Its casino remit focuses on preventing excessive and pathological gambling and balancing the gambling sectors. The Ministry of the Interior retains specified responsibilities for the integrity of gaming operations and authorizes land-based casinos to operate. Online casino games, meanwhile, remain prohibited in France, according to the ANJ.
What is the ANJ?
The Autorité nationale des jeux (ANJ) is France’s independent gambling authority. It was created as part of the gambling-regulation reform of 2 October 2019 and has operated since June 2020. Its objectives include preventing excessive gambling and protecting minors, ensuring gambling is conducted with integrity, maintaining balance between gambling sectors, and preventing fraud. ANJ institutional information and ANJ objectives.
What does the ANJ oversee in land-based casinos?
For casinos and gaming clubs, the ANJ’s stated role centers on preventing excessive and pathological gambling and supporting balance between gambling sectors. Casinos and gaming clubs submit an annual report to the ANJ about their responsible-gambling policy. ANJ explanation of casino responsibilities.
That remit is important, but narrower than saying the ANJ alone regulates French casinos. The Ministry of the Interior retains responsibilities for the integrity, reliability, and transparency of gambling operations in establishments, as well as combating fraud and money laundering. Why “casino” and “online gambling” are not interchangeable
French gambling oversight is organized by both venue and game category. Land-based casinos and gaming clubs are treated separately from online poker; online sports betting and horse-race betting have their own regimes, as do lottery arrangements. The relevant authority and rules therefore depend on what is being offered and where it is offered. ANJ sector overview.
- Land-based casino: operation requires Ministry of the Interior authorization; the ANJ’s casino-specific focus includes responsible-gambling prevention and sector balance.
- Online casino games: prohibited according to the ANJ.
- Online poker, sports betting, and horse-race betting: categories covered by the ANJ’s online approval regime.
What to check before relying on a casino-related claim
Legal rules and allocations of responsibility can change. For a current decision, consult the ANJ’s guidance on online gambling and casino authorization and its explanation of casino responsibilities. The available guidance establishes that Ministry authorization is required for a land-based casino, but does not set out the detailed application procedure or statutory provisions.
