Perth’s Metro Inner Development Assessment Panel approved the proposed $400 million Carillon City redevelopment on 20 May 2025, after the City of Perth endorsed it. The mixed-use scheme proposes two towers, student accommodation, a hotel, retail and hospitality space, and new public areas. Approval is not the same as construction or completed delivery.
What is planned for Carillon City?
The proposal covers a 5,724-square-metre site where Forrest Place meets Murray Street Mall and Hay Street Mall. PerthNow reported the following elements in the approved scheme:
- Two towers, at 22 and 35 storeys.
- Student accommodation providing 803 beds, with meeting and study rooms, a gym, a BBQ terrace and a rooftop garden.
- A 238-room hotel.
- New retail and hospitality space, plus public open space intended to link the neighbouring malls.
- A vehicle tunnel beneath Forrest Place connecting Hay Street to Wellington Street, intended for hotel drop-off and lobby access.
- Two large digital screens facing Murray Street.
These are reported proposal details, not evidence that the buildings or facilities have been constructed. PerthNow’s 20 May 2025 report describes the approved scheme.
Who endorsed and approved the proposal?
Property investment firm Fiveight lodged the proposal. PerthNow reported that Fiveight is part of Andrew and Nicola Forrest’s private investment group, Tattarang. The City of Perth council endorsed the plans before the Metro Inner Development Assessment Panel made the planning decision.

The timeline matters because early reporting described a decision that was still pending. On 8 May 2025, PerthNow reported the City’s endorsement and said a final decision was expected the following week. On 20 May, the outlet reported that the panel had approved the redevelopment. The 8 May endorsement report covers the council step; the later report records the panel outcome.
What conditions apply to the approval?
PerthNow reported that the panel amended the approval conditions in three specific ways:

- At least 10 per cent of digital-sign content must carry community and entertainment material.
- Operating hours are set from 6am to midnight.
- The parking provision was increased from 23 to 24 bays.
The approval is reported as valid for four years and will expire if development has not substantially started by 2029. This is a planning time limit, not a construction schedule or confirmation that work has begun.
How does the 2024 approval extension fit in?
A separate City of Perth approvals report records a 16 December 2024 extension to the approval period for an earlier Carillon redevelopment approval, DAP-2019/5120. That planning-history item is distinct from the panel’s reported 20 May 2025 decision on the later proposal. The City approvals report documents the earlier extension.

What is confirmed—and what is not?
The available reports establish the approval, the scheme’s reported scale and uses, and the conditions described above. They do not establish that construction is underway or completed, nor do they provide verified figures for job creation, economic impact, affordability or transport effects. The City of Perth’s major-projects listing gives high-level context, describing the precinct’s pedestrian connections between Perth train station and St Georges Terrace, but does not set out the detailed scheme or its approval date.
