reason for her absence, Scroll reported. Her absence was the immediate trigger for Congress’s claims about protection and accountability.

What did Congress allege?

Pawan Khera’s claim

Congress media and publicity chief Pawan Khera questioned why Buch was “reluctant to answer questions” before the PAC. He asked: “Who is behind the plan to protect her from being answerable to the PAC?” Khera alleged that a conspiracy could put the savings of small and medium investors at risk and benefit Gautam Adani. These were his allegations, as reported by Scroll, not verified findings.

Rahul Gandhi’s claim

Scroll also reported that Rahul Gandhi said Congress would disclose information about an alleged syndicate seeking to protect Buch from answering PAC questions. He called for her resignation as SEBI chief and an investigation into alleged irregularities related to Adani. The report did not establish that the alleged syndicate existed.

What were the underlying allegations, and how did the Buchs respond?

Scroll said Hindenburg Research alleged in August that Madhabi and Dhaval Buch held undisclosed stakes in offshore entities connected to alleged Adani stock-price manipulation and money laundering. The Buchs denied the allegations, according to Scroll. The report describes claims and denials; it does not independently establish that the alleged conduct occurred.

What is established—and what is not?

  • Reported procedural facts: Buch missed the PAC meeting, and she cited personal exigencies, according to Scroll.
