Cebu Pacific’s Airbus deal is for up to 152 A320neo Family aircraft, but only 70 are firm orders. The other 82 are early options and purchase rights. The often-quoted US$24 billion is a list-price valuation for all 152 potential aircraft—not a disclosed price Cebu Pacific agreed to pay.
What Cebu Pacific agreed to buy
The deal developed in two stages. On July 2, 2024, Cebu Pacific announced a binding memorandum of understanding (MoU) with Airbus for up to 152 A320neo Family aircraft. The original announcement described up to 102 A321neo firm orders and purchase rights for 50 A320neo Family aircraft. Cebu Pacific also selected Pratt & Whitney GTF engines for the aircraft. The Philippine Stock Exchange filing and a contemporaneous Philippine Information Agency report describe that announcement.
On October 2, 2024, Cebu Pacific announced a subsequent purchase agreement. The later documents give the more useful current breakdown: 70 firm aircraft, plus 82 early options and purchase rights, for a potential total of 152. The October filing gives a minimum commitment of 70 aircraft, and the airline’s 2024 annual report specifies the 70 firm orders and 82 options and purchase rights. The October filing and the 2024 annual report document the later structure.

The two descriptions refer to different stages and should not be merged into a claim that all 152 aircraft are firm orders. The annual report says the agreement includes early delivery slots, purchase rights, and conversion and deferral rights, giving the airline ways to adjust fleet plans to demand.

What the “$24 billion” figure means
Cebu Pacific and the filing described the approximately US$24 billion (PHP 1.4 trillion) figure as based on list prices for the full potential 152-aircraft order. It is not a disclosed negotiated price, nor does it establish how much the airline will pay for the 70 firm aircraft. The reviewed company disclosures do not state the net price or the amount paid for the firm commitment. The July disclosure and the October filing both tie the headline valuation to list prices.
That distinction matters when interpreting the headline: the maximum potential fleet and its list-price valuation are not the same as a confirmed cash outlay. The deal’s structure leaves a substantial portion conditional on options and purchase rights rather than firm orders.

When the aircraft are scheduled to arrive
Cebu Pacific’s 2024 annual report said deliveries were scheduled to begin in 2029 and continue through the mid-2030s. That is the schedule reported in the annual report, not evidence that deliveries have begun. The extended timetable and the agreement’s adjustment rights mean the 152-aircraft maximum should not be treated as an immediate addition to the airline’s fleet.
How large is the potential order relative to Cebu Pacific?
For context, Cebu Pacific reported flying 24.5 million passengers during 2024 and operating a fleet of 98 aircraft as of December 31, 2024. Those company-reported figures and the new order’s terms appear in the 2024 annual report. The fleet count is a year-end snapshot, while the potential 152 aircraft are spread across a reported delivery schedule beginning in 2029. They are different measures and time horizons, not a like-for-like comparison.

Why the airline says the order is flexible
The original MoU announcement emphasized the ability to choose between A321neo and A320neo aircraft as market needs change. Cebu Pacific CEO Michael Szucs said in a July 22, 2024, engine announcement: “The order is designed to give Cebu Pacific the flexibility to choose between the A321neo and A320neo aircraft as needed, helping us adapt to market changes.” This is the airline’s stated rationale for the arrangement, not a guarantee of a particular fleet mix or realized savings.
Airbus executive Benoît de Saint-Exupéry said in the October 2024 purchase-agreement disclosure that the A320 Family had supported Cebu Pacific’s domestic and short-haul international network growth over the previous two decades. Such statements explain the parties’ rationale, but the disclosures do not quantify future cost savings or establish fuel-efficiency outcomes for aircraft that have yet to be delivered.
